CALL TO ORDER: 2:00 p.m. by Dr. Hughes. March minutes approved.
ATTENDANCE REVIEW: All in good standing. A letter from City Secretary
indicates Ms. Benavidez's term expires 5-31-92 and that she has served
the maximum allowable of 6 consecutive years. Recommendation for
filling the vacancy is needed.
DIRECTOR'S REPORT: Decreased dog impounds & citations; increased dog
bites (6- 8 on some days) ; increased cat bites. increased number of
animals euthanized. Adoptions have not dropped off as expected,
possibly because Animal Control 's kennel staff have been actively
encouraging adoptions. Regional rabies update: 36 positive cases this
year compared to 8 at this time last year. Many specimens have been
shipped to State Laboratory--all reported negative. There are many
stray cats in some areas and some people are trapping them in great
numbers. Again, the pros and cons of cat trapping remains a concern.
Dispatcher is out on sick leave; ACOs continue to perform his duties.
NEW BUSINESS: Carriage Park Townhouse residents appeared before the
Committee with a dog complaint. Tom Hunt was the main speaker,
presenting the residents side of the problem existing in their complex.
Residents allege that Eldon Allen has a vicious dog, named Penney, that
recently attacked a small dog belonging to another resident. An attack
on 3/25/92 was the most recent in a number of attacks by Penney.
Penny's leash is long enough to allow her access to an area of property
that is common ground for the tenants, pets, etc. Residents go around
this area to avoid an attack. According to Mr. Beynon, ACOs have been
there on a couple of calls, but have found the leash to be shorter than
reported by the complainant. Mr. Beynon said he knows Mr. Allen. He
advised residents to contact him at work or at his mother's phone number
if they need to contact him. He said he lives near by and will keep a
close watch on the situation.
DISCUSSION: Pet Week will be scheduled from May 4-10, at which time the
cost for vaccinations and licenses will be reduced. Discussion was held
as to possibly extending Pet Week for an additional week. Dr. Hughes
feels that an extension would be of little help in getting non-compliant
pet owners to get their pets licensed and vaccinated. He feels that
regular clients wait for Pet Week to obtain the low cost vaccinations,
but pet owners that need to be reached do not respond. He suggested
announcing low cost rabies vaccinations via a PA system on a mobile
vehicle. Dr. Sisley suggested door to door canvassing and neighbor
sweeps prior to offering the low cost vaccinations.
