HomeMy WebLinkAboutMinutes Animal Care Advisory Committee - 12/19/2013 MINUTES OF THE CITY OF CORPUS CHRISTI ANIMAL CONTROL ADVISORY MEETING Nueces County Public Health District Conference Room, 2626 Holly The Minutes for December 19,2013 Members Present: Cheivl Martinez,Dr. Barbara Whitlock, Janet Strawn,Barbara Bevrion,Laina Schonefeld Members Absent: Megan Winer,Harold Bennett Citv Staff: Buck Brice,Heather Hedrick,Edward Cruz,Kellie Ramos Guests: None 1. Call to Order: The meeting was called to order by Dr. Barbara Whitlock at 12:32 p.m. 2. Discussion and Possible approval of minutes from November 21,2013 Cheryl Martinez advises that item 5 be modified from rapid to rabid.Edward Cruz asks that item 6,page 2, sentence 3 be revised from instead of to in addition to. Cheryl Martinez motions to approve the minutes with the noted changes,Barbara Beynon seconds,all approve, none oppose, and none abstain. 3. Discussion and Approval of Absences from November 21,2013 Dr. Barbara Whitlock stated that Megan Wimi was absent and advised to leave this absence open without a vote until an explanation can be provided. 4. Discussion of the Previous and Current Zoonosis Report The Zoonosis reports for October and November 2013 were unavailable. Heather Hedrick noted no rabid cases in November. 5. Discussion of the Current Shelter Report Heather Hedrick stated that a lot more relocations to the wild have been done this year possibly due to better record management. Heather Hedrick stated 19 rescues, 145 adoptions,and 70 return to owners were done in the month of November 2013.Heather Hedrick noted that missing memos/not in kennels declined from 53 to 2. Cheryl Martinez stated that the percentages looked incorrect.Dr.Barbara Whitlock inquired if the surgery complete numbers on the report required a field that was not being entered into Chameleon correctly. Danni Alcantara noted that animals were still showing in the surgery kennel and had not been outcomed. Laina Shonefeld requested that a column be added into the report to show percentage comparisons from the previous year to this current year. 6. Discussion of the Current Clinic Report Heather Hedrick noted that 31 target owned animals and 132 shelter animals were sterilized in the month of November. Heather Hedrick also noted that Dr. Melissa Draper was out the week of Thanksgiving. 7. Discussion and possible approval of Proposed Fee chanties Heather Hedrick noted this item was still in progress:Buck Bryce is working on it. 8. Discussion and possible approval of chanties to Citv Ordinances Heather Hedrick stated she had a draft of the ordinance that changes Animal Care Seivices from Public Health to Police Department.Dr. Barbara Whitlock said it was not necessary to be viewed. 9. Discussion on the status of vaccinations and mortality statistics of animals vaccinated upon intake Damri Alcantara stated that Dr. Melissa Draper wants to educate all Animal Control Officers on vaccinating upon intake. Damn Alcantara also noted that animals under four months will be approved by a Supeivisor to be vaccinated.Dr. Barbara Whitlock noted that it's been a month,at least, since the ordinance had been approved. Danni Alcantara said Dr. Melissa Draper wanted to teach Animal Control Officers all at once to ensure everyone was on the same page.Dr. Barbara Whitlock and Cheryl Martinez volunteered to help train Animal Control Officers vaccinate upon intake on Dr.Melissa Draper's behalf. 10. Viewin2 and discussing of educational information distributed by Animal Care Services Edward Cruz noted the publications were attached in the packet.Edward Cruz also noted that the sterilization flyer was written in English and Spanish.Heather Hedrick stated that Animal Control Officers have helped set up trolley systems. Barbara Beynon noted that the State law for tethering passed,but several years ago the City did not pass it. Barbara Beynon asked if citations for tethering were in the shelter report.Edward Cruz stated that it falls under municipal code 6-151 Humane animal care and keeping.Heather Hedrick said the public will be educated on tethering first,and then it will be enforced. 11. Discuss statistics on the number of ill animals euthanized based on time occupying the facility Damri Alcantara stated she is working with Dr. Melissa Draper on creating a Crystal Report to pull these statistics. 12. Discussion on the status of Rachel Rai Funds Heather Hedrick noted that the$30,000 check from the Rachel Ray Challenge was deposited into the general fiord and cannot be used until City Council approves it. Heather Hedrick stated this item will go to City Council on January 14`x',2014 and that the second reading will be done on January 2l't. 2014.Heather Hedrick asked how the Board would like see Rachel Ray fiords dispersed and recommended this item be added to the agenda in January. 13.
