Members Present: Cheryl Martinez, Dr. Barbara Whitlock,Janet Strawn, Barbara Beynon,Megan Winn

1. Call to Order:
The meeting was called to order by Dr. Barbara Whitlock at 12:32 p.m.
2. Discussion and Possible approval of minutes from September 19,2013
Amend that item 9. Discussion,review,and possible recommendation for a Feral Cat Colony Ordinance, Iine 2
verbiage be revised from go both ways to are both used.Cheryl Martinez motions to approve the minutes with the
change, Dr. Barbara Whitlock seconds,all approve,none oppose,and none abstain.
3. Discussion and Approval of Absences from September 19,2013
Dr. Barbara Whitlock stated that Megan Winn and Laina Schonefeld were absent. Megan Winn stated she was out
of town. Dr. Barbara Whitlock stated Laina Schonefeld was absent due to work.Cheryl Martinez motions to
approve the absences,Janet Strawn seconds,all approve,none oppose,and none abstain.
4. Discussion of the Current Zoonosis Report
Dr. Barbara Whitlock noted that Dr. Laura Robinson was no longer our region's Veterinarian. Dr. Whitlock also
noted that 1 bat was reported in Nueces County in August and 1 bat reported in September.
5. Discussion of the Current Shelter Report
Heather Hedrick stated that 136 possums were relocated,56 animals were returned to their owners,and 1 animal
was relocated.Cheryl Martinez noted that the relocated animal was a monitor. Barbara Beynon inquired if the
shelter report covered September 1'to September 30`f'. Heather Hedrick stated the report covers the entire month.
Heather Hedrick noted that the 3 felines that died in the kennel were sick. Heather Hedrick compared the
euthanization figures between September 2012 and September 2013 noting the decline from 599 to 303 . Heather
Hedrick noted 663 total outgoing animals for the month of September 2013.Cheryl Martinez stated that adoption
figures do not include animals in foster care that were too young for surgery. Heather Hedrick notes that activities
are down from 838 in September 2012 to 717 in 2013 and she credits the declining figures due to public education.
6. Discussion of Bite case defined in Shelter Report
Unknown animal restrained on property/Other was clarified by Heather Hedrick. Heather Hedrick stated this column
relates to bats since they are at high risk for rabies;Animal Care Services tracks them even though a bite has not
occurred.
7. Discussion of the Current and Previous Clinic Report
Cheryl Martinez stated that new target area has a higher number of cats and more cats are anticipated to come in to
the clinic. Heather Hedrick noted that the city of Corpus Christi is unique in that the ordinance allows free roaming
cats and she doesn't see the issue of overpopulation being taken with earnest intent.
8. Discussion,review,and possible recommendation for a Feral Cat Colony Ordinance
Dr. Barbara Whitlock revised the feral cat definition in the second paragraph of the Feral Cat Ordinance Draft. Dr.
Cheryl Martinez motions to approve the Feral Cat Colony ordinance,Janet Strawn seconds, Barbara Beynon
opposes,and Megan Winn abstains.The motion passes.
9. Discussion,review,and possible recommendation of leg trans
Dr. Barbara Whitlock recommended we add Have a Heart traps to the Ieg trap ordinance. Heather Hedrick stated
that she is proposing an ordinance for leg traps.Cheryl Martinez motions to approve the Ieg trap ordinance Heather
Hedrick proposes,Janet Strawn seconds,all approve,none oppose,and none abstain.
10. Update on Rachel Ray Challenge.
Cheryl Martinez noted that 858 adoptions and return to owners were complete during the Rachel Ray Challenge.
The city received a check for$30,000. Dr.Barbara Whitlock added that we were number one in the most improved
category.
11. Discussion and possible approval of proposed fee changes
Heather Hedrick stated that she is in the process of restructuring the fees Animal Care Services charges. She stated
that adoption fees were too high and she is seeking to keep fees at$20 per adoption for all animals.Additional
discussion of the proposed fee change would take place during November's meeting.
