ATTENDANCE REVIEW: All in good standing. DIRECTOR'S REPORT: Statistics for FY 91-92 : Increases in almost everything except the number of bite case investigations--primarily because better case screening is being done over phone; the number of cats brought into facility decreased--but the number handled in the field increased; the number of animals impounded and dogs licensed increased; there was a major increase (17%) in the number of calls. Animal Control came in under budget on expenditures and over estimate on revenue. Statistics for August: Revenue is down; the number of calls is up. Veterinarians were mailed Letters notifying them of ordinance change in which they must send in license information within 30 days to be allowed the $1 rebate; initially they will be given a 90 day grace period. Rabies status: There have been 76 cases in South Texas to date; a rabid bat was found in the Up River Road area--a dog that may have been exposed had a good vaccination history was reboostered and put under observation. Dead animals are still being picked up on Sundays on a trial basis. (2) ACOs have been injured (1 is on light duty due to an on the job vehicle accident and the other will soon have surgery due to an off-duty injury) ; Dispatcher is back from sick leave. (2) new kennel employees have been hired--both are experienced. A new store called PETsMART will be permitted to sell fish; they will do grooming and have an animal wellness program; they will allow organizations such as Lost Pet Hotline to sell animals on a consignment basis. Birds are being sold at flea markets with permits. Sometime within the next 2 years, all parrots will have to have a band put on at birth and can be imported only for breeding. A rodeo will be permitted for Bayfest--Dr. Martin Frey will be on call. CONTINUING BUSINESS: Mr. Greenburg saw the City Manager, but he was too busy to discuss dead animal pickup issue. A few stores are selling weakly venomous insects such as scorpions--Mr. Beynon will check with the Legal Dept. as to the City's liability. It would be necessary for Mr. Beynon to take a class to identify the insects. NEW BUSINESS: Mr. Luna spoke to the Committee about his changing work hours. Motion approved to change meetings to 2:30 p.m. DISCUSSION: Rabies treatment for humans was discussed. ADJOURNMENT: At 2 :38 p.m. Next meeting 9/10/92 at 2 :30 p.m.
