CALL TO ORDER
Chairman Ron Guzman called the meeting to order at 5:40 p.m.
PUBLIC HEARING
Norbert Hart addressed the Commission by giving a brief explanation of the
CMG process to those who are new to the process. HUD allocation for this year is
approximately $4.9 million in CDBG funds, $1.7 million in HOME funds and $175,000
in Emergency Shelter Grants. We also have program income of approximately
$750,000 which comes from a loan portfolio of approximately $18 million. We lend
people money to fix up their houses. This is the money we receive when people pay
back the loan. Staff is also recommending reprogramming $426,000, of which
$300,000 is from the West Side clinic area, and 126,000 is left over contingency
monies.

Because the year 2000 census is not available, an interim plan for three years will be
implemented. After the new census data is available, a new 5 year plan will be
prepared. This particular plan is a one year action plan and is going to describe the
activities that are proposed for the coming fiscal year. Five city-wide public hearings
were conducted at the Boys & Girls Club, Oveal Williams, Housing Authority,
Emergency Aid Coalition, and Mayors Committee for Persons with Disabilities.
Technical assistance was provided to several non profit organizations. We are here
tonight for the first public hearing and the Planning Commission decides next week
or the meeting thereafter, on the recommendations to city council.
Norbert Hart gave a brief description of each of the staff recommendations:
Code Enforcement, Comprehensive Planning Assistance, Demolition, Demolition/
Replacement and Relocation Grant, Emergency Repair Grants, Flour Bluff Estates
Phase 1 Street Improvements, Garcia Arts Education Center Area Street
Improvements, Phase 1 and Phase 2, General Administration, Hampshire Road Street
Improvements,Minority Business Opportunity Committee,New Senior Central Kitchen
Construction, Operation Weed&Seed,Park&Rec Master Plan and Open Space,Paving
Assessment Grant Program, Price Park ADA Restroom Foundation Construction,
Rehabilitation Services, Rehabilitation Loan Servicing and Delinquent Payment
Collection, Residential Traffic Management Program, Rolled Curb and Gutter
Improvements Manshiem Area, Single Family Rehabilitation Loan Program, Summer
Clean Up Program, Williams Drive Clinic ADA Restroom Improvements, Workforce
Development Office Weatherization,Youth Sports Complex - State School Property
Non Profit Organizations: Boys & Girls Club of Corpus Christi,Inc., Buccaneer
Little League, Corpus Christi Area Council for the Deaf, Inc., Corpus Christi Art
Foundation,Inc.,dba South Texas Institute for the Arts,Corpus Christi Hope House,
Inc., Gulf Coast Council of La Raza, Inc., Nueces County Community Action Agency,
Sparkling City Girls Fastpitch, and Westside Business Association.
ESG Programs: Staff generally followed last year's recommendations of the
City Council.

Chairman Guzman opened the public hearing and stated that comments would
be limited to three minutes per individual and five minutes per organization.
CDBG Project #59 - Nueces County Community Action Agency: Rudy Cantu,
6609 Canyon Creek, 78413, requested funding to weatherize homes occupied by
families from low to very low incomes in the target areas.

CDBG Project #47 - Del Mar College Foundation, Inc: Linda Ard, on behalf of
the Del Mar College Center for Early Learning is requesting funding to help construct
a 24,000 sq foot center with 11 classrooms, 4 playgrounds, parent involvement
program, parent resource program and 2 college lecture classrooms. It will be located
in an area that has low income housing. Del Mar does own all but one parcel of that
property and that will be used for match. They have just received an additional
$50,000 dollars and are confident in their ability to raise the entire $3.5 million for
the facility.
CDBG Project #40-Ballet Nacional Hispanic Arts Center: Ricardo Villa, 4411
Gollihar. Ballet Nacional, a Hispanic Arts Organization, proposes to establish a
"Center for Hispanic Arts". They are requesting funding to purchase a site in
Heritage Park which would have to be restored and because of its historical nature
would have to fall under the historical guidelines. Once restoration phase is
completed, all activities will be enhanced, expanded and increased.
CDBG Project #61 - Southside Youth Sports Complex: Henry Saavedra, 3900
Gollihar,Corpus Christi,Texas,78415. Jerry Garcia League President,Jane Longoria,
Board Member. They are requesting funding to make the necessary improvement to
Southside Youth Sports Complex commonly known as Southside to be compliant with
the ADA program.
CDBG Project #66, YWCA Corpus Christi - Nancy Wesson-Dodd: Executive
Director, 4601 Corona, 78411. They are requesting funding to bring the YWCA into
ADA compliance and make it a barrier free facility. If not all $70,390 can be funded,
$33,000 wold take care of the parking lot striping,the front door and the 9 interior
doors and would also help leverage the remaining funds for the rest of the request.
ESG Project #11 - Shirley Esparza. They are requesting funding to support
essential needs for their clients.
CDBG Project #48 - Dos Mundos Day School: Linda Kelly, Executive Director.
They are requesting funding to purchase the building located at 2930 Leopard. If
entire amount can not be funded,any amount funded will enable them to apply that to
a down payment. They will continue to seek out other funding.
ESG Project #5 - Dos Mundos Day School: Linda Kelly, Executive Director. If
you will look down the page on the project description on page 13,you will see Catholic
Social Services, Coastal Bend Drug and Alcohol Rehab, Corpus Christi Hope House,

Metro Ministries, there's us, La Raza, the Salvation Army, and on the next page you
see Women's Shelter and I'd like to point out that Dos Mundos serves every one of
those agencies that I mentioned. We provide child care for those families, we
provide adult services for the homeless individuals who live in those shelters and we
work as a team. The people who work with the homeless in cc are working as a team
to provide these services and we work hard not to duplicate services. We have also
sought outside funding so that we can expand and meet the needs of folks.
Therefore, I would like to use this time to thank the city for their recommendation
and to ask you to consider the city's recommendation for the other entities that are
represented here because I strongly believe that the work that each of these people
do is very important and I think that it is very important to make the money go as far
as possible. Your support in the form of these recommendations would help many,
many, many deserving families to achieve permanent housing.
CDBG Project #44 - Corpus Christi Area Council for the Deaf: Susan Tiller,
5151 McArdle requesting funding for repair that is needed to keep the building in
good repair.
CDBG Project #62 - Sparkling City Girls Fastpitch: Robert Sandate 3901
Greenwood. They are requesting funding to renovate and standardize the girls
fastpitch fields to offer young girls a safe haven to participate in a competitive sport,
to make the walkways ADA compliant, and we would like the funds for major capital
improvements to their league.
ESG Project#4- Corpus Christi Metro Ministries, 1919-1906 Leopard Street:
Ginger Flewelling-Leeds requested funding to help fund five of their six programs.,
being case management, food, clothing, employment, safe living environments, and
reconnection to permanence within the community.
CDBG Project #46 - Corpus Christi Hope House: Jack Stine, Director, 658
Robinson requested funding to make improvements to the building and to make it ADA
compliant.
CDBG Project #63 - Tract 16 Neighborhood Council: Lillie M. White, 2729
Kitchen Street. Tract 16 Neighborhood Council Inc requesting funding for new
construction,approx 28 X 24 to be added to our present facility and some renovations
that have been needed for some time.

CDBG Project#20 - New Senior Central Kitchen Construction: Flapper Bradley,
outgoing chairperson of the Senior Community Services Advisory Committee and is
asking for support and endorsement of the construction of a new Senior Central
Kitchen.
CDBG Project #41 - Boys&Girls Club of Corpus Christi: Anne Baker,4733 King
Place, is requesting funding for renovation of the auditorium and weight room, to
construct a ladder, replacement of pool filtration system. They can do smaller
projects with the$28,000 that staff recommended,such as construct the ladder,do
the floor in the weight room and come close to doing the filtration system for the
pool.
CDBG Project #39 - Southside Youth Sports Complex: Jonathan Bonilla, 5049
Moltrey was present to voice support for a Youth Sports Complex to be built in the
westside and in particular, soccer fields.
Several questions were presented by the Commission to Staff in reference to the
funds granted in last year's CDBG process. Explanations were provided by Norbert
Hart, Dan Whitworth and Tony Cisneros.
ESG Project #11 - Doss/Coke/Cleveland/Leopard Area Street Improvements:
Ginger Flewelling-Leeds from Christi Metro Ministries in support of this project and
requesting $37,000 for an assessment on this property. Once assessment is done,
both the Lighthouse for the Blind and Corpus Christi Metro Ministries are willing to
look at their budgets to see what kind of match they can come up with to help support
the actual repair work that needs to be done in the area. -
There being no further comments from the audience, the public hearing was closed.
Commissioners and staff discussed several projects and staff recommendations at
length.
Michael Gunning made a request for the commission to consider recommending the full
$75,000 on Project #8, Comprehensive Planning Assistance.
Response from Linda Kelly, Dos Mundos, the request is for $150,000 and she has an
additional 50,000.

Commissioner Mims posed questions to staff regarding Projects #13, 17, 20, 23, 24,
30, 31, 36,38, 39, 45, 63 and 65.
Responses were provided by Norbert Hart, Tony Cisneros, and Jo Ann Dominguez.
OTHER MATTERS:
Commissioner Sween-McGloin asked for an excused absence, was a patient in
the hospital at last meeting. Motion made, second & approved.
Chairman Guzman and Vice Chairman Noyola's asked for an excused absence at
last week's meeting due to a funeral. Motion made, second (Si approved.
MATTERS NOT SCHEDULED
Mr. Gunning reported to the Commissioners that Chairman Guzman's request to
the city council for a joint meeting was considered a good idea. Council is planning a
retreat on May 4, 2000 for all boards and commissions to meet.
