Call to Order: Dr.Watson,Chairman, 12:31pm 2. Approval of January 18th,2007 Minutes Ms. Copeland pointed out that she had amended the minutes to reflect a change in the date at the top of the page to read November 16t'. Dr. Watson added an amendment under the Zoonosis Report instead of reading, "it would be good to consider a veterinarian to sign the consent forms for Euthanasia", it should read"We should have consent forms like the veterinarians use if the animal has not bitten in the last 10 days." Ms. Rhyner made a motion to approve the minutes, Dr. Buckley 2^d the motion all were in favor. Motion passed. 3. Approval of Absences There were no absences for November, 4. Zoonosis Report No Zoonosis Report 5. Staff_Report Ms. Copeland informed the committee that she had created a new authorization form for Owner Surrender animals,the legal department still needs to review the form and it will also be translated into Spanish. The document will be available at our next meeting. Ms. Copeland announced that we are fully staffed in the field and are still down 1 %officers for the Kennels. Ms.Copeland also added that they were currently interviewing for the Field Supervisor and the next position that will be posted will be for the Health Education in which Ms. Roberta Bliss is taking care of at this time. Ms. Copeland announced a new program being developed called Corpus Christi Un-leased. The officers are going to the neighborhoods distributing flyers to educate the public with City Laws and how to be a responsible pet owner which includes follow up and issuing citations if needed or impound of animals. Ms. Copeland announced that the veterinarian for the clinic has been advertised but unsuccessful at this time; Ms. Copeland added there is a refired veterinarian but is not licensed in Texas. Ms. Copeland added that she is making contact with the local veterinarians in how they could assist with the clinic until we have a permanent vet. Animal Control Advisory Committee Meeting April 10,2007 1 Mr. Schroeder inquired when the officers are getting out of their vehicles is this on their down time. Ms.Copeland replied that 2 officers are assigned to the NIP area and each other officer is required to begin their day walking specific streets for the first hour of their day. Ms.Copeland also added that thru the media we are promoting Adopt a Kennel program;for$75 a year this will include a pallet for the kennel,a plaque for who sponsored that kennel. We want to see the animals off the cement;we are looking at citizens,businesses and the veterinarian organizations. Any left over monies would help to purchase any other needs for the pets. Mr. Luna added that from the employee view there were doubts to changes being made at ACS and now those doubts have changed. Mr.Luna added there have been many changes made by Ms. Copeland for the better. Mr. Luna also added how they have educated the public for their animals in the cold weather. We use are Channel 10 spots as a way to educate the public. Mr. Luna added that in the past we had issues in how we were represented by some of the media. Ms.Copeland and I have met with them and the issues were addressed and now willing to work along with us. Mr. Luna pointed out that schedule changes are also being made;these changes will provide more officers during the day. Mr. Luna added that there were activity calls coming in at 6- Elam and after 5pm when we do not have officers here during that time without increasing hours on the staff we change the scheduled time that way more officers are available during the given hours. Mr.Luna also added since we are fully staffed the officers are able to take time off. 6. New Business No New Business 7. Old Business Dr.Watson pointed out the item for discussion was for the update on the discussion of the shelter to be placed under another department. Dr. Buckley added that the sub-committee at this time has recommended to table the discussion unless it is a problem at a later time. Ms. Rhyner made a motion to accept the committee's report. Dr. Buckley 2^d the motion,all were in favor. Motion passed. 4. Public Comments Ms.Jones asked Ms.Copeland if there was anything in writing in reference to the"Adopt a Kennel". Ms.Copeland replied that at this time no, but I will be able to provide information for you next week. Ms. Copeland added that in the future we are hoping to have another kennel building. Mr. Luna added that there we are minus 18 kennels in comparison to our old facility.Mr. Luna also added that with the increase in staff it will show the increase of animals. Ms.Jones added that as Community Volunteers we have contacts that would be willing to help with the specific issue at hand. Ms.Jones also added that everyone is excited that Ms. Copeland is here and the positive things that are happening with Animal Care and the citizens. Ms. Cudd inquired how the spay/neuter clinic was coming along. Ms. Copeland replied that the clinic is going well but at this time we have not found a veterinarian at this time. Ms.Cudd asked if any of the local vet's have donated time. Ms.Copeland replied that is what she working currently. Ms. Cudd mentioned the humane society at pallets for beds in the kennels. Ms.Copeland replied that this is what we want to do with the"Adopt a Kennel". Ms.Cudd also asked if there was a 3 day hold period for an owner to claim a pet, Ms.Copeland replied yes. Mr. Luna added that although the animals do become property of the City after the third day; legally they can be euthanized however our policy we give them an extra day. Ms. Copeland added that this is the reason why we would like another kennel building. Ms. Cudd asked about adoptions and Ms.Copeland replied yes we do and we also have animals transferred to other facilities. Our goal is to have as many animals adopted and rescued. Mr. Luna added that our first building is named Transfer Hold,when we first moved here it helped us to hold animals longer. If other rescues came in that wanted to transfer but could not yet,we would be able to place them in that building, 8. Adiournment Mr. Schroeder made a motion to adjourn.
