1. Call to Order:
The meeting was called to order by Dr. Barbara Whitlock at 12:32pm.
2. Discussion and Approval of Minutes from October 16,2014
Dr. Barbara Whitlock states 411 says"Dr.Barbara Whitlock table changes in registration fee to further notice,
Megan Winn seconds"instead Cheryl Martinez made motion and Megan Winn seconds. Dr. Barbara Whitlock
states on 411 "Dr.Whitlock motions to forward to council"instead motion was made and second passed. Dr.
Barbara Whitlock also states on 411 "Dr. Whitlock tables till next month"instead motion was made, second
was passed. Cheryl Martinez states on 43 "Dr. Barbara Whitlock approves"Cheryl Martinez approved and
Laina Schonefeld seconds. Cheryl Martinez moves to approve the minutes,Harold Bennett seconds, all
approve,none oppose and none abstain.
3. Discussion and Approval of Absences from October 16,2014
Dr. Barbara Whitlock states Harold Bennett was absent due to work related issues as well as Megan Winn.
4. Discussion of Current Texas Department of State Health Services Region 11 Zoonosis Report
No report available.No further questions or discussions.
5. Discussion of Texas Parks and Wildlife Report
Dr. Barbara Whitlock states Opossums 91 released and 93 captured 1 Raccoon and 4 Squirrels.
6. Discussion of Current Shelter Report
Dr. Barbara Whitlock states the Adoptions went up from last year for the Month of October. Euthanasia went
up a bit from last year for the Month of October. Intake reports were slightly up by 32 dogs. Rescue report
numbers went up drastically from last year for the Month of October. Citations report went down from last
year from the Month of October,Edward Cruz commented that the officers are writing more citations for
different violations. Dr. Barbara Whitlock states Calls for Service reports went up, answering more calls than
last year for the Month of October. Megan Winn comments of Colorado 5016 rescue and would like to see
the paperwork for the next month meeting.No further questions or discussions.
7. Discussion of the Current and Previous Clinic Report
Dr. Barbara Whitlock states Surgery numbers are 146 for September and the Surgery numbers are 196 for the
month of October.No further questions or discussions.
8. Discussion of the Status of Rachel Ray Grant Funds
Cheryl Martinez asked how many surgeries have been done from the Rachel Ray Target funds? Steven Bly
comments that 0 have been done. Cheryl states on the record she is concerned about the Rachel Ray Grant
Funds not being able to be used by the end of March and the concern of that happening. This money has been
in the City Fund for over a year and how many animals could have been fixed by now. Cheryl stated concern
about the surgeries not being in-house since Dr. Draper is a high volume surgery vet. With the amount of
surgery packs and the new cages,there should be no reason why it is not being done in-house and even
started.. Steven Bly states he will take that concern back to Commander John Houston and Dr. Melissa Draper.

9. Discussion of City Plans
Steven Bly states he is still waiting on an actual map to give to the council;he only has the construction plans.
Steven suggests reading an overview. Dr. Barbara Whitlock states she would like a summary. Steven states
they have reworked the drains in the rooms all the rooms have multiple drains. Walls have been put up in the
Cat room and the garage is still the same just going to be a bit wider,when in the main building it will be weld
off, one of the sections will hold offices for Danni and another employee, a larger area will be the cat room.
They are prepping the Euthanasia room;they have removed the 3 mineral oil tanks and starting to pour a pad
over it. The expected completion date is July 3rd.No further questions or discussion.
10. Discussion of items voted previously,i.e.Feral Cat Ordinance,Tethering Ordinance,Leg Traps,
change in registration fee for unneutered pets and Pet Data Information
Joseph Brice states Commander John Houston is reviewing the Tethering Ordinance. Steven Bly states the
information was given to Commander John Houston which was previously being looked at by Commander
Todd Green and is in review with the fee structure. Feral Cat ordinance general Discussion within the
members;Discussion of TNR was brought up and Dr. Barbara Whitlock suggested a"Targeted TNR"within
the non-residential area.No further questions or discussion.

Cheryl Martinez moves to adjourn at 1:17 pm,Megan Winn seconds, all approve,none oppose and none
abstain.
