HomeMy WebLinkAboutMinutes Animal Care Advisory Committee - 03/17/2011JUL 15 2011 w" &0' ERE TA - City of Corpus Christi City of Christki MINUTES OF THE CITY OF CORPUS CHRISTI ANIMAL CONTROL ADVISORY COMMITTEE Nueces County Public Health District Education Room, 2626 Holly Rd The Minutes for March 17th, 2011 Members Present: Bill Schroeder, Cheryl Martinez, Samantha Person, Barbara Beynon, Heather Tarnoski and Dr. Barbara Whitlock Members Absent: Helen Sterbach (The following staff members were present) Aurora Parlamas, Cindy Ramos, Diana Naranjo, Dennis Noble, Elizabeth Hundley and Janet Schenzel Guests: Call to order: none Mr. Schroeder called the meeting to order at 12,30 2. Discussion and possible Approval of Minutes from February 17 2011 Mr. Schroeder asked if there were any correction to the minutes. Ms. Martinez noted that it was asked for the Lichtenstein Foundation handout to be placed on the agenda. Ms, Taube explained that it was brought up in the course of the meeting and wasn't able to hear it while typing up the minutes and when it came time to identify items to be placed on the agenda it was not mentioned at that time. Ms. Martinez made a motion to approve the amended minutes, Dr. Whitlock 2 the motion all in favor motion passed. 3. Discussion and possible Apdsroval of Absences from February 17th 2011 Mr. Schroeder informed the committee that Ms. Tarnoski was absent from the last meeting. Dr. Whitlock made a motion to approve Ms. Tarnoski's absence, Ms. Martinez 2nd the motion all in favor motion passed. 4. Discussion of Monthly Reports A. Zoonosis Report Mr. Schroeder informed the committee that the Zoonosis Deport was attached for viewing. Dr. Whitlock was asking if it shows how many of the bats were tested. Ms. Beynon added that it states that a coyote was destroyed from Hidalgo County and 1 decomposed skunk from Nueces County was investigated, Dr. Whitlock asked since the report says 0 but it doesn't say how many were tested. B. Shelter Report Ms. Parlamas informed the committee of the total numbers for the shelter in February. There were a total of 915 animals incoming, 474 from the field and animals dropped off was 441. 58 for adoptiontrescue: 67 returned to owners and 68 bite cases. Ms. Parlamas also noted the numbers for the violation report was 27 failure to restrain, 30 failure to vaccinate, 30 failure to register, l failure to provide food/water and 2 for nuisancelcruelty for a total of 90 citations. Animal ControlAdvisory Committee March 11 2011 Ms. Person asked if we could separate the numbers for rescue and adoption that will allow us to see how each is doing individually. Ms. Ramos replied that we could get someone to change the report for those numbers to reflect in that way. Ms. Martinez also added that we discussed last month to have P&G other needed to be GCHS, there is a special fund for those animals, Dr. House replied that it should be a matter of changing it in Chameleon. Ms. Hundley also added that she wasn't sure if the report would designate or transfer to other organizations. Ms. Martinez asked if it could be separated under Rescue or transfer. Ms, Parlamas pointed out to the committee the numbers for the month of February the violation report had a total of 90 citations. 27 for failure to restrain, 30 failure to vaccinate,30 failure to register,1 failure to provide foodlwater and 2 for other violations (cruelty or neglect). C. Clinic Report Ms. Parlamas informed the committee there was a total of 138 surgeries for the month of February. A brief discussion was held about the percentage report with the numbers that reflect for surgeries and bite case statuses. S. Discussion and Possible recommendation on ordinance amendment roaardincl fees for live trap pick u A general discussion was held on possible recommendation on ordinance amendment regarding fess for live trap pick up. Ms. Martinez asked for staff to come back with provisions on recommendation for collection of fees for live trap pick up for non -city traps. Dr. Whitlock 2nd the motion all in favor motion passed. 6. Discussion and possible recommendation regarding micro-chipping of returned animals A general discussion was held on possible recommendation regarding micro - chipping of returned animals. Ms. Hundley pointed out that unless the committee has done a lot of research on this issue advised the committee to research the background of micro - chipping. The council is going to look to the committee and staff for answers and strongly encourage the committee to educate further with the technology of what is available and what is not and the fact that we do not have the global technology. Ms. Beynon made a motion that we add a 5 11, requirement at redemption of a cat or dog to be micro - chipped and that number be kept on file with the City data base. Ms. Martinez 2nd the motion all in favor motion passed. Ms. Beynon amends the motion to allow staff to bring back a proposal Ms. Martinez 2nd the motion all in favor motion passed. A brief discussion was held by the committee in the procedures of those animals returned to their owners and the requirements of when the animals will be required to be micro- chipped. 7. Discussion and possible recommendation for updating the adoption contract for Animal Control Mrs, Martinez pointed out to the committee that the adoption contract is invalid. Ms. Hundley pointed out to the committee that this was not a proper discussion for the committee. The boards, commissions and committees do not generally enter that well of the operational aspect of the department or the division or dictate the form or the style or the substance, If the committee wanted to see the adoption contract or ask questions within your responsibilities under chapter 2 then that would be appropriate. Ms. Martinez asked that we shouldn't discuss it then. Ms, Hundley replied that it probably doesn't need to be discussed; if there are questions about the contract then you can do so. Ms. Martinez added that she would make a recommendation for the agenda. 8. Public Comments No public comments. 9._- Identify items to be placed on agenda - - - - - - - Ms. Martinez asked for the mandatory spay and neuter on the 2n impoundment for discussion only. Ms. Martinez also added a discussion for the Lichtenstein Foundation Spay Neuter program. Ms. Martinez also asked for a discussion on animals leaving the shelter with pre - existing conditions; also a final review of discussion and possible recommendation for live trap pick up. 10.
