Call to Order Dr.Watson,Chairman, 12:30pm 2. Approval_of_November 15!",200 Dr.Buckley amended the minutes under Staff Report to read,"He only works with wild-life". Mr.Reynolds made a motion to approve the minutes with an amendment,Ms.Rhyner 2nd the motion and all were in favor,motion passed. . Approval of Absences Dr.Buckley made a motion to approve the absences,Ms.Rhyner 2nd the motion and all were in favor,motion passed. . Zoonosis Report The Zoonosis Report of October was attached for viewing. Ms.Rhyner pointed out Euthanasia Surrender Forms article and where it showed that people are more cautious when the dogs have previously bitten and felt it would be good for the staff to look al. Dr.Watson also added it would be good to consider a veterinarian to sign the consent forms for Euthanasia. If the animal did come up positive then there would be information to find out who the animal is. Ms.Copeland replied that she was unsure if the form had been utilized but she would look into this. 5. Staff Report Ms.Rose introduced s.Kelli Copeland as the new Program Director for ACS.Ms.Copeland is from Montgomery County A.C.in which she served in many capacities. Ms.Rose added that Ms,Copeland will be a great asset to the City. Ms.Rose added that the email she sent to the committee announcing Ms.Copeland that ACS would be going back under the Health Department,the department is still under the Asst.City Manager until further notice.Ms.Copeland announced how excited she was to be a part of the Animal Care Services. Ms.Copeland added she was not use to an active Advisory Board as her previous one was not as active.Ms.Copeland added one of her goals is to encourage volunteedsm in the Sheller and this will be promoted publicly. The more people that we can get into the facility to assist us helping with the animals,getting involved in fund raisers the better off we will be. Ms,Copeland added there have been issues being understaffed and after going over the field staff schedules she felt there was no need for a midnight officer. The schedule will change for noon to 10pm and a 2 to 10 shift. This will help to have more officers out in the field during the day. Ms.Copeland announced that one of the Kennel Staff moved into ACO2 and with his experience the training time will be reduced. There is one more available and officer coming back from leave which will put us at full staff.Ms.Copeland felt that with this we should not have less then 4 staff on any given day. Animal Control Advisory Committee Meeting November 15'",2006 1 i Ms.Copeland added that with Kennel Staff there are 6 positions and one Sr.Kennel Staff;we are down by 2%positions. The Sr.Kennel Staff is now Priscilla Casas and a job offer has been made to fill her prior position. Ms.Copeland added that the employees are exceptional and would love to see them stay,but if they chose to leave for a better opportunity she would encourage and support them also. Ms.Copeland understands there have been issues,that is in the past and we are moving forward. Ms.Copeland added that Mr.Robert Smith was reassigned from Acting Field Supervisor to Health Educator and that our goal is to improve our image to the public.Ms.Copeland stressed the fact the PR is very important and she would be working with Mr.Smith. Children follow there parents so we will be going from Adult to Children in educating under the Pride and NIP Programs. Ms.Copeland added that in Corpus Christi there is a gang problem,this where you see drugs and dog fighting and these issued will be addressed in the schools and occasionally working in the Elementary Education. Ms.Copeland announced that the position for Field Supervisor would be posted and until the position is filled Mr.Luna will be Acting Supervisor. Ms.Copeland added we continue to have our weekly staff meetings which are going very well which helps with the morale overall. Ms. Copeland informed the committee that the JDT has been done for the Veterinarian for the clinic and have met with Ms.Rose to have the position filled as quickly as possible. Ms.Copeland also added that she had a veterinarian she worked with in Houston but was not able to relocate at this time. Ms.Copeland added that her goal was to contract out several vets instead of one then they are not overloaded. Ms.Copeland added that the area for the clinic is being cleared out and added additional tables to have things move quickly. Dr.Buckley added that his wife had made comment that it is visible there are more field staff out there. Dr.Buckley asked Ms.Rose about the situations regarding flashlights. Ms. Copeland replied that all officers have flashlights of their own. . New Business Dr.Watson announced that he would like the committee to discuss the December meeting;we could meet on the 14th or the 21 sr. The regularly scheduled would be the 21:r but that is close to Christmas and people leaving town. Ms.Massad asked that since we had a meeting in August where we don't normally if we could skip the December meeting. Dr.Watson added that would give the sub-committee more time and could report information in January. Ms.Massad made a motion to have no December meeting.Mr.Schroeder 20d the motion all were in favor,motion passed. Mr.Reynolds asked if Ms.Keyes could inform the committee of what has been done so far with the sub-committee. Ms.Keyes'informed that the committee had met and discussed individual information and decided the first item was to see where other A.C.Departments were placed under with the populations being 200 to 500 thousand.Ms.Keyes'added that half are under the Police Department the other under Health Department; smaller organizations that are on their own or Environmental. Ms.Copeland added that in Montgomery County they were under Health Department,then o the Constable Department and then they were on their own. The Montgomery Departrnent was reorganized and placed back under the Constable.Ms.Copeland felt whatever the City chooses;it will successfully work under any department Ms.Copeland worked closely with Ms.Debra Turner with the ASPCA,and that she hoped to work close with the organizations in town.Mr.Reynolds felt the Police Department had a lot of resources.Ms.Copeland replied that if you are under them or not those resources are always available, 7. Old Business No old Business . Public Comments Ms.Dunlap announced that the Nueces County A.C.had their meeting yesterday and pointed out rehab with the Texas Stale Aquarium are no longer taking just birds. Dr.Tristan has taken over the Raptor Department.Ms.Dunlap also added that their 800 number is available and can be dispatched 24 hours a day. There is a rehabilitator in Mathis that we use and they are transported there to be released. Ms.Dunlap also ded that we currently with the Spay/Neuter Program we are at 6 to 10k a month. .
