Schafer, D.V.M. ; Joan Urban CALL TO ORDER: 2:05 p.m. by Dr. Hughes. April minutes approved. ATTENDANCE REVIEW: All in good standing. Ms. Benavidez's term expires 5-31-92. Dr. Schafer has been appointed to replace her. DIRECTOR'S REPORT: Increased cats & opossums being picked up in traps & being euthanized; decreased bite cases. Officers are being called to court more due to Municipal Court sweep of old cases (some 1988 cases & some x-officers subpoenaed) ; judges allowing more fines to be "worked off". State law requires females to be a minimum of 6 months and males 8 months of age prior to sterilization. Staff is checking AC Office and Veterinarians to account for missing 1991 licenses. Rabies update: 46 cases thru 4/92; 3 cases in May so far. Dead coyote found with 2 live pups; Park & Wildlife took pups to rehabilitator; Drs. say pups could have rabies--need to educate Park & Wildlife. No hearing will be held for "Penny" at Carriage Park as owner has sold his townhouse & will leave city before 6/15/92; he has been given letter with conditions for remaining until then--to which he agreed. Ordinance passed 2nd City Council reading with exclusion of footage change for keeping horses due to much protest from horse owners, who bought big lots for that purpose. Council expressed a desire for public input on the livestock/fowl issue. City Manager has asked that everything referring to livestock, horses & fowl be excluded at 3rd reading; only the portion referring to dogs will remain; the 3rd reading is expected to be on the agenda next week. NEW BUSINESS: Joan Urban appealed to the Board not to increase the livestock footage requirement from 100 to 250 feet as it would hurt her & other Flour Bluff residents' livelihood; she said if horses are excluded, livestock should be also. 50-60 complaints per month are received with present livestock/fowl requirement (many due to fowl/ crowing roosters--especially in Gardendale area) ; investigating these complaints is time consuming as 2-3 visits are often required. Motion _approved to hold a public hearing for community input about proposed ordinance changes concerning livestock/fowl (4 for, 2 against) . Hearing will be scheduled 5/20/92 @ 7 PM in Health Dept. Auditorium. (Note: Date was later changed to 6/4/92 due to Auditorium availability. ) DISCUSSION: Animal Control can enforce observed violations--they need not have a complaint. Dr. Sisley would prefer to see A.C. operate by sweeps instead of complaints. Ordinance takes precedence over zoning. A hearing can be held on an animal before it is declared dangerous. Discussed concern about pursuit of animals and pot bellied pigs as pets . ADJOURNMENT: At 3:10 p.m. Next meeting 6/11/92 at 2:00 p.m.
