1. Call to Order. Mr.Schroeder
Mr.Schroeder called the meeting to order at 12:35.
2. Approval of Minutes for November 19th,2009
Ms. Person made a motion to approve the minutes, Ms. Martinez 2"a the motion all in favor motion passed.
3. Approval of Absences for November 19th 2009
Ms. Beynon informed the committee she was absent due to business.
Ms. Martinez made a motion to approve the absence Ms.Sterbach 2'd the motion all in favor motion passed.
4. Committee Reports
Zoonosis Report
Mr. Schroeder asked about the Zoonosis Report not being in the package. Ms. Copeland replied that the TDH didn't
have it available yet so we will add that to the meeting for next month's report.
Shelter Report
Ms. Copeland informed the committee of the shelter numbers for the month of November and apologized due to a
busy schedule didn't have time run a comparison.
For the month of November for incoming was 826 animals and 911 outgoing.Of the 911 only 25 of them was
adoption. A total of 677 was euthanasia. Ms. Martinez commented that it seemed low for that. Ms.Copeland
replied that it might. Ms. Martinez added that felt that it's usually in the high 80 percentile. Ms.Copeland replied
that she felt it was more due to being short staffed.This could end up causes disease issues. We are using our
antibiotic water and last week advised Ms. Schenzel that we had run out and let her know to order some more. We
are also making sure the community service is cleaning the kennels properly.We are still doing the walk through with
the vet but I am very concerned and feel like we could possibly be looking at some disease issues.
The bite cases are at 71 for the month. Ms.Copeland also added that of the 52 bats that we tested over the last
year 4 of them was positive; that puts us just above the normal of one 1/2 of 1%. Ms. Copeland also added that she
had spoken with Dr. Robinson at the class she was at and told her about the concenns with The Islander and the
bridge over there with the cat problem and asked if she had any suggestions and she did not. She Is going to be

added that it was hard and even took a cut in pay with this. Ms.Copeland added that when he was trying to make
his decision he kept coming into me and asked me to tell him what to do. I couldn't do that. He needed to make the
decision he felt best for his future.
Ms. Beynon asked where he was with the State. Ms.Copeland replied that what he is doing right now is not working
with the homeless but it is putting him in that direction. He is actually going in and investigating the state schools
and nursing homes. It is opening a door in the direction in where he wants to be.They are promising him in
reference to salary and where he is going. I'm afraid he is going to get in there and it will break his heart.
Ms. Martinez asked that when we talk to City Council is it okay to say that we are a member of the Advisory
Committee. Ms.Copeland replied no, but you could agree to give a recommendation to City Council. "We
recommend to city council to find the funds for such position". Mr.Schroeder asked if we could do that today. Ms.
Copeland replied yes.
Ms. Martinez made the statement for recommendation to read as follows: We recommend that we keep the health
education officer position and also the temporary positions for the facility.
Ms. Person asked if there were any vet techs that are employed or are they temps. Ms.Copeland replied that those
positions were designated as temp positions and the email that I sent to the City Manager on that was if we were to
pull those 2 temps the spay neuter clinic would shut down.
Ms. Martinez wanted to add that it could be said that you could have a disease outbreak if there are not enough staff
to get the kennels cleaned and disinfected properly. Ms. Beynon made mention that she heard back in November
there was a mini outbreak of parvo in the city. Ms. Beynon added that a friend found a dog at North Beach and she
wanted to drop off and get shots,and they were told no because there was too much parvo in the clinic right now.
Ms. Beynon asked if this has to go to the mayor or does it go to the mayor and copied to city council members. Ms.
Copeland replied that you do it to the mayor and city council yes.
Mr. Schroeder made note that if anyone needs to leave the meeting you can be excused.
Ms.Copeland stated she was asking how to word how losing Mr. Noble's position would adversely affect the shelter.
Ms. Beynon replied that`losing adversity affects the operations of the shelter because you have lost a valuable
position. Mr. Schroeder added that he basically made the community aware correct. Ms.Copeland replied yes. Mr.
Schroeder stated that we could add how he made the community aware. Ms. Beynon added that there are legal
issues involving animals, public education regarding proper animal care and coordinated the volunteers.
Mr. Schroeder stated that if you read what you want then it can be finalized later. We can go ahead and vote on it.
Then once you have it completed you can email us what you want and will reply back, it will already be approved.
Ms. Martinez made a motion for Ms. Copeland to draft a memo to City Council about the positions at animal control.
Ms. Beynon 2'd the motion all in favor motion passed.
Ms.Taube wanted to make sure this was just for the draft or something else. Ms. Beynon asked if this is something
for Dr. a ns'signature as committee chair. Ms. Copeland replied that she would check with Ms. Hundley on this.
Clinic Report
Ms.Copeland informed the committee that there were 62 surgeries for the month of November

Discussion of Eme!9engy Evacuation Trailer
Ms. Copeland informed the committee that she did speak with Ms. Hundley and was hoping she would be here today.
We do not have to go out for bid because originally she said yes but what I had explained to her was that$20.00 of
it will go towards paying for the product and the rest of it is money donated to purchase. Ms. Hundley advised that if
it doesn't go over the amount then we do not have to go out for a bid.We just start resourclng. Ms. Beynon asked
what this was for the trailer. Mr.Schroeder replied that it is for the advertising of their pictures of pets on the side of
the trailer. Mr. Schroeder asked if a fee was decided upon. Ms.Copeland replied a charge of$50.00,that way
$30.00 that would go towards a donation.
Mr. Schroeder explained that the panels are set up like a decal and is put on the vehicle. He also reminded the
committee that we need to come up with a name for the trailer;The Pet Mobile or Evacuation Taxi. Ms. Copeland
informed the committee that we can start promoting it on Channel 20 and on the radio stations. Ms. Martinez asked
how many are needed. Ms.Copeland replied 50 on each side. Ms. Martinez replied that I'm not sure if you would
need to advertise with the contacts I have they would be all gone.

Mr. Schroeder added that he would donate the items to be placed on the sides to say The Pet Taxi. Ms. Copeland
also added that we received trash cans as a donation from Solid Waste and we are utilizing those to pack our
supplies and they are loaded nn.
Ms. Eeynnn asked what the$30.00 would be used ybr. Ma Copeland replied it would be used for the generator. We
also need a refrigerator|nthe trailer for the vet!sdrugs.
Mr. Schroeder asked|fwe would he able totake it Pet Smart parking lot bm show. Ms.Copeland replied that would bm
good and also take itbado vaccination clinics once it is decorated. VVe could also use itmt the DARTs. Mr.
Schroeder since we are talking about containers what about the recycle bins that the city provides. Ms.Copeland
replied that the good thing is that they can roll them out.They are brand new and we received 6-8nf them. The
needs for the trailer are m generator, refirigerator,and a lap top.
Ms. 0eynon asked if there was an air conditioner for where the animals would be' Ms.Copeland replied that this will
not house the animals. This isto carry the emergency supplies unly. The air conditioner|s for the interior office. Mm.
Martinez added that|s similar hr what Pet Smart Charities has. Ms. Copeland added that it does have an office area
for whomever field officer,supervisor or the veterinarian could utilize.
Mr. Schroeder also added that if it was completely sanitary that way it could also be utilized for emobile pet clinic
whether its for shots or low cost spay neuters. Ms. Martinez added that would begreat for pIR. Ms. Copeland
replied that she did want to take|tto events but hadnt thought about it for the other things just mentioned. Ido
want bptake itbo events but need tn keep it primarily for the evacuation. D`we get the carriers we have to have m
place bz store them so they wont come upmissing.
Ms.Copeland informed the committees that we also had someone vandalize our garage door, It was backed into. I
have been real big mn security keeping the gate closed;Vector will come|nand spray during the night and may
forget ho close the gate. Ms. Beynun asked |f there was a camera back there. Ms. Copeland replied that we do need
one which was something Mc Noble and I were working on. What we need is an electric gate which would be the
only way to keep | out. Vector will also need the device to get and out because the problem is them getting
out and locking the gate.
Mr.Schroeder added that with the security cameras are now inexpensive to acquire. You install it and put the
camera ona lap top running tm view,citizens doit all the time now. Ms.Copeland replied that|twould probably be
cheaper than the gate. Ms. Bmynpn added that the problem with the electric gate|s when you bring the animals|n
you have bo have doors and gates closed to prevent the runaways. If someone|s driving |n and someone else is
unloading then there|sasituation. Ms. Copeland replied that it would not beon the garage itself b would be set up
at the street where you come inatVector. If the gate im there coming |n that way they can come|n and close it
behind them. VVe had this in Montgomery County. Ms. Martinez added that you would be able ho get the panels and
dickers at the bumh stop. Mm' Copeland replied that wejust need the box we can use the gate we have. Ms.
Martinez replied that you can get those at the tractor supplies they are not expensive at all. Ms.Copeland replied
that she had priced them and they are$2-3k. Ms. Martinez replied no,that she had one and they are not that
expensive,lhave one onmy farm gate.
