ANIMAL CONTROL ADVISORY MEETING

The Minutes for June 20,2013
Members Present: Barbara Bevnon, Chervl Martinez,Harold Bennett,Dr.Barbara Whitlock, Janet Strawn,
Megan Winn
Members Absent: Laina Schonefeld

1. Call to Order:
The meeting was call to order by Dr. Whitlock at 12:30.
2. Discussion and Possible approval of minutes from Mav 16,2013
Corrections as followed in section 3,correction of the name Cheryl Martinez,and the name Barbara Bevnon in
section 3 and the member`s present section.Harold Bennett motions for approval, Cheryl Martinez seconds,all in
favor.
3. Discussion and Possible approval of Absences from May 16,2013
Remove Janet Strawn`s name from absences due to not enough time of notification.
4. Discussion of the Current Zoonosis Report
Dr. Whitlock informs of suspicious skunk in Hidalgo County but could not be tested. Informed of one positive bat in
Nueces County, around the 5000 block of Beverly.by Commander Green.Dr. Whitlock brought about the amount
of bee calls and asked if they were still busy, Capt. Sherman reports the calls have slowed.
5. Discussion of the Current Shelter Report

6. Discussion of the Current Clinic Report

7. Discussion,review,and possible recommendation for a Feral Cat Colony Ordinance
A general discussion on the feral cat colonies was held. Items discussed were: prices for the permit to allow the
colony,proof of approval from landlords,cat nuisance reports, amount of time people have to change identification,
Dr. Whitlock calls for documentation of support from property owner of proposed location for feral cat colony,
Cheryl Martinez motions and Harold Bennett Seconds,all approve, none oppose, none abstain. Cheryl Martinez
moNTes to add;reduce the number of unaltered free roaming cats to the permit,Megan Winn Seconds,five approve,
one oppose,no abstain.Harold Bennett moves to strike all but the first sentence and shrike microchipping from first
sentence,from first section third article, Cheryl Martinez seconds,4 approve, none oppose, one abstain. Dr.
Whitlock tables the rest of feral cat at enforcement.
8. Discussion,review,and possible Recommendation fee structure and pet data
Read the current ordinance on pet registration.Discussed raising license fees from unaltered to 12 to 35 dollars,and
altered from 4 to 5 dollars,potential breeders permit. Cheryl makes a motion to increase spayed/neutered licenses to
five dollars to four dollars,Harold seconds,four in favor, one oppose, none abstain.Motion from Chervl to take
before council immediately the amended amendment,Harold seconds,four in favor,none oppose. One abstains.
9. Discussion,review,and possible recommendation of leg traps
10. Discussion,review,and possible recommendation on the low cost spa`s/neuter.
Dr. Whitlock combines agendas,number 10& 11. Cheryl brings up PAAC received a grant for targeted spay/neuter.
Discussion AN-as brought up how to incentivize people to get their animal spayed/neutered, discussion was also
brought up on responsible owners and were they can go for low cost spay/neuter, discussion also on low staff,
untrained vet staff at Animal Control,also bringing in another group to help pick up slack on surgeries that can not
be done at the clinic.
11. Discussion,review,and possible recommendation on targeted spa`s/neuter.
