CALL TO ORDER: By Mr. Greenberg, Chairman, at 2:30. April minutes approved.
ATTENDANCE REVIEW: All in good standing_ Mr. reenbe 's term expires
5/31/93 . He does not want to be reappointed.
DIRECTOR'S REPORT: Monthly Statistics: Citation revenue is u , possibly more
people are paying fines instead of working them off. Euthanization is up due
to the time of year. Many opossums, racoons and 4-5 foxes were picked u ;
excluding opossums, wildlife not affected by a distemper outbreak is
released. The new dangerous dog law has resulted in more bite cases being
declined. Rabies Update: 70 cases in South Texas in 1993 . There were 48 at
the same time last year. The ratio of dogs to coyotes is higher in 1993 ; the
dog/coyote ratio is 33/26 compared to 14/25 in 1992. 5 cats have also been
positive this year. A Hidalgo County rabies-positive cat in a grain elevator
may skewer the figures; there are 30-50 stray cats at the elevator. Laredo
gave 1500 rabies shots at $3 , and another Veterinarian gave over 4000 free
( e broke even with other services) . Pets Week: Results not available yet.
Door-to-door campaign: Information Specialist is averaging a 0 compliance
rate. Some neighborhoods are very compliant and others are not.
HORSE DRAWN SHUTTLE ON CORPUS CHRISTI BEACH: Bob Braun said he hap horses
lined up to purchase. He will use 2 horses per team, and may be able to
operate 5 teams simultaneously. Most routes are about 1 mile long; the
horses should be able to make about 3 routes per hour. The horses would not
be allowed to work when the heat index is over 105 and the ambient tempera-
ture is over 85. The heat factor would allow animals to be worked only 2
hours at a time before they get a break. The horses will wear a diaper (like
a basket) . The fare rate will be $1. 00. Animal Control will spot check the
operation. The horses will be stabled at the Port. Traffic Engineering is
tentatively agreeing to the plan with some restrictions. Motion__ap rove
(3/1) to accept the proposal with 2 changes: 1) that Animal Control have the
option of checking temperature, pulse and respiration on the horses while
they are working and modify the work schedule if they don't meet reasonable
standards; 2) that there be at least 1 water stop available on the route.
ORDINANCE REVIEW SUBCOMMITTEE REPORT: They are not ready to change restraint
definition. They would like to make leg hold/snare traps illegal and require
spay/neutering before returning a dog after 2 impoundments.
COMMITTEE REPORTS: Mr. Luna was unable to be here today, but he left a
message that he recommends Servano Dimas for membership. Shirley Justice
has had an application on file for a long time. Motion approved to recommend
Shirley Justice for Mr. rener 's vacancy. Ms. Penuel complimented Animal
Control for quick assistance in finding owner of a lost dog.
