Airport Advisory Board Meeting
February 23, 1981
The Airport Advisory Board met on February 23, 1981, in the office of the airport manager
with the following attendance: Hayden Head, Chairman; Dick Rowers, Pete Corona, Clarence
Priour, and Pauline Glasson, members; Robert A. Soltys, Vice President with Metro Airlines;
Thomas Tope and Mike Welch, Airport Transportation Company of Corpus Christi; Bob Chinch,
Gault Aviation; Douglas Matthews, Director of Public Utilities; and William D. Wilder,
Airport Manager. Mr. Head called the meeting to order at 3: 30 p.m.
Mr. Priour moved, seconded by Mr. Corona, that the minutes of the previous meeting be
approved as written. The motion passed unanimously.
Mr. Soltys told the board that Metro Airlines would like to serve Corpus Christi
International Airport, They propose to initiate four round trips daily between Corpus
Christi and San Antonio beginning around the middle part of March. He said they will
use 16 Twin Otters that seat 18 to 19 people and 6 Shorts 330 that carry 30 passengers.
Mr. Bowers made the motion that the board recommend to the City Counci I that the City
enter into an airfield use agreement with Metro Airlines. Mr. Priour seconded the
motion and it passed unanimously.
Mike Welch informed the board that he wanted to transfer the contract for limousine
service to Thomas Tope, Jr. He explained that Hr. Tope's daughter, who has been working
for the limousine service for three months, would manage the business for him. Nr� Tope
will assume all the debts of Airport Transportation Company of Corpus Christi, Inc. in
return for the assets of the corporation. Mr. Tope said he will continue using the
present type of service and current employees. He explained that be feels the limousine
service business will expand due to increased traffic at the airport and in the fivure
will probably use van type vehicles in the business. Mr. Corona made the motion,
seconded by Mrs. Glasson, that the board recommend to the City Council that the lease
with Airport Transportation of Corpus Christi, Inc. , be transferred to Thomas Tope, Jr.
The motion passed unanimously.
Mr. Welch stated that a rate increase for limousine service was needed to keep up with
inflation and the price of gasoline, and suggested that the rate for zone 2 he changed
to $5.25, zone 3 to $7.00, and zone 4 to $10. 50. Mrs. Glasson made the motion that
Mr. Tope be granted a five year lease effective on the day he assumes operation of
Airport Transportation Company of Corpus Christi, Inc. , and that the rate for zone 2
be changed to $5.25, zone 3 to $7.00, and zone 4 to $10.50. The motion was seconded by
Mr. Bowers and passed unanimously.
Mr. Bowers paid that Bob Church had been in contact with him concerning the ramp expan-
sion for Gault Aviation. He stated that he felt the City was not proceeding in a timely
manner on this project since the contract between the City and Van Dusen Airport Services
(Gault Aviation) stated that the City would construct additional ramp space for Gault
Aviation by February, 1981. He said he previously had expressed his concern for this
project in the Airport Advisory Board meeting of January 19, and the City Council had
yet to be apprised of the situation. Mr. Matthews stated that the City Manager was

planning to present to the City Council a report on the financial status of airport
projects on February 25, and that this project would be part of the presentation. lie
said it had not been presented to the City Council previously because the City staff
felt it would be conductive to construct the FBO ramps as one project and plans had
not been completed with Charles Rayburn until recently®
Mr„ asked the board for their guidance on a request from 1W. Church for per-
mission to construct a temporary building to house Gault Aviation line crew between
the fire station and Gault Aviation's main hangar. Mr. Church said his company is
now drawing plans for another hangar and hope to have it constructed within a year
after which time the temporary building will not be needed. It was the consensus of
the board that a temporary building would be permissible if it did not remain in use
for much wore than a year
11. Head said that a suggestion had been made to him that the board recommend to FAA
that the designation of the Locator Outer Marker used on the ILS approach to runway 13
at Corpus Christi International Airport be changed to "Hover" in recognition of Frank
M. Hover who will soon celebrate his eightieth birthday and is still active in
aviation at Corpus Christi International Airport. Mr. Bowers made the notion, seconded
by Mr. Priour, that a resolution be adopted by the Airport Advisory Board to recommend
to FAA that the designation of the Locator Outer Marker used on the ILS approach to
runway 13 at Corpus Christi International Airport be changed to ""over" in recognition
of the contribution made by Frank M. Hover to aviation and to those engaged in it. The
motion passed unanimously and a copy of this resolution is attached.
Mr. Bowers said he would like to make a motion that the airport staff be commended for
the condition of the airport during the annual FAA inspection held on February 4. lie
said he attended the debriefing held by the inspectors and they were very complimentary
of the airport's condition. Mr. Priour seconded the motion and it passed unanimously.
Mr. Wilder reported to the board for their information that there is a possibility that
the Paco organization of air traffic controllers may strike around the middle part of
March. He advised the board of security measures that would be taken if a picket line
was formed at the airport.
The meeting was adjourned at 4: 55 p.m.

Frank Pi, Hover was or March 27, 1901, and will
soon celebrate his eightieth birthday.
He received his first pilot training at Kelly Field
in 1918 and aviation has been his profession since that
Lime .
He remains an active pilot as an instructor and in
that capacity has initiated hundreds of people into the
aviation community .
His a, ety record during more than sixty- two years as
an active pilot is outstanding and deserves recognition .
On motion duly made , seconded and unanimously carried,
it was RESOLVED that the Aviation Advisory Committee of the
City of Corpus Christi recommend to the Federal Aviation
Administration that the designation of the Locator Outer
Marker used on the ILS approach to Runway 13 at Corpus
Christi International Airport be changed to "Hover" in
recognition of the contribution made by Frank M. Hover
to aviation and to those engaged in it .
