Call to Order: The meeting was called to order by Dr. Barbara Whitlock at 12:33pm. 2. Brief Presentation regarding Plan CC Proiect Steven Bly read a brief presentation by Annika Gunning. 3. Discussion and Approval of Minutes from August 21,2014 Cheryl Martinez approves the minutes. Laina Schonefeld seconds 4. Discussion and Approval of Absences from August 21,2014 Dr. Barbara Whitlock states Harold Bennett was absent due to work related issues. Dr. Barbara Whitlock then states Megan Winn needs to be added to members absent on the minutes. 5. Discussion of Current Texas Department of State Health Services Region 11 Zoonosis Report No report available. Dr. Barbara Whitlock states that the report is provided by the state and has nothing to do with the advisory committee or the city.No further questions or discussions. 6. Discussion of Texas Parks and Wildlife report Dr. Barbara Whitlock states there were 2 captured Bats(none released),93 Opossums and 3 Squirrels. Dr. Barbara Whitlock wants a summary report for next advisory meeting. 7. Discussion of the Current Shelter Report Danni Alcantara states from the Shelter Report that there was an increase in dog adoptions this year compared to last year. Cats went down due to not in taking as many compared to last year. Euthanasia numbers went down this year compared to last year. Cheryl Martinez states why there was a number in Died in Kennel, Danni Alcantara states the animal was in foster care since we have the foster care program up and running. Bite case number looks up more than last year due to using the online forms.No further questions or discussions. 8. Discussion of the Current and Previous Clinic Report No Clinic Report due to loss of Vet tech.No further questions or discussions. 9. Discussion of the Status of Rachael Ray Grant Funds Steven Bly states that Commander John Houston is currently in discussion with vets to help assist us in handling with surgeries. Some will be in house and some will be out sourced out. The release of vouchers will be with the block walk using volunteer resources as well as animal control resources. Steven Bly states Commander Houston has more information about this. Cheryl Martinez states November 1st will be the first block walk. They will pass out flyers about free vaccinations and spay/neutering as well as free trolleys. November 8t1 will be the clinic date at Holy Family church.Another block walk is scheduled for the 1st of December. Edward Cruz states there will be an education sweep on the 6t1i of November. 10. Discussion,and reviews of Volunteer Programs Dr. Barbara Whitlock states Disccusion of Volunteer Programs does not need to be on the next agenda till further notice. 11. Discussion of items voted previously,i.e.Feral Cat Ordinace,Tethering Ordinance,Leg Trans, change in registration fee for unneutered pets,and Pet Data Information. Dr. Barbara Whitlock states the discussion of recommended ordinances changes from the committee that has voted and approved that have not gone to council. Tethering was passed sometime a couple of months ago, Leg traps was passed Oct of 2013. This was included in the revision when they went to revise the entire Animal Control ordinances.They were going to work on the language to specify that leg traps were not humane. Change in registration fees approved June of 2013 basically raised the fee for spay/neutered animals for 1 year to $5 and raise unaltered yearly registration to $35.Dr. Barbara Whitlock tables changes in registration fee to further notice,Megan Winn seconds.Pet data was discussed March of 2013; staff was considering this and it was table,there was never a formal vote. Dr. Barbara Whitlock to table Pet Data till next month. Discussion of tethering ordinance Dr. Barbara Whitlock motions to forward to council,motion was made, second was passed.. Discussion of feral cats needs to be reviewed and rethink on any changes. Cheryl Martinez tables till next month. Megan Winn seconds.No further questions or discussion. 12.
