The Airport Advisory Board met on November 8, 1976 in the Airport Manager
office with the following persons in attendance: Hayden Head, Bob Welch,
Pete Holt, Pete Corona, and Pauline Glsn, board members; Douglas Matthews,
Director Public Utilities; William D. Wilder, Airport Manager; Fred
Beavers, Chief Pilot for ; and Scott Bledsoe and Bob Jenkins, Fixed Base
Operators. The meeting was called to order at 4:10 p.m. by o Welch, vice
chairman r. Head arrive at 4:20 p.m.) .
Mr. Wilder presented the staff proposal for private hangar sites. The city
staff is in favor of site "A".
Fred Beavers presented HEB"s reasons for their request fora private hangar
some of which were savings in fuel cost over the years, less wear and tear on
the aircraft, and the probability of HEB's expanding their air operations.
HEB would refer either site "B" or "" " because the other two sites would
costa great deal more because of longer taxiways, access road, and drainage
structure.
Mr. Wilder presented estimated figures for pavement and drainage system. Site
"" " is estimated at $122,600 and site "D" is estimated at $97,800. FAA would
participate at a level of 907. for a portion of the costs of these two sites.
Scott Bledsoe addressed the board and said he had proposed to build a hangar
for HEB, but that they wanted to pump their own fuel. He then told of the
different airport managers in Texas with whom he had talked to get their
opinion of private hangars whether their respective airports allowed
private hangars at the present time. He stated he felt that allowing private
hangars on the airport decreases the fixed base operators revenue.
Bob Jenkins read a letter he had prepared for the board in which he expressed
his opposition to allowing private hangars in commercial areas.
After some discussion several board members expressed a desire to study the
matter of private hangars in more detail. A tentative meeting date was set
for Thursday, November 18, 1976 at 11:00 a.m.
