1. Call to Order Dr.Watson,Chairman
Dr.Watson called the meeting to order at 12:

Dr.Buckley wanted to clarify the sentence where it states that'Dr.Buckley replied that it could be a problem because they are
hunters which are a potential health problem.' The statement should read'Dr.Buckley replied that it could be a problem because
of the Hanta Virus which can be a potential health problem.'
Mr.Schroeder made a motion to approve the minutes for August mm Dr.Buckley 2"d the motion all in favor motion passed.
Zoonosis Repprt
The Zoonosis Report was attached for viewing. Dr.Buckley pointed out that a lot of skunks being picked up.Dr.Buckley asked if
rabies from a skunk was different from other species. Dr.Watson replied that main problem Is that they are systematic. Dr.Buckley
added that the species for rehabilitation not allowed to rehab,cannot rehab raccoons unless under extraordinary circumstances,
You cannot take in wolves and skunks are not on the list and they are potentially dangerous.Yet the rehabber can take in bats.
Dr.Buckley informed the committee of an item he had seen on TV about a gentlemen working in his yard and got attacked by a bat.
He was able to knock It down and tried to put into a bucket although not sure what kind of bat it was. Ms.Copeland asked if it was
here. Dr,Buckley replied yes;that the bat attacked and took off,the citizen said it had bit him. Ms.Copeland replied that even if he
wasn't sure it had bit him you have to go thru that he did have contact with it;she will make contact with the officer if we got anything
on this. Ms.Copeland asked what station this was on. Dr.Buckley said either 3 or 6;Ms.Beynon added that she had heard it on
channel 3, Mr.Schroeder asked if it was just dismissed. Dr.Buckley replied that wasn't'sure.Whether the person was wearing
gloves and it didn't get him thru the gloves could be one thing.If the bat was caught it would have ended up over here.Mr.
Schroeder asked if it was bigger than a Mexican Free tail. Dr.Buckley said it appeared to be so it wasn't a golden bat because so
those are usually small. The bat was lighter brown in color and the wing span was large.It could have possibly been a fruit bat.Ms.
Copeland asked if we had fruit bats here. Mr.Schroeder replied that they get a lot of calls for those. Dr.Buckley pointed out that
the fruit bats are controlled under the Lacy Act.Dr.Merlin Tuttle started Bat Conservation International about 25 years ago.This
came out because of the observation that the bat on the news seemed to be larger than the normal ones we get here in the US.

4. Committee Reports
Zoonosis Rego
The Zoonosis Report was attached for viewing. Dr.Buckley pointed out the report was primarily bats.
Shefter Rpport.
Ms.Copeland informed the committee that we have acquired a FEMA trailer 18 It long which has an office in it.It is a traller to haul
things in but the front of it has been refurbished to have an office in it. Mr.Noble acquired this for us thru his connections with the
fire department. Ms.Copeland invited the committee to go take a look at it after the meeting. Ms.Flores Is the battalion chief and
she's the one who got us In e door and is also helping us with hooks and medium and large size We will be able to store
supplies for preparedness but would keep food elsewhere until. We try to keep enough on hand for this. We want to put a design
on the side of the trailer.It did say the fire department and used for demonstrations. One idea was charging people who would
want a painting of their pet on the side of the truck. There are things that need to be n inside the office area. Mr.
Schroeder added that you could have it done how you have pictures scanned digitally and put on a sign which would more cost
efficient.Mr.Schmeder added that he would check with his sign company he uses to see what he says. Then you could present the
photo and you get so many for a panel,You could sell so many panels;you would get the picture rather than a painting. Dr.Buckley
asked how tong they would last. Mr.Schroeder asked up to 5 years. Ms.Copeland reminded the committee about Petsmart did
extend the grant for the TAR program. Ms.Beynon asked for how long. Ms.Copeland replied for another year s.Beynon
that Petco,has a program also and will get you Information on that;the amount is$3,ODO,00 or$2,500,00
.Copeland pointed out to the committee the State came and did their inspection for our quarantine and passed In sole of the
A/C is still a problem and has n a problem for 3 years.Our building maintenance struggles with it all the tlrne. The City has paid
the original architect to come in and take a look at our air conditioning and handlers and will make a recommendation.We are
hoping t they will get them working property and switch out the air conditioner in the bite case room and put an air handier in
there as well. That should be enough to keep it cool and should be able to keep the odor and disease down..When I arrived here
we had puddles on the floor and we got the crates to get the dogs up out of the water.It still needs to be handled. Other than that
we passed flying colors. Ms.Martinez Inquired what the missed memo was.Ms.Copeland replied that what will happen the officers
Will come in and create a kennel card for an animal or ID.They will put the animal In the kennel;they might forget they did and will
recreate a new one, There are occasions where animals have gotten stolen and at that point we call D to file a report.That is
documented in the memo,I didn't look into these items but no one advised that we had any thefts which an it was probably
double creations.The TAR is the trap alter release program. Dr.Buckley asked about the air handling;is this recirculation system.
Ms.Copeland replied that in the bite case quarantine there is an air conditioning unit.In the other kennels it is a re-circulating
system where they do the positive and negative pressure.It is suppose to eliminate odor and to keep the air moving.The state
requires a certain ratio,these have never worked right.In fad one of the discussions that came up when he was here was the fact
that they really only work when the heat is on. In the summer there is no movement and that is not good. Ms.Beynon asked what
kind of schedule is the inspection done one,yearly or what. Ms.Copeland replied that the State comes and inspects the quarantine
kennels every year.Also a year there Is a vet that will do the facility inspection. The City doesn't give us any problems they
are are that we are ing on it. When I first arrived to ACS the animals were just standing in the water.We have the platforms
now and we utilize for 4;there are days that are rse than others. Dr.Buckley asked if anyone has looked into a possibility of
putting in a UV sterilizer in the handling system. Ms.Copeland replied that she had not heard of that. Dr.Buckley replied that it is
basically an ultra violet fluorescent tubes and it sterilizes anything going thru the air handling equipment.It goes into the duct
system;it helps with prospective disease control. Ms.Copeland feels the goal is to get them out of there;they have not been able
to figure out why we have had the problems,it has been a problem since the day it was put in and I believe that they are thinking the
simplest thing is to get it out and put in the air handler. Ms.Copeland added that we were supposed to have PD here to talk the
selling or giving away of dogs from the side of the road and parking lots. When Ms.Taube did the agenda and gave it to me for
review and I signed off and didn't realize it wasn't under the unfinished business. I called to cancel and hadn't rescheduled. Mr.
Schauer spoke up that he was here on behalf of PD. Ms.Copeland replied that she had spoken with CMDR Garcia and apologized.
Mr.Schauer added that it wasn't a problem we will know to be here for next month.

M&Copeland informed the committee that there were 98 surgeries for the month of August.
5. Unfinished Business
Discussion on increase on fees
Ms.Copeland informed the committee about the meeting with the vets and the charge on the fee that will affect them which will be
the charge for dead animal pick up for commercial businesses. We will be asking City Council to approve the fee of$10.04 for

Dr.Watson added that the average time at my clinic is around 15 minutes.Ms.Martinez asked if you could do it by time and how
long it takes. Ms.Copeland added that then you would end up with discrepancies n the vet's offices and how long they were
there. Dr.Buckley also that if they have an employee helping the officer load up the truck increases the difference in time
and would increase the fee. Mr. Schroeder also added that if you're only al!owed maxiu animals per trip. Dr.Watson added
that he usually has about 1 -1 . 1 try to make sure that one of the staff is assisting. If they are coming out of the freezer they are
easier to handle also. Mr.Schroeder asked being a vet what you would consider a reasonable load. Dr.Watson replied 12-15.Ms.
Copeland added that there are some vets that will Just have 1 or 2 which Id be a month. Dr.Buckley added that if you have
bulk pick up of 15 animals then you could pay the bulk rate.If you have over that then you would add the additional amount per
animals.Dr.Buckley reiterated that If 15 is a reasonable average pick up for a large number of animals then after that for every
charge the$10.00. Dr.Buckley added that if the Yet does have 17 animals and the bulk rate is 15 you have 2 left in the freezer
don't'worry about the last 2 and build up again then you 't pay the extra amount;which would be your choice.Mr.Schroeder
asked what you would consider a reasonable fee if you t by bulk. Dr.Watson replied$25.00 which would probably be once a
week or every 10 days. Mr.Schroeder asked that if after the bulk rate if you had additional rate you would do that. Dr.Watson
replied that if they came every 10 days f 't think that you would have many hospitals that would go over.Dr.Buckley commented
at if we are looking at the$10.00 for every 3 animals beyond the bulk pick up let's say for someone like Oso Creek which the
large volume if they had 30 animals they would Just get charged double the bulk rate rather than pay the 3 animals for each after the
bulk rate. Dr.Watson adds that they could find out how often the vet wants pick u . At Oso Creek they may want it once a week or
like myself I might say twice a month. This would make it easier coming out to the area to pick up at each vet office.
Ms.Beynon asked ifi we knew what you are picking up at the vet now since you are already going out. Ms.Copeland replied that
Ms.Taube would have a better idea than I do since I don't deal with that on a daily basis. DL Buckley added that it would make it
easier scheduling to go out for pick up out to the Bluff and then the island then you could schedule the pick-ups for one day out
there. Ms.Copeland added that we start closest to the facility and make a circle and come back closest to the landfill or here
depending on;they try to triage the calls in whether or not they have to `c up animals here early and go to the landfill at the end of
the day. Or if need to be at the end and then the landfill. It is never a perfect circle use they are all over the piece. If it was
scheduled it would probably be better. The issue with that is going to be the time fWGr and o `t the vets to come up with a
schedule and maintaining the schedule. Mr.Schroeder added that being in the hurricane area in the event that we have one hits;if
er goes out then what happens with those in the freezer. Ms.Copeland replied that you have to remember the problem is if
there is a hurricane we will be tied up doing everything here. There may be a lot of issues fat r.Watson added that they will
stay for 3-4 days. Ms.Copeland added that I'm sure we would have someone get out there If something was hit we would have
dead animals around;I'm not a difficult person to deal with and if we had a hurricane we woul get the animals and bring them
back here use we need to dispose of them. Dr.Buckley also added that doesn't Include what is on the streets. Ms.Taube
wanted to point out that she is not always on dispatch but if I take a call for Rverside Clinic for pick up I will call the other vets in that
area if they have pick up too. Ms.Copeland added that Ms.Taube has been here for a long time and not everyone has;Ms.Taube
will do this as an option that could improve this officer's day but not everyone may think of that.
Ms.Copeland pointed out the next item for fees'is on the adoption. We have the lowest fees around;we lose money on our
adoptions,Our animals go out with rabies,parvo-dislemper,altered,micro-chipped,and have had a heart worm test or feline
distemper on the cats.The registraUon tag is also iven which is an extremely good deal.These fees have been in place for a while;
I have added on things that we do for the adoptable animals,I feel that they should be alter ed,micro-chipped micro-chipped and the vaccinations
when they go out. You know how they were With the old adoptable procedures. I cannot run to City Council every time I want to
raise fee. With this being said the fees that I am gang to propose for cats are 56.00 and 40.00 for cats,$60.00 and
for dogs.Ms.Martinez added that the animals that were transported from here the Boston's'that they were one of the healthiest
animals that they had seen. Dr.Watson added that the fees'are about half of what other people have. Ms.Copeland added that
Ms.Rose and I talked about this and didn't feel we would be able to get City Council to approve us making that big of a Jump.If we
bring it up this much now then we can make another increase next year. We really don't want to discourage the adoptions and if we
Jump to high in rate the City Council even if they passed it the citizens may not want to adopt.
Mr.Schroeder asked if when you present it you could make it on a contingency on so much of a percentage for the following years
so you wouln'I have to go back each year, M&Hundley asked what this was in reference to.Ms.Copeland replied adoption fees.
Ms.Hundley asked for it to increase each year,DL Watson commented how inexpensive it i ,Ms.Copeland reiterated that he is
talking about the increase of the fees and with raising it too high.Mr.Schroeder is asking that when we present the fee that in the
next year if we can increase it again at a certain percentage rate. Ms.Hundley replied that what you could do is have the fees in
effect for November 1st,2OD9 and the next year November 19,2010. Generally fee schedules are done annually and not tied to
percentage increases but you could do it if you laid it out and council approved it that way at least it would get you thru to a certain
int. Mr.Schroeder reiterated the fact about doing it every year and maybe a cut-off point of 2012. Dr.Watson added that with the
City Council right now you might now want to tie myself into a rate increase that may come back to not like next year. You can
always present to council how much it costs the vet to do these things so we are proposing the increase because of these reasons
and don't feel they would have a problem with that,Ms.Beynon added that if you have your justification when you present the cost
for all the items listed which is required and the reasons why,It's costing us this amount then that are what need to be charged.Ms.
Martinez added that she could provide a comparison list for the area. Ms.Copeland replied that she had already done is;know
what is charged and with the new fees we will be baking even. Atthispoinitholumponthefeesissomuchforustotrytoany

higher at this point that City Council will choke on it. Also o than that the customers won't want to adopt. Ms.Beynon added
that you need to justify it the fee that you are asking for. A lot of the citizens don't realize what veterinary costs are and how
Inexpensive In these area in comparison to others in Texas. Ms.Martinez agreed with the costs here in comparison to others, Ms.
Copeland added that unless you insist at this time am more comfortable with the fees listed then going any higher.Dr.Watson
added that with this proposal and breaking even can be happy with that.
Ms.Beynon asked about the ra !es vaccination where it says 3 year. Ms.Copeland replied that there will probably be some
discussion on this;at this point this is what we taking to City Council. The rabies and the city registrafions are going to be tied
together. It has been a while since about -5 years since the state has recognized the 3 year vaccine. A lot of cities and counties
didn't incorporate that into their ordinames because they were afraid of the lash back they would get from the veterinarian
community. However many did and some are and those that didn't starting to catch up now. I believe at this time we should start to
offer both the 1 and 3 year vaccine here at the shelter and recognize a registration tag to go in line with that. I believe eventually
that will be able to phase and out and just have a 3 year.When we did this in Montgomery County we did it immediately wh the
law passed.For the first 1 %:there were some that wanted to stay with the 1 year vaccine, Their vet encouraged them to do ;but
by the time I left there wasn't anyone that wanted it. I feel eventually it will lade. Ms. Beynon replied that she felt it wouldn't
because with the young pets when they first get vaccinated under state law it's only good for the first year Then the following year
they get the 3 year vaccine. Ms.Martinez also reminded of the ordinance ange when I was with the committee before which was
an argument fa with the vets. Ms.Copeland added that along with the rabies vaccine a i and 3 year that we should do the city
registration the same. Dr.Watson added that there is one for the cat vaccine which is a one year specifically for cats,The cat
people wouldn't want the 3 year vaccine or at least have the option.
Ms.Beynon asked about the new registration fees is the City still going to sponsor and work the vets during pet week where
everything is%prices. Ms.Copeland replied yes and don't believe we need to address it because it's in the ordinance is it not. Ms,
Hundley added that it is in the ordinance.Ms.Beynon pointed out that she has always had a 3 year vaccine but the law says every
year. That vaccine costs me the sae as a one year so locking at the proposed fee I have a problem with the fee with the 3 year
being proposed at$25.00. 1 feel that you are going to be encouraging people to do a 1 year vaccine by the cost of the 3 yeas Ms.
Copeland replied that there is a reason for this,we offer the 1 year so it will make it easier for the people to come and get there
animals alteredwith us. We don't want to take business from the vets and if it is cheaper to get it from their own vet then that is fine.
Dr,Watson added that there are some of the vets have raised the price an the 3 year vaccine.Ms.Copeland then there is HEB
coming in and providing it at$25.00 and it's he has difficulty with them when we are trying to get information from them when we
impound an animal to find out the date of the vaccine given.They eventually come thru and this can delay a pet being taken out;
legally they are doing what they have to;they say they will get bad with us with the Information.
Ms.Beynon asked when this gang to Council is. Ms.Copeland replied that she hopes to be presenting to them the first part of next
nth, Ms.Beynon asked that we were going to get the schedule change and work on the ordinance to carry it to allow for the 3
year registration. Ms.Copeland replied that by getting your go ahead I will get with Ms.Hundley and take it from there.The
Information that is a sure thing we will pay;those things that might need work we will deal with at that time.Ms.Copeland also
informed the committee about the fees for the distemper and bordatella we currently charge$5 would like to charge$8.00. This
would go towards the paying of the staff of course and record keeping.
Ms.Copeland informed the commiftee of the change in the trap rental. We will still require a$50.00 deposit which Is returned;we
would like to add a$10.00 rental. Even if people don't walk off with them or destroy the traps and sometimes they do!Cs hard to say
to Mr.Smith,yes I know the trap was stolen but you will need to forflt your$50.00 and Mr.Smith may be on a fixed income and
cries to council;7 fimes out of 10 we lose that money when the trap is gone. If we can charge the$10.00 fee for the week that
would prepare us to be able to replace the traps when needed, They do get the$50.00 back when they bring the trap in. Dr.
Buckley asked if you have the ability to repair the traps. Ms.Copeland replied yes we do repair some depending on how they are
broken. Mr.Luna when he was here the last time he bought them they were the cheaper es.Mr.Schroeder a the price of
them at Harbor Freight is very inexpensive, We are able to buy the better ones now. Mr.Schroeder commented that he didn't
realize that you didn't charge a rental fee. Ms.Hundley some businesses will charge$1.00 a day. Ms.Copeland added that when I
arrived they weren't doing it at all.
Ms.Copeland pointed out the next item is the permits. Due to staffing being down lately the inspections for the permits have been
slow. s.Copeland pointed out that on department stares they went up and on grooming shops they went down. The guard dogs
and kennels went u ;performing animals,exhibition,pet stores,pet zoos,rodeos didn't change.Stables are the only one that had
an increase.The reason why you have department stores went up and grooming shops went down;by keeping these in line with
what was already set could have been left alone.At the department stores those animals stay overnight and sometimes an
extended period.At the grooming they are in and out the same day.The pet stores they are there overnight;we missed something
with that before,Mr.Schroeder asked if that was grooming/boarding or just grooming. Ms.Copeland replied just grooming.Ms.
eynon added that you might want to go in and clarify that this is just grooming shops that is not tied with a pet shop;there is no
overnight boarding going on. Ms.Hundley replied that definition is written in the ordinance which is where she got that from which
keeps it apart. Ms.Beynon asked if the efiiniti needs to be revisited;can we verify the definitions. Ms.Copeland replied yes
which is the reason why we are doing that along with the claiffication. Dr.Buckley asked about the grooming shops and pet stores,
