Penuel; Leo Luna MEMBERS ABSENT: Fred Greenberg, Chairman; Larry French STAFF PRESENT: Dr. Sisley; Jeff Beynon � GUESTS PRESENT: None CALL TO ORDER: By Dr. Schafer, Vice-Chairman, at 2: 35 p.m. February 1993 minutes approved. ATTENDANCE REVIEW: All in good standing. Motion approved to excuse Dr. Hughes absence at 2/93 meeting. Ms. Penuel desires to be reappointed when her term expires 5/31/93 . Motion approved to recommend Ms. Penuel's reappointment. w DIRECTOR'S REPORT: Monthly Statistics: There has been an increase in calls received, animals adopted or transferred to Humane Society, and 1993 licenses sold. There has been a decrease in citations issued, bite cases, specimens shipped to the laboratory, and animals euthanized. Computer: 6, 636 of the licenses lost in the computer have been reloaded. Rabies Update: As of 3/10 there have been 40 cases in Region 8 (compared to 20 last year) ; more cases involve dogs than coyotes this year. Baiting is still under consideration. Door--to-door campaign: The response has been good. The compliance rate is 50-60%. The Information Specialist has made about 50 talks at schools since Christmas. Field Officers are working with the people; they are changing license/vaccination citations to warnings if pet owners obtain them the same day (or the following day if it is late in the day) . County Animal Control: As a result of an incident in which a Sheriff 's Ride-a-long was injured when he stuck his hand into a tiger cage, the County approved Animal Control regulations regarding the keeping of wild canine/felines. POTBELLIED PIG DISCUSSION: Definition, size and housing of Potbellied Pigs was discussed. Dallas allows them and miniature horses. A proposed amendment to legalize them was passed out. It was felt no changes should be made at this time since no one has requested a change in the ordinance to accommodate them, and owners of other breeds might challenge any changes. Motion approved to NOT make any changes in the ordinance addressing the keeping of pot bellied pigs. REVIEW DEFINITION OF RESTRAINT AS WRITTEN IN CURRENT ANIMAL CONTROL ORDINANCE: Animal Control has not been enforcing the ordinance as written. The ordinance definition of restraint states " . . .secured by a leash or lead AND under the effective control of a responsible person AND obedient to that person's commands. . . " This does not allow dogs to be left unattended on a leash or lead, as a large number of dogs are presently kept. Members felt the definition is good and should be enforced when a complaint is involved. Motion approved to leave definition of restraint the way it is currently written.
