The Minutes for October 25th, 2007
Members Present: Dr William Watson, Bill Schroeder,Paul Reynolds,Pam Rhyner,Kendal Keyes
and Sharon Massad

1. Call to Order: Dr.Watson,Chairman,12:30pm
2. Approval of September 20th,2007 inutes
Mr.Reynolds made a motion to approve the minutes for September 20`s,2007,Mr. Schroeder 2"d the
motion all were in favor, motion passed.
3. Approval of Absences for September 20th,2007
Ms.Massad inquired about one of her absences considered being unexcused.Mr.Reynolds replied that an
absence cannot be excused if the person is not in attendance at the next meeting.Mr.Reynolds added that
Ms.Copeland was going to ask legal council in reference to this matter. Ms.Rhyner asked if the absences
were in correlation with fiscal year or calendar. Ms.Taube added that everyone on the committee sends an
email or calls when they cannot be present for a meeting.
Ms.Copeland added that she had spoke with Ms.Hundley in reference to this.Ms.Rhyner wanted
verification that the time frame is for fiscal year.Ms.Copeland replied that it is for the term year for each
person. Ms.Rhyner also commented that one to have an excused absence is letting someone know and also
to be present at the next meeting for that absence to be excused.Ms.Copeland replied that Ms.Hundley the
absence can only be excused if they are at the meeting it is discussed.It needs to be discussed at the next
meeting or it will be considered unexcused.
A discussion was held as to whether or not Ms.Keyes was still wanted to be a member on the board.Ms.
Copeland replied that yes because she was reappointed.
Ms.Rhyner made a motion to approve the absence for Ms.Massad for September 20d`,2007.
4. Zoonosis Report
The Zoonosis Report was attached for viewing. Dr.Watson inquired about the Callalen cat that came up
rabid. Ms.Copeland replied that there is still one cat in quarantine. The rabies is bat rabies,it is not canine
or skunk which is good so there was no other exposure. Ms.Copeland added that we euthanized all of the

outside cats for the exception of the one being observed,which is being observed for 45 days.Ms.
Copeland felt that this animal will be fine. Ms.Copeland added that the rest of them were trapped;we tried
to determine if they had been vaccinated. The resident took very good care of the cats;she agreed testing
was the best way. The animals were euthanized and test results came back negative.
Mr.Schroeder inquired of whom the victim was that was scratched.Ms.Copeland replied that it was her
husband;he took the vaccinations and has been fine. Mr.Reynolds asked how this was brought to our
attention,was it because he was bit.Ms.Copeland replied yes. Ms.Guess was convinced that the cat was
rabid;she had been around cats all of her life and had never seen a cat act like this. The husband went
outside and from nowhere went after him,the husband shot the cat,and they took the animal to Dr.Pigott
and were told to call Animal Control. Ms.Copeland replied that this was the first time she had seen a
domestic animal rabid.
5. Staff Report
Ms.Copeland passed out information on the new adoption fees.On one side was original prices and the
right is proposed fees for Mr.Noe to signature. In the original item it was higher,but we want to be user
friendly so it was a decision to lower the cost of adoptions. The prices are very competitive,they will
include the city license,vaccinations,alteration of animal and the adoption fee.
Ms.Becki Jones is involved RSVP a Sr.Volunteer Program and they will be coming in to assist in
interviewing the prospective adopter's. We will be verifying proof that an owner is allowed to have
animals in apartments. Mr.Schroeder asked if this will also be for homeowners or if leasing will be
following up on. Ms.Copeland replied probably not for homeowners;Ms.Copeland felt that we were not
allowed to do this. Ms.Rhyner added that legal would tell you not to call the landlord for verification.Mr.
Schroeder added that the citizen could show proof of a pet deposit being done.
Dr.Watson asked if an animal will be tested for heartworms before adopted out.Ms.Copeland replied in
the future we will be doing that which would be an increase in prices. The heartworm and bordatella has
been discussed with Dr.House.
Ms.Copeland added that we do not want to elin-dnate people if we can avoid it;it is a matter of educating
the public. To talk to the landlord and pay the pet deposit to be legal. Mr. Schroeder added that they may
have a size restriction in apartments.Dr.Watson added that most apartments don't go over 25 lbs. Ms.
Copeland replied that in her last place of work they were allowed to contact the complexes to find there
policies on such matters. Mr. Schroeder added that you could contact the Apartment Association and they
could create a list for you. Ms.Copeland reiterated that an animal will go out vaccinated and altered from
the facility.
Ms.Copeland pointed out that we do have parvo and distemper here at the facility. Ms.Copeland felt the
reason was the euthanizing of the animals,few went home.We are putting animals in quarantine period
before going into the adoption area.There is a massive cleaning of the facility now. The puppies are being
euthanized,the adult dogs we are going to see if there are immuriities there to keep as much as possible.
Mr.Reynolds asked if we knew where it come fron-L Ms.Copeland replied that it was already here,the
cement is not sealed. The facility is cleaned on a daily basis.If you are pouring bleach on the concrete to
clean it does not have time to sit long enough to sterilize properly. Mr.Reynolds asked if a dog is treatable
once it has parvo.Dr.Watson replied it can be treated,Ms.Copeland added that it is hard to treat and
expensive for a puppy once it breaks. The animals in question were all together,and puppies are at a
higher risk for this. Ms.Copeland added that we want to continue to adopt puppies,but may have them
minimally. Ms.Copeland and Dr. Watson pointed out that when the p is in the ground it can be there
for up to 6-8 months. If not treated properly it will be there because of the quality of the cement.
The cleaning is of the entire kennel including the walls. Ms.Copeland added that with the requirement of
wearing vests for CSR and locking up the kennels we probably lost up to 40-50 a day. Ms. Copeland added
that the Community Service use to give tours,at this time there were some customers stating that they were
told they could give the person$20.00 and they could have the animal.

Mr.Reynolds asked how you can tell when the parvo is gone.Ms.Copeland replied when the animals stop
getting sick,also you can test for it but we will be vaccinating for parvo-distemper. Ms.Copeland asked
Dr.Watson if it was always 2 shots a year or just puppies for that. Dr.Watson replied that 2 is a minimuni,
once a year after that,it also depends on the vaccine. Ms.Copeland added that we are putting foot baths in
the kennels to help keep disease at bay. Ms.Copeland added that I part per million to water,this will kill
anything as directed from TDH. Ms.Copeland added that for a short time we will be adopting out only
adult dogs.
Ms.Copeland went over the hand out for quarterly numbers for the facility. Mr.Reynolds inquired if there
was a way to get monthly numbers. Ms.Copeland replied that she wants to set it up to where you can set
up the quarterly side by side.
Clinic Opening
Ms. Copeland pointed out that in the fast 2 weeks of the Clinic we vaccinated 95 animals and altered 40.
We will be having reminder cards for appointments. At this time we are scheduling around 8-10 a day until
we have a second technician hired.We will be ordering reminder cards for their appointments to mail out.
Ms.Copeland informed the committee that the Management Asst.position had been filled by Roberta
Obrega; she transferred from another department within in the City. The position had been on hold with
getting ready for the Clinic to open. Ms.Obrega called and said she was still interested;the promotion she
went into felt it was not a good fit after all.Ms.Obrega added that she excited to be at ACS.
Mr.Reynolds commented about a State Employee Charitable Campaign.For every year have organizations
throughout the City that you can donate to,GCS and Pee ee's are in there. Mr.Reynolds noticed that
the City was not in there,but would find out who the City would need to contact to be on the list. Ms.
yner added that she was not sure if City Entities can go into it due to rules of being based on 501 C. Also
if you don't meet the 25%administrative overhead you don't get into the position.
Ms.Copeland reminded the committee of our Adopt a Kennel pro m.It appeared we were not having
much success with this until one of our employees;Lamont Baggling received one in his daughters name
and his own. Mayor Garrett saw these when he was here for the Clinic Opening and did one himself.
outhside and Santa Fe Animal Hospitals have purchased one.We have also received a donation in the
memory of Dr.Pigott. Citizens see these plaques and want to be a part of it. Ms.Copeland added that once
all the beds are bought for the kennels,we can direct these monies to medicines for the clinic.
6. New Business
Ms. Copeland presented to Ms.Rhyner certificate for completion of the Open Meetings tape.
7. Old Business
No Old Business. Ms.Copeland added there is one issue of taking a vote on making City Secretary for
designated person to handle the open records. There was a vote taken but did not end up in the minutes.
We will look for this,if needed we will re-vote on it.
. Public Comments
Ms.Hankins from Parks and Recreation with the City;Animal Control will be participating in a program
on October 21' 12-5. There will Clear Channel advertising for us,Nueces Veterinary will be perforniing
micro-chipping.There will be many things for all ages to participate in. Ms.Hankins brought in oxygen
masks for animals of different sizes. This program will be at no charge to come and participate in.
9. Adlournent
Mr.Reynolds made a motion to adjourn,Dr.Buckley 2nd the motion and all were in favor,motion passed. 1:30p. .
