The Minutes for November 15, 2012
Members Present: Cheryl Martinez, Heather Tarnoski, Laina Schonefeld, Barbara
Bention, and Dr. Barbara Whitlock
Members Absent: Nina Sislev and Harold Bennett
Citv Staff: Steven Blv, Cdr. Green, Elov Ybarra, Jesse Carreon and Buck Brice
Guests: Angela Powell and Jennifer Turner
1. Call to Order:
The meeting was called to order by Dr. Barbara Whitlock at 12:33 p.m.
2. Discussion and possible Approval of Minutes from October 18, 2012
Corrections for line item numbers 3, 7, 8, and 13. Correction was also made for Members Absent. Please
see previous minutes for corrections. Cheryl Martinez moved to approve the minutes, Heather Tarnoski
second the motion. All were in favor and the motion was passed.
4. Discussion of the Current Zoonosis Report
Dr. Whitlock informed the committee that there were 2 bats that tested positive for rabies. Steven Bly said
neither bat had human contact.
5. Discussion of Current Shelter Report
Steven Bly read the report. Please see attached form for the Shelter report.
6. Clinic Report
Dr. Whitlock read the report Please see attached form for the Clinic report.
7. Discussion, review and possible recommendation for immediate release of unaccompanied
puppies and kittens under 16 weeks of ate or 4 months.
A general discussion was held on the release of unaccompanied puppies and kittens under 16 weeks of age
or 4 months. An ordinance draft; 6 -103g amendment for disposition of animals was read by Buck Brice.
Cheryl Martinez moved to pass the draft and Laina Schonefeld second the motion. All were in favor and
the motion was passed.
8. Discussion, review and possible recommendation of City Animal Control pet registration fee for
unaltered animals
A general discussion was held on the City Animal Control pet registrations fees. It was recommended that
any animal not altered over the age of 6 months will have a pet registration fee of $35.00 1$50.00. Any
animal younger than 6 months of age not altered will have a fee of $4.00. Cheryl Martinez moved to table
the recommendation and Heather Tarnoski second the motion. All were in favor and the motion was tabled
9. Discussion, review and nossible recommendation of revised Owner Surrender Form
A general discussion was held on the City Animal Controls owner surrender form. It was proposed to
revise the form and making it a triplicate copy with detailed questions. Heather Tarnoski moved to approve
the new owner surrender form and Laina Schonefeld second the motion. All were in favor and the motion
was passed.
10. Discussion, review and possible recommendation for charging Owner Surrenders
A general discussion was held about charging owners to surrender their pets. Cheryl Martinez moved to
table until the January meeting.
11. Discussion, review and possible recommendation for Sterilization Voucher on Return to
Owners and Impound Fees
A general discussion was held about sterilizing Return to Owner pets and Impound Fees. Need to
determine: will distemper /paivo, feline distemper, etc be required; where will they be boarded: will there be
a charge for the extra boarding days. Cheryl Martinez moved to table until next meeting.
12. Public Comments
Steven Bly brought up that things are becoming more organized and streamlined. Jennifer Turner asked if
other shelters such as non -profit organizations if they could give out city tags. Jennifer Turner asked if
every shelter would be called back if their animal was brought in to Animal Control. She also inquired
about a vaccination clinic for the non -profit she volunteers at.
13. Identify items to be placed on next agenda
The committee wanted the following items on the agenda for the month of December 2012. Discuss,
review and possible recommendation of City Animal Control pet registration fees for unaltered animals;
Discuss, review and possible recommendation for Sterilization Voucher on Return to Owners and Impound
fees: Discuss. review and possible recommendation on vaccination of animals, where to board animals, and
charge for extra boarding days: Discuss, review and possible recommendation of update done by staff on
PetData.
14. Adiournment
A special meeting was called for December 13, 2012. Cheryl Martinez moved to have a special meeting,
Heather Tarnoski second the motion. All were in favor the motion was passed. Meeting was adjourned at
2:11 p.m.
