Benavidez , Fred Greenberg, Paula Garnett, Mary V. Penuel MEMBERS ABSENT: Larry French STAFF PRESENT: Dr. Sisle�,,5eff Beynon, Cynthia Hillen CALL TO ORDER: 2 :00 p .m. by Dr. Hughes , Chairman. July minutes approved. ATTENDANCE REVIEW: All members in good standing. DIRECTOR'S REPORT: Mr. Beynon gave July statistics (August not available yet due to staff shortage) : increased citations , dog bite cases , at-large dogs & possums picked up, & cats received (upwards of 700 including many kittens) ; decreased investigations & cat bite cases. Fiscal Year 90-91 statistics : animals euthanized broke 20 ,000 plateau; 10 1/2 sweeps yielded 367 animals and 178 citations . Rabies cases have slowed down; a lady in the Valley died after being bitten by her own dog & failing to seek medical care--her dog had fought with a coyote in previous 2-4 weeks & subsequently died along with its puppies (this went unreported) . Staffing positions : 5 of 17 are open (3 in kennels) ; only 1 working kennels for past 2 months--kennels understaffed for 6 months; awaiting approval of new Animal Control Officer position. Internal Auditing will do internal audit of entire animal control operation due to accounting problems & shortage of funds . CONTINUING BUSINESS: None NEW BUSINESS: New State Dangerous Dog Law became effective 9-1-91; law applies to 1 unprovoked attack (or even looks like it is going to attack) . The owner may appeal a determination that a dog is dangerous to a Justice of the Peace Court or Municipal Court . The City Ordinance version will read "animal" instead of "dog", thus also applying to other animals , owner of a quarantined dangerous animal will have 30 days to apply for $50/year license, must show proof of $100,000 liability insurance and must confine animal in secure locked enclosure. Failure to comply in 30 days can result in daily fine for Class C misdemeanor. Subsequent attacks will result in Class A misdemeanor. Each year owner must renew license & show proof of insurance. Anticipated result : more euthanized animals . Homeowners can put animal under homeowner's insurance--but not renters . State Animal Control Meeting will be 11/91 where attempt will be made to get color and/or shape of tag consistent throughout state for easy recognition. All animals adopted out of Animal Control facility must be sterilized effective 1/1/92; proof will be required. Most prior adoptions from Animal Control were due to desire for unsterilized animals; Humane Society sterilizes . Anticipated result : decreased adoptions . It was reported there have been no complaints about birds or geese in parks or ponds . Water fowl have been welcomed at Oso and Pharaoh Golf Courses . Mr. Beynon recommends against geese or swans in these areas as they are very protective. Water moccasins reportedly are in a Rodd Field & Holly pond. Humane Society will hold a fall fashion show.
