Harvey, AIA, AICP Director of Planning & Development Michael Gunning, Sr. Planner Marcia Cooper, Recording Secretary Norbert Hart, Assistant City Secretary CALL TO ORDER Chairman Mims called the meeting to order, and described the procedure to be followed. PUBLIC HEARING NEW ZONINGS Murrav's Convenience Store: 794-6CS REQUEST: For a Conditional Sign Permit on Padre Island Corpus Christi Section 3, Block 71, Lots 20 through 22, located on the southeast corner of South Padre Island Drive and Aquarius Street Mr. Gunning stated that this application is void. Mr. Harvey explained that Staff should not have accepted the application because the "B-2A" District states that no agency of the City of Corpus Christi may grant a variance, exception, or take any action which would permit a sign to be erected in excess of the size provided for in the "B-2A" District. The City will refund the entire application fee. NEW PLATS Consideration of plate as described on attached addendum. SCANNED Papi Planning Commission Meeting July 27, 1994 Page 2 OTHER MATTERS Mr. Harvey informed the Commission of the following City Council action: C394-2 City of Corpus Christi Approved "8-4" zoning with a Special Permit to allow 2 off-premise advertising signs. 694-2 Harry Williams This application was heard at the City Council meeting on July 12, 1994, and required 5 affirmative votes. Several members of the City Council had left the Council Chambers, and there were not enough votes to approve the application. The City Council discussed this application at their meeting of July 19, 1994, and instructed Staff to re-initiate the zoning request, as a City case. The Planning Commission public hearing for this application will be held on August 10, 1994, with the public hearing before the City Council on August 23, 1994. MATTERS NOT SCHEDULED Mr. Harvey stated that this meeting is Chairman Mims' last meeting. He thanked her, on behalf of City Staff, for the work she did as a Planning Commissioner, and added that the Planning Commission and the Planning and Development Department have benefitted from the time that she has served on the Commission, particularly the time she served as Chairman. He read the following resolution from the Planning Commissioners: RESOLUTION OF THE CITY OF CORPUS CHRISTI, TEXAS PLANNING COMMISSION COMMENDING Shirley Mims for diligent and dedicated service to the City of Corpus Christi Planning Commission. WHEREAS, Shirley Mims has served 8-1/2 years on the Planning Commission, including distinguished service for: ▪ One and one-half terms as Vice Chairman • Five terms as Chairman ▪ Chairman of the Committee which significantly modernized the Platting Ordinance 410 11110 Planning Commission Meeting July 27, 1994 Page 3 WHEREAS, During Ms. Mims' service, the City established a model comprehensive planning process and has adopted detailed Area Development Plans covering over 75% of the City; and WHEREAS, In service to the public, Ms. Mims gave unsparingly of her time and knowledge in playing a vital role in the City' s efforts to establish a comprehensive, consistent, fair and progressive planning capability; NOW, THEREFORE, be it resolved by the City of Corpus Christi Planning Commission that Ms. Shirley Mims has earned the appreciation and respect of the public in general, and her fellow members of the City of Corpus Christi Planning Commission in particular. Mr. Harvey continued that in working with several cities, Planning Commissions and City Councils, the role of the Planning Commission remains consistent throughout the nation. That role is to objectively, thoroughly, and comprehensively analyze matters before the Planning Commission, and to make a fair and equitable recommendation to City Council. The record in Corpus Christi shows that City Council almost always follows the recommendation of Planning Commission, and even when they don' t, they give a great deal of respect and consideration to the recommendation given by the Planning Commission. Past Planning Commissions have led up to the highest point of creditability, thoroughness and fairness of actions taken by the Planning Commission, and the respect of the Planning Commission by the public and City Council. The Chair carries an unusual burden as a member of the Planning Commission. This burden is to make sure that the recommendation has been carried out in a fair and equitable process; that the Chair has not unduly influenced any particular action, but facilitated a fair and equitable action. The Chair ensures that due process is followed by the Planning Commission. He commended Ms. Mims for setting a very high standard, and performing the job exceedingly well. Chairman Mims replied that she has enjoyed serving on the Planning Commission, and emphasized that the position of Chair is not only a title, and it does carry a burden.
