City Of Minutes of Regular Monthly Meeting of July 8 1993

CALL TO ORDER: By Dr. Schafer, Chairman, at 2:35. June minutes approved.
ATTENDANCE REVIEW: Mr. Luna's absence is his 3rd this term year (May-April) .
DIRECTOR'S REPORT: Monthly statistics: There was an increase in the number of
animals impounded, cats brought to the facility, animals euthanized, and
animals euthanized for Humane Society. There was a decrease in the number of
bite cases, bite investigations, animals redeemed by owners, and animals
adopted. The number of licenses issued is not accurate due to veterinary
clinic burglaries in which the bags containing money and the license receipts
were stolen. Rabies Update: As of 6/30 there have been 82 cases in this
region. More domestic animals were affected in 1993 than in 1992 . The ratio
of dogs to coyotes in 1993 is 38/31 compared to 18/30 at this time in 1992.
Horse drawn carriage: Mr. Braun got his permit. Mr. Claunch inspected his
horses on 7/2 and found them to be in very good condition, wearing good
street horseshoes. The carriage looks very good and has wheels similar to a
tire. Mr. Claunch will be checking the horses frequently. The man who has
a horse riding business at Mustang Island spoke at the City Council Meeting
and complained about not having the opportunity for an operation such as Mr.
Braun's. However, he did not meet the guidelines. i
DISCUSSION OF CARRIAGE OPERATORS OF NORTH AMERICA, RULES OF OPERATION:
Temperature calculation was discussed. The Ordinance Review Subcommittee
will compare these rules with those being used by Animal Control to determine
which is better. Members requested a copy of guidelines used by Animal
Control and information applicable to Mr. Braun, for future reference.
DISCUSSION OF NIGHT PENS: The public places 10-40 animals in the pens daily,
with the largest number on the weekends. The new night pens lack heating and
cooling, and have ventilation only from one side. The sides facing the
public are solid to prevent the public from cutting the wire and releasing
the animals. The budget does not allow for 24 hour a day staffing, so
animals are unattended from the evening until the next morning (there is food
and water in the pens) . Members determined that, in spite of its limitation,
this is a needed service to the public. They suggested that Animal Control
drill some holes in the solid sides to allow additional ventilation.
COMMITTEE REPORTS: Ordinance review subcommittee: The Subcommittee did not
meet this past month. A meeting is scheduled for July 14 at 7: 00 p.m. at Oso
Creek Animal Hospital, 7713 S. Staples. Vacation month: No meeting in
August. Mr. French requested that an incident, which is currently under
investigation, be discussed at the next meeting.
