1. Call to Order: Dr.Watson,Chairman, 12:3pm
2. Approval of Jnu 1 t,2007 Minutes
Mr. Reynolds made a motion to approve the minutes, Mr.Schroeder 2nd the motion all were in vor.Motion passed.
. Approval of Absences
Dr. Buckley made a motion to approve the absences for Sharon Massad, Paul Reynolds and Kendal Keyes, Mr. Schroeder 2"d the
motion all were in favor„Motion passed.
4. Zoonosls Report
Dr. Buckley noted there was an increase of testing in bats. Ms. Copeland added not to be alarmed with the increase,our procedure
has changed that when the bats are low enough to be reached contact or not it will be tested. Ms. Copeland added that we have
talked with Department of State Health Services and we are within 1. %. Mr. Reynolds inquired if the bats were euthanized for this
procedure and why? Ms. Copeland replied yes, other then quarantining an animal for observation is to euthanize and expose the
lower stem of the brain to ultra-violet light. . Ms. Copeland replied that when we receive these calls they are euthaniz we don't
lease them;testing the bat is the only way to find out the status of rabies. Mr. Reynolds added that if you get a call on a stray dog,
you don't euthanize it and test it. Ms. Copeland replied that bats are di ererut, you can have contact with it and the bat will cause
injury without the person;feeling it. Dr. Watson added that the dog will show signs during observation a bat will not if it is a carrier.
. Copeland added that even the ones they have called "dumb rabies", the dog may not do anything in 3-5 days if they are
contagious the rabies would kill them. Mr. Reynolds expressed his concern in the euthanizing of animals even such as bats and
opossums.
Mr. Reynolds pointed out that even though it doesn't affect us the margin in Webb County appears to be high. Is this normal? Ms.
Copeland replied that she was not aware if they are testing more or what there statistics are. Dr. Buckley also added they could be
migrating. Mso. Copeland pointed out that bats are great for Ecology; we keep the bat conservatory newsletters out for the citizens
to read and encourage people to use bat houses. When citizens o call in and the bat is low enough there is o reason for us not to
test it. Mr. Reynolds inquired if there was any way to observe a bat to find out if it is positive, Dr. Buckley replied no.

a fixed income,they will be put to a supervisor to see how we can help them get it taken care of. Mr.Schroeder offered his services
with the Pest Control he works for in these situations.
Mr. Schroeder asked to speak about an article he was interviewed by Mike Baird in the Caller Times. Mr. Schroeder explained
about a call to the call center about an opossum to be picked up.An older lady called to pick up an opossum that was under her bed
for two days and whoever she spoke with since it was in the house she would need a private entity. The citizen did not have the
resources and after a few days a relative called Mike Baird in regards to the matter. Mr. Schroeder said he was with Mr. Baird when
he was called and went with him to this home. Mr. Schroeder explained to the citizen why ACS could not go into picking it up. Mr.
Schroeder said he was able to capture the opossum himself for them. The relative called the Call Center after the opossum was
trapped to pick it up at approximately 12:30 when she was told it was too late in the day. The Call Center told her she would need
to call back tomorrow to take information.
. Public Comments
Ms. Lorenz asked why we needed the Call Center,what about a direct line to Animal Care.Ms.Copeland replied that it has been
set up as such and that there have been times where she has given out her work phone number and the front desk. Ms. Copeland
added that at this time we do not have the staff at the facility to take on all the calls.Ms. Lorenz asked what kind of bat is it that eats
mosquitoes. Ms.Copeland replied that all bats eat mosquitoes and we encourage people to put out bat houses. There are certain
things that bats can be useful,but when we do pick them up we will euthanize for testing. Ms. Lorenz was very thankful when ACS
came out and took a family of opossums from her Greenhouse.
Ms. Dunlap complimented Ms.Copeland on the great job she has been doing with ACS. Ms. Dunlap also added that NW
Emergency Clinic on Leopard is open 24 hours and it costs$50.00 to go as an Emergency Walk In to the Clinic. They have
veterinarians on a rotating basis for 7 days a week.
Mr. Lorenz asked if all the vets had a scanner for the chips. Ms. Massad replied that most of the vets do,although not every
scanner may read your micro-chip.
8. Adjournment
Mr. Reynolds made a motion to adjourn. Dr. Buckley 2^d the motion all were in favor. Motion passed at 9:14 p .
