Chnstl •'�+� City of orpus Christi MINUTES OF THE CITY OF CORPUS CHRISTI ANIMAL CONTROL ADVISORY COMMITTEE Nueces. County Public Health District Education Room, 2626 Holly Rd The Minutes for May 19th, 2011 Members Present: Bill Schroeder, Cheryl Martinez, Samantha Person, Heather Tarnoski, Barbara Beynon and Dr. Barbara Whitlock Members Absent: none (The following staff members were present) Aurora Parlamas, tarry Bias, Diana Naranjo, Elizabeth Hundiey and and Dr. Thomas House) Guests: Rosemary Roux, Jodi Wilson, Jennifer Diaz, Mark Crider and Chas W. Thomasson Gall to Order: Mr. Schroeder called the meeting to order at 12:30 2. Discussion and possible Approval of Minutes from April 28 2011 Dr. Whitlock amended the minutes to reflect Dr. House being present at the meeting. Ms. Martinez made a motion to approve the minutes Ms. Beynon 2n the motion. The motion passed unanimously. 3. Discussion and possible Approval of Absences from April 28th, 2011 Mr. Schroeder noted that Ms. Beynon was absent from the March meeting. Ms. Beynon replied that her absence was work related. Ms. Martinez made a motion to approve the absence, Ms. Sterbach t ad the motion. The motion passed unanimously. 4. Zoonosis Report Mr. Schroeder informed the committee the Zoonosis report was attached for viewing, 5. Shelter Report Mr, Bias informed the committee of the shelter numbers for April 2011. There was a total of 651 animals from the field, 484 were dropped off for a total of 1,135 incoming animals. A total of 36 for rescue and adoption, 75 bite cases and 72 return to owners. A discussion was also held on the ins and outs of the Chameleon data base; Ms. Naranjo added that she will be having a meeting with Chameleon to discuss all of the problems we have been having. Ms. Beynon asked what relocated meant for the shelter report. Mr. Bias replied it is when an animal is moved from one kennel to another. We are working on a better report where it will be easier to read and understand. Ms. Naranjo added that she has been working on an Excel spreadsheet to preseniil; so I In regards to the numbers for rescue and adoption; there were no rescues for the month of April. The 2 under other for rescue and adoption was a goat and guinea pig. A discussion was held on transferring animals out to other shelters and the euthanasia rate. Ms, Rodriguez asked where the animals were being transferred to. Ms. Martinez replied that depends on the breed of the dog and most of the cats go to The Cattery. Dr. Whitlock asked about the total of incoming animals if it includes this includes the surgeries for the public. Ms. Martinez replied yes because they also get an animal ID #. Ms. Naranjo added that the incoming animals as being dropped off and brought in from the field. Ms. Martinez asked if the surgery animals would be included in those numbers, Ms, Naranjo replied no, Ms. Beynon added that you will never have 100 % on intake and outgoing. Ms. Naranjo added that the surgery completed classified as outgoing animals and being owned animals. Ms, Naranjo added that she is working on improving this and relocated will not be included because it's within the shelter. Animal Control Advisory Committee June 16 2011 Ms. Beynon asked about the animals that are listed as "died in kennel" and 'died in truck ". Ms. Naranjo replied that animals belong to ACS whether it's at the shelter, in the truck, kennel or euthanized, general population. Chameleon doesn't pick up the animals that are in pre - adoption, adoption, administrative hold and general population. Ms. Martinez asked why the numbers are different for surgery complete and altered animals. Dr. House replied that the animals may not have been outcomed properly. Mr. Bias informed the committee that the GIPS will be installed in the vehicles, will begin taking the trucks in next week to have set up. Mr, Schroeder added that he will assist in programming the systems for the vehicles; having the systems in the vehicles will be beneficial in many ways. Clinic Report Mr. Blas noted that there were a total of 141 surgeries for the month of April. Ms. Martinez asked about the change to reflect shelter animals and public animals. Mr. Blas replied that Ms. Naranjo will be creating a better format that will show the break down and it is being worked on. Mr. Blas also noted that we are going to work with Technical Support to address the changes, A general discussion was held on the numbers for the percentage report. Dr. Whitlock noted rescue and adoption was at 3 %. Ms. Martinez asked if we knew the breakdown on those numbers. Mr, Sias replied that we did have some transfers to Gulf Coast for the heart worms. Discussion only on treating shelter animals after adoption to owner A general discussion was held on treating shelter animals after adoption to owner. The committee agreed to discuss this item further at the next meeting. A brief discussion was held on items for the agenda and the possibility of the agenda being sent to the committee to preview so any additions or corrections maybe made. Ms. Rodriguez stated that the problem with that is if you don't have responses and we miss the deadline to post then the meeting has to be rescheduled; it is the chair that works with Ms. Taube to put the agenda together. Discussion and recommendation on micro - chipping as a 5th requirement on return to owner for cat or dog A general discussion was held on micro - chipping as a 5th requirement on return to owner for cat or dog. The committee agreed to discuss this further at the next meeting, Ms. Martinez made a motion to draft an amendment micro -chip an animal as a 5th requirement on return to owner for cat or dog. Ms. Beynon 21d the motion, Ms, Martinez is recommending that staff draft an ordinance provision for your review to submit to city council to change micro -chip as a 4d or 5th requirement upon redemption on the first impoundment. Dr. Whitlock 2 1d the motion. Discussion only on giving paryo distemper vaccine to animals going into quarantine A general discussion was held on giving the parvo distemper vaccine to animals going into bite case quarantine, Dr. Whitlock read a item from the UC Davis shelter medicine program website referencing if the vaccine preventing the disease maybe 90% or better if given the day before exposure, but will drop to less than I% if given the day after exposure. It appears that they changed their opinion on this because before it was said that it took 14 days to provide any immunity; but in a shelter environment if you can give the vaccine the day before 90% of the time will be effective. If we are able to ask the owner if it's current on the vaccinations and if not ask if we can administer the parvo- distemper on the day of intake. Ms. Hundley informed the committee since the topic is for discussion only would like to call attention to that we are mandated by state that says the veterinarian employed by releasing agency by a public pound, may not perform non emergency veterinary services other than sterilization on an animal by that releasing agency knows has a owner. If there is an emergency reason than I agree with the veterinarian. Dr, Whitlock asked Ms. Hundley how we do a vaccination clinic on Mondays if we are not allowed to vaccinate. Ms. Hundley replied that there are 2 sections and under occupations code it states that the veterinarian employed by the city can perform sterilization, vaccinations; has to be harmonized with this section as it relates to animal that we know is owned. If a person brings their dog in voluntarily volition there are certain services for the public good, welfare and safely we can perform. Ms. Hundley also added that she didn't have a problem with going back to the general council to DSHS and having this discussion on parvo- distemper, The committee agreed to discuss this further at the next meeting. Animal Control Advisory Committee June 16 2011 10. Discussion only on the Feral Cat Colony Perm i# A general discussion was held on the Feral Cat Colony permit. Ms, Person passed out information on the Feral Cat Colonies. The committee agreed to discuss this item further at the next meeting. 11. Discussion only on the Breeders Permit A general discussion was held on the Breeders Permit. The committee agreed to discuss this item further at the next meeting. 12. Public Comments Ms. Diaz introduced herself and shared her information about health insurance for your cat or dog and how beneficial it can be for the pet owner, Mr. Crider informed the committee that Austin Animal Control adoption was now considered no kill. 13. Identify items to be placed on agenda The committee wanted the following items to be placed on the agenda for June 2011. Discussion only on treating shelter animals after adoption to owner; discussion and review of charging for trapped animals not owned by the city; discussion and recommendation on micro - chipping as a 5t" requirement on return to owner for cat or dog; discussion only on giving parvo distemper vaccine to animals going into quarantine; discussion only on the Feral Cat Colony permit and discussion only on the Breeders Permit. 14.
