PRESENTATIONS-Census 2000—Betty Jean Longoria,Chair of the Complete Count Committee
Council member Betty Jean Longoria addressed the Commission regarding Census 2000. Council member
Longoria stated that the Complete Count Committee, which she Chairs, has been meeting to discuss strategy on
informing the public regarding the Census 2000 campaign. There are several public service announcements being
aired via television and radio informing the public of the importance of completing the form and returning it as soon
as possible. Council member Longoria informed the Commission that it is against the law for the government to use
the information to prosecute people who are not legal citizens of the United States.
According to information provided. the State of Texas lost over $1 billion due to residents not filling out
and returning the census forms in 1990: Corpus Christi lost $10 million during the process. Council member
Longoria asked the Commission to become educated about the census process and request their neighbors, friends,
and business associates to complete the form and return it as soon as possible. She also invited the Commission to
become involved in volunteer work for Census 2000.
EXCUSED ABSENCES
Due to a lack of quorum available to vote on excused absences,there was no action taken. It is continued
to the March 15,2000 meeting.
FUTURE SCHEDULED MEETINGS
Mr. Gunning stated that the annual Community Development Block Grant public hearing is scheduled for
March 8,2000.

Mr. Saldana stated that the applicant requested that the case be continued for an additional two weeks to the
March 15, 2000 meeting to allow an opportunity for the applicant to meet with the Del Mar Neighborhood
Association. Staff recommends continuance.
Motion by Richter. seconded by Berlanga, to approve Staffs recommendation. Motion passed
unanimously with Underbrink abstaining and Cheek.Mims.and Sween-McGloin being absent.
New Zoning Cases
SPID Mini Storage,Ltd.: 0300-el
REQUEST: "B-4" General Business District to "1-2" Light Industrial District on Dusty Hills Subdivision,
Block 1, Lot 4 and located on the north side of South Padre Island Drive, approximately 300 feet
east of Prince Drive
Mr. Saldana presented a slide illustration of the subject property and the surrounding areas. The area to the
north is zoned"A-1"Apartment House District and"AT"Apartment-Tourist District and remains undeveloped;the
area to the south is zoned"B-4"General Business District and portions remain undeveloped while the remainder is
developed with a hotel: the area to the east is zoned"B-4"General Business District and is developed with an auto
sales dealership;and the area to the west is zoned'R-1B"One-family Dwelling District and"B-4" General Business
District and remains undeveloped.
Mr. Saldana stated that the applicant requested a change of zoning in order to provide an area for the
outside storage of automobiles, recreational vehicles, and boats. The existing "B-4" District requires all storage to
occur in an enclosed building and prohibits outside storage,including vehicles. The proposed outside storage would
be located on the north 1.38 acres of the subject property. This area abuts undeveloped land to the north and west
and the auto repair portion of the auto dealership to the east. Other mini-storage facilities have been approved on a
case-by-case basis under a Special Permit request to allow the outside storage of recreational vehicles and boats.
The subject property is in the Southeast Area Development Plan which recommends to area to develop with
general commercial uses. The requested "1-2" District is not consistent with the Area Development Plan. Staff
recommends denial of the "1-2" District. and in lieu thereof, approval of a Special Permit for the outside storage of
motor vehicles,recreational vehicles and boats subject to a site plan and the following conditions:
I) USES. The only use authorized by this Special Permit other than those permitted by right in the
"B-4" District is the outside storage of motor vehicles (under 2 tons), recreational vehicles, boats
and boat trailers. Allowance of the outside storage does not include the storage of wrecked or
inoperable vehicles.
2) SCREENING. A standard screening fence with a height of not less than six (6) feet must be
installed and maintained along the north property line, and the north 137 feet of the east and west
property lines. The screening fence must be installed within six(6)months from the date of this
ordinance.
3) TIME LIMIT. This Special Permit expires one(I) year from the date of this ordinance unless the
properly is being used for the purpose outlined in Condition#1 and all other conditions have been
complied with.
Chairman Guzman opened the public hearing.
R. Jet Fellows, applicant's representative, 203 E. Nacoma, San Antonio, Texas, stated that the applicant -
plans to continue the concrete fence along the remainder of the property line. Mr. Fellows stated that the facility
currently contains 500 upscale units and planned to expand to the storage of vehicles due to the number of self-serve
storage facilities. He agrees with Staffs recommendation.
