The Minutes for Januaiy 17, 2013
Members Present: Laina Schonefeld, Cheryl Martinez, Barbara
Beynon, and Dr. Barbara Whitlock
Members Absent: Nina Sisley, Heather Tarnoski, Harold Beiuiett
Citv Staff: Jesse Carreon, Buck Brice, Steven BIN and Commander Todd Green
Guests: Meagan Wiiui, Caitlin Dixon, Jennifer Vega Martinez, and Candi Jenrette
1. Call to Order:
The meeting was called to order by Dr. Barbara Whitlock at 12:31 p.m.
2. Discussion and possible Approval of Minutes from December 13, 2012
Corrections needed were as follows: Line item 6, Line item 7, Line item 8 correct the word notion to motion. Cheryl
Martinez moved to approve the minutes, Heather Tarmski 2nd the motion. All were in favor and the motion was
passed.
3. Discussion and possible Approval of Absences from December 13, 2012
A discussion was held on the position, Community at Large, held by Dr. Nina Sisley. Dr. Sisley has missed
meetings in May, July, August, October, and November. Dr. Whitlock asked who was in favor of excusing Dr.
Sisley for missing the meetings, no one was in favor. Dr. Whitlock asked who was in favor not to excuse and
everyone was in favor. Cheryl Martinez motioned to have her removed from the board (and moved to an ex-
officiary position) and to open the position, Harold Bennett 2nd the motion. All were in favor and the motion was
passed. Harold Bennett had a dentist appointment and Laina Schonefeld had a phone conference that prevented
them from attending the meeting on December 13, 2012. Cheryl Martinez moved to excuse the absences and
Heather Tarmski 2" d the motion. All were in favor and the motion passed.
4. Discussion of the Current Zoonosis Report
Dr. Whitlock informed the committee that there was nothing to report in our district this month.
5. Discussion of Current Shelter Report
Please see attached form for the Shelter Report.
6. Clinic Report
Please see attached form for the Clinic Report.
7. Discussion, review and nossible recommendation for Sterilization Voucher on Return to Owners and
Impound Fees.
A general discussion was held about sterilizing Return to Owner pets and Impound Fees. Brace Brice suggested
simplifying the fee structure. Dr. Whitlock moved to table the discussion.
8. Discussion, review and possible recommendation for a Feral Cat Colonv Ordinance.
A general discussion was held about a Feral Cat Colony Ordinance. Items discussed were density, zoning, 10 free
roaming cats including caretakers, how many colonies per caretakers, how many in a colony, definition of nuisance
and what a property owner /tenants can do if the cats become a nuisance.
9. Discussion, review and possible recommendation of update clone by staff on PetData.
A general discussion was held about PetData. Steven Bly said there would be a meeting on January 22, 201311
upper management and PetData to discuss the seivices provided and the fee.
10. Public Comments
Jennifer Vega Martinez wants to know why Animal Control Officers cannot use video /photos that a civilian has.
Buck Brice gave her card to call him in reference to this matter. It was not a matter for the board. Ms. Jennifer
Martinez wanted to know the policy on how long it takes a person to comply and how long they are given to
comply. Jesse Carreon said it is a case by case. Ms. Jennifer Martinez wanted to know why a person has to be given
time to comply. Cheryl Martinez told her that was not a question for the advisory. Caitlin Dixon: If someone brings
in an animal for a vaccination clinic do we ask them to spay /neuter (no)? Is there an owner surrender fee (no)?
What`s the criteria for being adoptable (it varies, no set rules, 3 people who interact with pets, assessed by a trainer,
see how many does with other animals)? Is that person educated with animal behavior (hands on every day)? Who
officially makes the decisions (staff, PAAC representatives)? How many Animal Control Officers are staffed (18)?
They go out on calls (majority work in the facility)? Is there any education program for the public (free training once
a month), but as far as spay /neuter (the position was cut)? Candi Jennette: How is it euthanasia done
(intravaneously)? With what (sodium pentobarbital)? Is it quick (yes)? Are the numbers available (yes)? Are they
compiled monthly (yes)? Where are animals disposed (Cefe Landfill)? Poor customer seivice (Jesse said they can
talk after the meeting). Jennifer Vega Martinez: It does not state in the ordinance that if you feed an animal for 3
days you are the owner. She would like for it to be more specific (the ordinance states upon immediately feeding an
animal it is yours).
11. Identifv items to be nlaced on next agenda
The committee wanted the following items on the agenda for the month of Febuary 2013. Discussion, review and
possible recommendation for a feral cat ordinance. Discussion, review, and possible recommendation for fee
structure. Discussion and review November 2012 clinic numbers. Discussion, review and possible recommendation
for leg traps. Discussion, review and possible recommendation on applications for Community at Large.
12. Adjournment
Cheryl Martinez moved to adjourn the meeting, Harold Bennett 2" d the motion. All were in favor and the motion
was passed. Meeting was adjourned at 1:42 p.m.
