4. Comm ittee Reports
Zoonosis Report
The Zoonosis Report was attached for viewing. Dr. Buckley informed the committee the report was
mainly in reference to bats except for one cow that was positive in June and that was in another
county. Ms. Copeland added that it probably got a hold of a rabid skunk. Mr. Schroeder
commented on how many skunks are in Corpus and we don't get any rabid skunks. Then you also
have the dead ones that get picked up. Ms. Copeland replied that when we do pick up the ones that
are trapped, we euthanize and get them tested; we have not found that we have had a problem
with them and this is surprising since some of our neighbors having these issues.
Ms. Beynon asked how many do you think you have done this past year. Ms. Copeland replied in
reference to skunks she didn't know. When I came to ACS they didn't do skunks unless someone
pushed the issue. They should be doing every 3rd or 4th one that comes thru, your euthanizing it we
may as well test it. Mr. Schroeder asked how many skunks we get thru in a year. Ms. Copeland
replied that it depends on the time of year, sometimes you won't see a skunk all month and then
sometimes you will get 2 or 3 all at once. People trap them, it's not there chasing people they get
under peoples decks or their house then they have the problem. Ms Beynon asked when the

DSHS does the rabies determination do they determine what type of rabies it is. Ms. Copeland
replied that when they contact us back they let us know. When they contacted us in reference to
the cat with rabies in Callalen they let us know it was from a bat. We went out and trapped all the
cats in the area and spot tested them which came out negative. We were convinced it was an
isolated incident, a bat fell the cat got it and before anything happened we were able to get our
hands on it. Mr. Schroeder asked how many rabies strains are there. Dr. Watson replied that you
have bat and raccoons,the raccoons you see more on the east coast.
Ms. Copeland informed the committee that we will be having ACO training in May. Ms. Beynon
pointed out that there is one March in Harlingen. Ms. Copeland added that we are sending 2 people
to that one but we are having our own in May. Also in February we will be having a Euthanasia
Training. Mr. Schroeder asked when the class would be in May. Ms. Copeland replied that the
date is Feb. 20m-2151 or the 22nd--23rd.
Shelter Report
Ms. Copeland pointed out the reports given to you are the yearly and the monthly reports. In 2008
we had 29,272 calls for service; we didn't quite hit the 30k I had expected. This is a 39%over 2007
which that total was 20,945. The total animal intake for 2008 were 7,861 and that is a decrease in
2007 there was 9,660. The numbers for impound was down which is a good thing, we do have a
certain amount of kennels and it makes it easier if we're not bringing in so many animals. Of the
total amount we euthanized 6,098 of them which is 66% of our yearly intake. In 2007 we
euthanized 78% of our yearly intake so we are down on euthanasia, not just the number of the
intake brought in but we didn't euthanize as many. Ms. Beynon asked what the euthanasia rate last
year. Ms. Copeland replied that it was 7,573. Ms. Copeland also added that are adoptions were
down by 1 %, in 2007 it was 809 and 2008 was 635. In 2007 the percentage was 8% and in 2008
was 7%. Ms. Copeland felt that this is because we are being careful about the animals that go out.
The difference between when I first got here animals went out and they were not healthy. They are
healthy ones now so they are not coming back returned which means satisfied customers. There
are consistent homes for the animals.
Ms. Copeland also informed that the bite cases decreased from 797 in 2007 to 757; this is not a big
decrease but did want to point it out. Ms. Copeland felt this has to do with the education to the
public. Mr. Noble advised me that the schools are really responding to his contacts with him and
they are asking for education programs as well. Ms. Beynon asked what heading the bite cases
were on. Mr. Schroeder pointed out that it was on the next page. Mr. Schroeder asked about under
euthanasia what the difference between other and others is. Ms. Copeland replied that when she
first came they had all kind of information in the report; everything was broken up strangely and still
couldn't figure out why. I have been eliminating some of the categories as I'm going along. The
ones that I have not eliminated they will show it; if I were to eliminate it all at once everyone will ask
what are they suppose to do with this. Ms. Copeland added that she is trying to do it slowly and
sometimes they will still show up.
Dr. Buckley asked about the wild life rehab. Ms. Copeland replied that we are taking the animals
out to the Aquarium or Dr. Tristan or to you. Dr. Watson asked about the amount of people who
are finding their own pets are they the same about. Ms. Copeland replied that she did not run that
but will get that taken care of. Ms. Beynon asked about the trap alter release and the trap alter

release euthanized. Ms. Copeland replied that this is a new item and will be covering that soon.
The percentage for bite case was down 5%.
The altered animals for 2007 was from 3 months to document which amounted to 372 spayed and
neutered; for 2008 it is 1,389. Ms. Copeland added that she was going to try and figure out we
have vaccinated since we started but at this time we don't have a report for that. I would need to
figure that out for the amount of dollars but I'm going to have Mr. Noble write a report and will let
you know about that status. Dr. Buckley asked what was the 2 for altered that fell under other. Ms.
Copeland replied that she wasn't sure. GIs Persons mentioned if it was the rabbits. Ms. Copeland
replied yes.
Ms. Copeland added that the trap alter release program began Nov. 24th, 2008 and we are
conducting it now at Baker and Greengrove. We are about to end this area and move on to the
next. We are staying within a confined space so we can monitor what happens. What we have
done we have trapped 33 cats out of the 2 areas and we returned 22 back to their colony, 11 were
euthanized for feline leukemia and or AIDS. The people that are participating in this are always
happy that we are euthanizing the ones that are sick.With educating them it helps,we don't want to
return the sick animals out there. Some people contend that once you alter them they don't fight so
much, there's no breeding so there's no transmission but felt it was not worth the chance. Ms.
Persons asked if there is a vaccination for all those diseases. Ms. Copeland replied that there is.
Dr. Watson said there is one for the leukemia but it is very good but expensive. Ms. Beynon asked
if we were routinely vaccinating for those things. Ms. Copeland replied no, all we are doing for the
TAR is the rabies. Dr. Watson added that one time a company backed out because it fell out
because it dropped below 60%. Most of the veterinarians don't recommend vaccinating unless you
have a select population like show cats. It takes a 3 shot series.
Clinic Report
Ms. Copeland pointed out to the committee there was 101 surgeries for December.
5. Unfinished Business
Discussion on the election of officers for new term
A discussion was held in reference to the election of officers for the new term. Dr. Buckley pointed
out to the committee he was stepping down as Vice-Chair. The nominations were made and Dr.
Watson was re-appointed Chair. Mr. Schroeder was elected as the new Vice-Chair.
