CALL TO ORDER: 2:05 p.m. by Dr. Hughes. June minutes approved.
ATTENDANCE REVIEW: All in good standing.
DIRECTOR'S REPORT: The number of calls & bite cases decreased in June.
Animals escaping from the facility are usually small kittens that manage
to squeeze thru gate openings. A peacock was picked up and redeemed by
its owner. Animals euthanized in FY 1991-92 are expected to total about
22,000. Animal Control expects 1992 licenses to exceed 1991. Over
11,000 licenses have been issued so far and some Veterinarians still
have many in their offices. Stray dogs tend to seek shaded areas in
midday heat and are hard to find, so Animal Control is trying to make
these calls in the morning. Vacancies : 2 ACO I positions; 2 ACO II
positions may be vacant by month's end; Dispatcher is still out on sick
leave. At the City Manager's request, dead animals are being picked up
on Sundays for a 3 month trial period. In order to dispose of the dead
animals, a landfill employee must be paid to open the landfill , cover
the carcasses, and close the landfill . The number of Sunday calls has
been minimal and so far has not reduced the large number of Monday
calls. Rabies Update: As of 7/3 there have been 63 cases this year;
there was a total of 85 cases in 1991. A map of 1992 cases was passed
out; the majority of cases are in Jim Wells & Kleberg Counties; Victoria
County's cases involve skunks.
CONTINUING BUSINESS: Mr. Greenburg tried to see the City Manager about
transferring dead animal pick-up to Solid Waste Department, but he was
too busy. If staffing requests are approved in the new budget, a
combination of neighborhood sweeps for stray dogs and door-to-door
surveillance are planned.
NEW BUSINESS: Motion approved to not meet in August. There will be a
National Cat Pet Health Week in September. City Ordinance prohibits
selling venomous snakes, lizards or monitors, but does not mention
venomous insects. Pet stores are selling venomous insects. Mr. Beynon
will study the situation and bring his findings to the next meeting.
DISCUSSION: Dr. Garrett has been offering low cost rabies vaccine at the
Trade Center every other weekend. Very few cats are being vaccinated.
It is estimated there is about one animal for every citizen. Dr. Moody
has a nice write up in Sound-Off today on Animal Control ; his pet tips
are valuable; he will be doing a series on Animal Control . An oral
vaccine has been tried on wildlife on a Northeast Island.
