Members Present: Dr William Watson„ Bill Schroeder, Dr. John Buckley, Pam Rhyner, Kendal Keyes and
Sharon Massad

1. Call to order: Dr,Walson,Chairman,12:35pm
. Approval of October 1 Bib,2007 Minutes
Dr.Buckley made a motion approve the minutes with the following amendment,Ms.Massad 2nd the motion all in favor
motion passed.
It reads as Mr.Reynolds made a motion to adjourn,Dr.Buckley 2nd the motion and all in favor,motion passed.It
should read;Ms.Rhyner made a motion to adjourn,Ms.Massad 2nd the motion all in favor motion passed„
. Approval of Absences for October 18th,2007
Ms.Rhyner made a motion to approve Ms.Keyes and Dr, uckley's absence,„Ms, Massad 2nd the motion,all in favor
motion passed.
. Zoonosis Report
The Zoonosis Report was attached for viewing. Dr. Buckley pointed out that there was a bat picked up on
the Del Mar College Campus that was positive.Ms.Copeland added that there was no human contact there
was only contact with a cat.There was concern because of how lbw the,bat was. Ms. Copeland also added
that it's better to have a bat then a skunk or canine;with those species it is more likely to have a path.
Ms.Copeland informed the commiftee committee about the Callalen cat situation.There was one that was quarantined
which will be released soon and the rest were euthanized.

Introduction of Manggement Assistant
Ms.Copeland introduced Roberta Ortiz,Sr. Management Assistant. Ms.Ortiz was transferred over from
another department within the City.

Ms. Copeland apologized to the committee that she had intended the Rules for the Committee to be in this
months meeting;that it will be ready for the next meeting.
Ms.Copeland announced that Mr. Luna has accepted a new position with the Police Department as their
Safety Coordination Officer and at this time Ms. Priscilla Casas is Acting Kennel Master until one is
selected.
Ms. Copeland went over the hand out for the Monthly Numbers for the Shelter. Dr.Watson asked if the
citizens will have the shots or being altered done at the facility. Ms. Copeland replied that legal advised the
citizen still has the right to go to their own veterinarian of choice.
Spay/Neuter Clinic
Ms. Copeland announced that Ms. Mary Meyers Guzman was selected as a Veterinarian Technician.
Ms.Copeland pointed out that the Shot Clinic on Mondays has been a great success. The hours are from 2
—5 and it is non-stop. The citizens are arriving early to get in line;they have been patient in the process.
Ms.Copeland also added that the Spay/Neutered has increased;we are currently doing 12 a day. Ms.
Copeland added that at this time she does not want to overload the clinic,they are able to assist with
animals that come in injured.
Dr. Buckley asked what happens if an animal comes in that is a"show dog"that is required to be altered.
Ms. Copeland replied that there is an exception in the ordinance and needs verification of being shown in
the last year.This would apply only to the 15'and 2rd impoundment. Ms. Rhyner inquired if there was a
breakdown of cats and dogs on how many were altered. Ms. Copeland replied that it has been an even
split,there are some days where there are more dogs then cats. Ms. Copeland also pointed out that there
are more spays coming in then ones for neutered.
Ms.Copeland advised the committee at this time we are having a problem with fleas and ticks,primarily
ticks. We are using the chemical Tengard. Ms. Copeland added that she has contacted Texas ABM,a
doctor of Etymology Department who is working with us on coming up with a combination of chemicals to
rotate with the spraying. Ms.Copeland also added that there's a dip tank however the City does not allow
us to use it because of chemicals go into the waste water. Ms. Copeland we will be asking the City if we
can tear it down and use another procedure so the animals can be dipped without it interfering in the water
system.
Ms.Copeland informed the committee that the Parvo is under control;since we do hold the animals longer
with our new adoption processes felt this was part of the reason it happened. Dr. Buckley asked what was
used. Ms.Copeland explained the process of the quarantine of animals to be adopted. Ms.Copeland
added that when a set of animals go out from quarantine,we will let it sit for a few days before putting more
in. Dr. Buckley asked about sealing the cement. Ms.Copeland replied that the cinder block is painted with
an epoxy,the cement is not. Ms. Massad inquired of the possibility of having your own waste water system.
Ms.Copeland replied it would be to expensive,overall it would not be cost effective.
Ms. Keyes'pointed out that the last time she was in the facility she was reading our"Wish List"and had
noticed there was no bandana's on it. Ms. Keyes'felt that when the animals have bandanas on they tend to
get adopted more. Dr. Buckley also asked if the facility were accepting old pill bottles. Ms.Copeland
replied yes for the clinic. Ms.Copeland added that the customers are excited about when they adopt the
pet comes out with shots and altered.

Ms. Keyes said she had a friend when on her way to work came across a pack of dogs fighting and coming
towards her. The friend called the non-emergency police number,they told her to call Animal Control,but
didn't have anything to write with and felt frustrated about the whole thing. Ms. Copeland replied that we are
working on partnership agreements with the Call Center and the Police Department. When the Police
Department gets calls on aggressive animals usually notify us right away,not sure what happened because
of not knowing whom she was talking to.Ms. Copeland added that we are working on these processes.

Ms. Copeland informed the committee starting next month there will be a report attached with the agenda.
Dr.Watson informed the committee that due to the Christmas Holiday felt it was best to have the meeting on
December 13t'.
8. Public Comments
Ms.Windland talked about a neighbor's dog that was picked up and in the process a note was left on her
door because they thought it was mine because it was on my porch. I came up to the facility to clear things
up but at the same time my son was horrified to know that the dog could be put down. Ms.Windland stated
that she was trying to find someone that would adopt since she already had her own animals. Ms.Windland
was astonished when she came to the facility to see the animals at the amount of dogs that are euthanized,
people not being responsible pet owners.Ms.Windland asked many quarantine areas are there? Ms.
Copeland replied not many;there are 118 kennels,they are broken down due to size,sex, Bite Case,
Administrative Held and Adoption. Ms.Copeland added that the quarantine procedure for adoptions is new.
Ms.Windland inquired if a dog is not claimed after 3 days by its owner what is available. Ms. Copeland
replied that any of them are adoptable. Ms.Windland also stated it was great to see the dogs off of the
cement with the beds and asked if this was promoted. Ms.Copeland replied yes but it didn't take off at first,
one of our employees did the first one. At the opening of our SIN Clinic people saw the plaque and wanted
to do this too. There is one placed in the memory of Dr. Marvin Pigott. Pepsi has donated what is being
used for beds;there is a big process in the cleaning of them.Ms. Massad pointed out that there are some
cats that are too wild for the adoption program.
