Call to Order: The meeting was called to order by Dr. Barbara Whitlock at 12:30 p.m. 2. Discussion and Possible approval of minutes from August 15,2013 Amend that item 10, line 2 be changed from City Ordinance to Texas State Board of Veterinary Medical Examiners. Cheryl Martinez motions approval of minutes with the correction,Harold Bennett seconds,all approve,none oppose,and none abstain. 3. Discussion and Approval of Absences from August 15,2013 Dr. Barbara Whitlock stated that Harold Bennett was absent.Cheryl motions to approve his absence, Barbara Beynon seconds,all approve,none oppose,and none abstain. 4. Discussion and Possible approval of minutes from Special Meeting August 22 2013 Cheryl Martinez motions that the proposed ordinance be attached to the minutes, Barbara Beynon seconds. 5. Discussion and Approval of Absences from Special Meeting August 22,2013 No absences noted. .Cheryl motions to approve,Barbara Beynon seconds,all approve,none oppose,and none abstain 6. Discussion of the Current Zoonosis Report The Zoonosis Report for August was unavailable and is tabled in for the next meeting. 7. Discussion of the Current Shelter Report Dr. Barbara Whitlock inquires about the 6 Other-Unknown Restraint figure in the column listed under Bite Cases. Item has been tabled for discussion for the next meeting. 8. Discussion of the Current Clinic Re ort The Clinic Report for August was unavailable and is tabled in for the next meeting. 9. Discussion,review,and possible recommendation for a Feral Cat Colony Ordinance Barbara Beynon asked if Animal Control can be changed to Animal Care Services.Dr.Barbara Whitlock noted that Animal Control and Animal Care Services are both used. Dr.Barbara Whitlock stated that she will revise the Feral Cat Colony Ordinance and have Animal Care Service staff add it to the packet for the following meeting. 10. Discussion,review,and possible recommendation of leg trans Dr. Barbara Whitlock recommended we use the City of San Antonio's ordinance as a guideline. Buck Brice noted that there is no city law on leg traps.Additional discussion will be tabled for the next meeting along with an attachment of the City of San Antonio's leg trap ordinance. 11. Update on Rachel Ray Challenge. Cheryl Martinez noted that 720 was the confirmed amount of animals transferred out,702 confirmed live release adoption,and 148 animals were returned to owner. Dr.Barbara Whitlock inquired where the funds would be going. Cheryl Martinez stated it would go to the City.Heather Hedrick stated that the Rachel Ray grant funds cannot go into the City's general fund and will find out where it will go and how it will be allocated. Barbara Beynon stated that we should begin planning for Rachel Ray next year.Heather Hedrick noted that Animal Care shelter employees and volunteers would not be ready for it and are in a recovery phase. 12. Update on ordinance for immediate release of stray animals to the City of Corpus Christi as caretaker Buck Brice stated that the documents need to be sent to Council and be added to non-controversial items for approval. Dr. Barbara Whitlock asked that the ordinance be pushed as quickly as possible since it will fall on Dr. Melissa Draper's license.Commander Todd Green stated that an understanding will need to be received from Council as it only takes one person to get proposals shot down and that it needed to be explained to our Assistant City Manager. 13.
