Edwards Franklin o 2nd Motion Paul Gottemoller Paul Gottemoller stated that that the minutes be amended to include Bill Hoelscher's recommendation of moving the Green &Clean Award to City Council. IV. Public Comment: Please be advised that the Open Meetings Act prohibits the committee from responding and discussing your comments at length. The law only authorizes members to make a statement of factual information, recite an existing policy in response to the inquiry, or advise the citizen that this subject will be placed on an agenda at a later date. NONE... V. Business for Discussion and Possible Action: A. Water Shore Advisory Committee Resolution, presentation by Neil McQueen, Surf Rider Foundation of the Coastal Bend: Water Shore Advisory Committee felt it was necessary to address overall litter problem other than single use plastic bags. The Advisory Committee found that litter enforcement was spread over the entire code of ordinances. There weren't specific fines for specific acts of litter. The Water Shore Advisory Committee would like to see "real enforcement." Unanimous resolution was approved by Water Shore Advisory Committee for the creation of a unified litter ordinance. Neil McQueen stated that he presented the resolution to Clean City Advisory Committee whose chair will write a letter in support. Neil McQueen also would like a letter of support from PRIDE. Oscar Carmona commented he would like to support this letter of support. Chair Schade also would like to write a letter of support. Frank Franklin wanted to vote for it during the meeting which was seconded. The PRIDE Committee voted unanimously to write a letter of support for the Water Shore Advisory Committee's resolution. B. Litter Plan Updates, Angela Gonzales: Community appearance survey and litter index survey explanation. Jeff Craft: Recommends choosing locations where people are actually leaving things. Not windblown litter as it is non-enforceable. Angela Gonzales stated that of the sites selected for the survey: Boys and Girls club was the cleanest and that the Boat ramp at 3909 Laguna Shores was the worst. Jeff Craft: recommended looking at Cole Park after a rain to get a good Mudge. Angela Gonzales: Most litter from Carmel Village was from Stripes and HEB. Bob Copes: Windblown litter is a problem and it may still be a valid measurement. Jeff Craft: stated that most of the litter collected at Carmel Village was probably not intentional and therefore non-enforceable. Angela Gonzales stated she needed to put data together from litter survey and send it to City Manager. Kim Womack inquired if the board was looking at private property. Iris Martinez: said that it was a new experience. At Agnes buss stop they influenced bus stop quests to pick up litter. C. TAMU-CC Outreach, Bob Copes. A few weeks ago TAMUCC inquired the board for volunteer opportunities using "Orgsync." A&M CC would like the board to upload opportunities to A&MCC and the board will decide to appoint someone to upload opportunities. In parade A&M CC could acknowledge Green and Clean winers. Bob Copes would like board to submit ways to him how the Board can support A&M CC initiatives. D. Green and Clean Award, Oscar Carmona. Chair Schade: would like to have a large number of nominations so as to not have to have another nomination every meeting. Essentially the Committee would have a buildup. Oscar Carmona: Board should have presentations of Green and Clean Award at City Council. Brazelton would like to be nominated. Model Home was nominated Chair Schade the overall presence should be considered. Oscar will call Mathieu Electric Co. for nomination E. Officer Nominations and vote, Chair Schade Chair Schade: The chair needs be representative of the current board and thinks its time for someone else to become chair. Chair Schade nominated Bob Copes Frank and Oscar nominated the motion. Oscar wants to step down as vice chair. Chair Schade is nominated for vice chair. Christina Hernandez will stay as secretary. Chair Copes was nominated and elected as new Chair. F. Gutter Garbage, Oscar Carmona. Oscar Carmona criticized Sherriff Kaelin for a picture of litter in a putter in which the Sheriff criticized the City of Corpus Christi for not picking up. Oscar Carmona commented that if he was offended he should pick it up himself. After this criticism the Sheriff agreed to pick up the litter. Chair Schade: Subcommittee could take on business owners and elected officials accountable. Oscar recommends take a picture of a site that needs to be cleaned and a picture of the committee member cleaning it up for positive enforcement. Kim Womack: Stated Oscar Carmona should send a letter to the Editor. G. Sub Committee Sign Up, Chair Schade. Since the Committee is has been having problems making quorum sub-committees need to be set up. The sub committees will be: Re-pride-alization, PRIDECLUB, Green and Clean Chair Schade: There needs to be a subcommittee chair and that chair will be responsible for updates to the entire board. Green and Clean Nomination list was passed out. H. Identify items for December agenda: VI. Adjourn @ 4:55 pm
