III. Due to date error in agenda. Minutes from the regular January 4 meeting were not adopted. A. Rowe
advised that this would be on next month's agenda.

V. Business for Discussion with Possible Action
■ After Action on Xmas Recycling Events-Paul Bass
Notes: P.Bass advised that more than 500 pounds of card were used at the Xmas Card Recycling_Event,
compared to 60 lbs last ,year. Event brings awareness to recycling. Xmas Tree event-730 trees were
recycled, coml2ared to 1284 last ear. At some sites trees were droRl2ed off before crews were set u . The
mulch made from the trees would be available Feb 1. This is good for Coastal Bend soil,because of the high
acidity and is very fragrant., Available at the JC Elliott Transfer Station.
■ After Action Report for MLK March &Jan 23 Day of Service Event
Notes: Over 1,050 service hours were donated during Bay Area Fellowship's MOB event. Over 300 trees,
donated by new business Landscape Direct,were planted,basketball courts restriped in six parks,new roofs
on gazebos repainting of f swings and a mural done at Sacky Park. Over 150 men and their sons participated
in the event.
■ TXDot/City Contract
Notes: Rudy Garza advised the group about the right of way maintenance issue. Currently there are
amendments that are being made. Meetings have been set up with TxDot. TXDot currently mows 3x per
year.
■ Report on ongoing Adopt a Park efforts-Becky Perrin
Notes: B.Perdn explained Parks&Rec's Adopt a Park program. This was formerly,"Adopt a Spot." Help is
needed with marketing. Applications are being updated and will be available through cctexas.com soon.
Parks can and will customize to meet potential partner's needs. Recognition in the form of consistent signs
with both adoptee and Parks&Rec's logos.
■ Presentation by Code Enforcement/Special j
Proects-Tracy Cantu
Notes: T. Cantu briefed the committee on code enforcement: enforcing brush schedule, abandoned cars,
anything above 12 inch weeds or grass is considered a code violation. Door hangers are often left.
Certified letters follow. Process is lengthy as rigorous documentation is needed if case goes to court.
Respondent has so many days to comply or city will take care of mowing,removing cars,etc and sends
homeowner a bill. If bill is not paid, charges brought against them. K.Davidson wished to continue code
enforcement talks at a later time. Partnerships in Code Enforcement include the Army National Guard who
has,to date demolished over 400 homes during their"QRcration.Clean Sweep." Homes knocked down must
show signs of drug or illegal activity.

W.Douglas said that there was a disconnect in communication in what's going on in the City_.
Suggested using runioerun.com for announcements possibly using Nikol Markert in his office for
communication. M.Minutaglio suggested using forums on a weeks basis in various channels.
■ Next BIG Clean Sweep Event-Adopt Downtown,April 10, 2010
Notes: The Big Clean events in April,Recycling messages with Diocese,Earth-DU/Bay Day and
Adopt Downtown/Don't Mess with Texas Trash Off all occur in the first two weeks of April. M.Peters will
chair Adopt Downtown,partner with Parks&Rec and Downtown Management District.
■ State of City's Recycling Program
Notes: P. Bass informed the Committee about the delay of the recycling program and the upcoming
presentation on 1/26/10. Staff would recommend keeping the existing.program. Staff is working with
Recycle Bank and the enhancements and updates that would be needed at Dolphin Recycling. P. Bass asked
for Pride's help in outreach. Projections on revenue are all dependant on market values._Pushing_Recycle
Bank would improve-participation and key messages. The need for a comprehensive Public Relations
cam ai is needed.
■ Upcoming events: Graffiti Summit,Xeriscape Symposium, Green Living Conference
Notes: Committee was gLyen flyers on all up-coming up-coming events.

Notes: Budget,recruiting for potential board members,updates on TxDot Contracts,Picky Pete initiatives,
Calendar ideas&Adopt a Spot.
