CALL To ORDER: By Mr. Greenberg at 2: 30 p.m. November minutes approved.
ATTENDANCE_REVIEW: All in good standing.
DIRECTOR'S REPORT: November statistics: More bite cases; number of animals
adopted/reclaimed is down; revenue from Municipal Court is much decreased
(many people are working off fines) . Raccoons, skunks and foxes are being
brought in (racoons and foxes are released, but not skunks) . Flour Bluff
Clinic no longer sells animal licenses. Veterinarians are being notified to
turn in licenses they have sold. Animal Control Building: the wooden shims
in the foundation were replaced with metal shims; another pier is needed as
the floor is sinking. Euthanization chamber will probably need replacing
next year; it has been necessary to increase the gas level; no one is allowed
to stay in the area when it is in use due to dents in the bottom. Rabies
Update: 114 cases in Region 8 as of 12/10/92. Jim Wells and Kleberg Co. have
the most cases; Star Co. had 6 cases in November. There have been no
positive opossums in Texas, but there have been 2 cases in the Northwest.
CONTINUING BUSINESS: The proposal for a live alligator exhibit is in the
Legal Dept. right now for determination of needed ordinance changes. The
reliability of the organization making the proposal was discussed; Mr. Beynon
will do some background checking with Dr. Lawrence in Port Aransas. The
contract for sale of cat carcasses will probably be implemented early in
1993; Dr. Schafer asks if these monies could be used toward something that
would benefit cats. Motion approved to recommend that revenue derived from
the sale of euthanized cats be specifically earmarked for Animal Control to
improve transport, housing and care of cats.
NEW BUSINESS: Mr. Greenberg gave out a copy of the 1992 Annual Report which
he prepared. The legality of keeping potbellied pigs in the City and their
livestock classification was discussed. They are not legal even if kept
indoors the way the ordinance is written. Mr. Hennins and the Legal
Department will be asked to look at the ordinance to determine the best way
to make the keeping of potbellied pigs legal. There is a rabies vaccine
approved for swine.
DISCUSSION: Euthanization effects and methods were discussed. Dr. Schafer
says horses need to be vaccinated for rabies due to human exposure. The
popularity of wolf hybrids was discussed and the fact that the courts are now
accepting certain types of characteristics. The State does not recognize
wolf hybrids as being rabies vaccinated; the animal must be considered a wild
animal in bite cases.
