" ATTENDANCE REVIEW: All in good standing. DIRECTOR'S REPORT: September: There was a decrease in number of calls, impounds, bite cases and investigations, and Municipal Court revenue. There was an increase in the number of possums picked up. A pot-bellied pig, iguana (a bite case) and a boa constrictor were impounded. There have been 17,528 licenses issued in 1992. Rabies Update: Maps of rabies cases since 1988 were given out: South Texas has had 84 cases this year as of 9/30/92; there have been 2 more cases in October; Nueces had 2 rabid coyotes in 1991 and 2 rabid bats in 1992 . A dog (possibly exposed to the 1st bat) has cleared its 45 day isolation; a cat (possibly exposed to the 2nd bat) will require a 90 day isolation period as it was vaccinated every 2 years with 3 year vaccine. According to state law, the cat must be in kept in the house or be on a leash; Animal Control will do random checks on it about twice a week. Dr. Sisley will speak, with Dr. Clark at TDH Zoonosis Division regarding concerns about isolation of the cat vs. quarantine. Pet World is selling many snakes (the owner is in the hospital due to handling a coral snake) . We would have to have a trained entomologist on staff to regulate the selling of poisonous insects. There was a shortage of ACOs in September; the dispatcher is back at work. We will advertise for an Information Specialist, who will check licenses door-to-door, giving citations (if the owner chooses to give up the animal, the Specialist will not take the animal at that time) . We have a legal right to issue a ticket even if the owner surrenders the animal, but the ACO would have to appear in court and the Judge would probably dismiss the citation. The Specialist will also give talks at schools and hopefully teach a first offender program; work hours may include evenings and weekends. CONTINUING BUSINESS: None NEW BUSINESS: Reasons for an excused absence were discussed. Members decided a vacation should not be an excused absence. Ms. Sweeney reported that the Humane Society will furnish animals for sale when PetsMart opens. DISCUSSION: Cats in one section of town have been disappearing for the past 6-9 months; most are unvaccinated so there is no documentation of their existence. No traps have been located, nor has there been any evidence of traps. ADJOURNMENT: At 3:08 p.m. Next meeting 11/12/92 at 2:30 p.m.
