1. Call to Order:
The meeting was called to order by Dr. Barbara Whitlock at 12:31 P.M.
2. Discussion and Approval of Minutes from January 15,2015
Dr. Barbara Whitlock states that the minutes should be for November 20`h in the heading. Cheryl Martinez
states on 48 states"on the record she is concerned about the Rachel Ray Grand Funds not being able to be used
by the end of March and the concern of that happening. This money has been in the City Fund for over a year
and how many animals could have been fixed by now."Cheryl stated concern about the surgeries not being in-
house since Dr. Draper is a high volume surgery vet. With the amount of surgery packs and the new cages,
there should be no reason why it is not being done in-house and even started. The corrections were sent to
Jaydra. Dr. Barbara Whitlock states in 410"residential"should be"non residential". Cheryl states 42 should
say Approval of Minutes from Oct 16`h,43 should say there are no absence. 48 says"Cheryl states"and should
be changed to"asked",4 9 sentence number 2 should say"Steven suggest reading an overview"and 412
Recommendation regarding ordinance of licensing changing to spay/neuter wasn't discussed at the meeting it
was discussed after. Cheryl Martinez approve the minutes,Mark Phillips seconds.
3. Discussion and Approval of Absences from Nov 20,2014
Janet Strawn resigned,Laina Schonefield was work related and Mark Phillips was a family emergency. Cheryl
Martinez moves to approve the Approval of Absences,Harold Bennett seconds.
4. Discussion of Current Texas Department of State Health Services Region 11 Zoonosis Report
Dr. Barbara Whitlock states there was a summary report of 2014 from the State. Total of 27 of confirmed
rabies and 23 of 2013. Second page of the report states 44 confirmed rabies in 2013,broken down by County
District 11. Dr. Barbara Whitlock states it seems to be a mathematical error.No further questions or
discussion.
5. Discussion of Texas Parks and Wildlife Report
Dr. Barbara Whitlock states 48 opossums, 1 raccoon, 1 released.No further question or discussion.
6. Discussion of Current Shelter Report
Danni Alcantara states that November of 2014 went down in adoptions by 30 compared to 2013. December
stayed at the same both years and the live releases are doing very well. Euthanasia numbers went down in
November slightly in 2013. December went down by 60. Rescue numbers in both months in 2014 are way
higher compared to 2013. Cheryl Martinez states there are more citations in Nov then Dec. Edward Cruz states
reason why Nov is so low due to new officers being trained.Also same person would be getting citations over
and over but due to being fully staffed an officer can now concentrate on that person and call and to make sure
to be in compliance. Cheryl states in the bite case have you seen less of bites or increasing since fully staffed.
Edward states the increases in bites is the increase in awareness that is provided by our officers that are out in
the field education clinics and also the online form for bite cases,plus the two officers being fully dedicated to
only bites. There was a discussion between Cheryl Martinez and Commander John Houston about citation
levels.No further questions or discussions.
7. Discussion of the Current and Previous Clinic Report
Dr. Barbara Whitlock states Surgery numbers are 106 in November and 166 of December 2014.No further
questions or discussions.
8. Discussion of the Status of Rachael Ray Grant Funds
Discussions of the Rachael Ray Grant funds were discussed by Cheryl Martinez and Commander John
Houston. Surgeries will be done within the next week.No further questions or discussions.
9. Discussion of City Plans
Steven Bly states there is nothing further at this time.No further questions or discussion.
10. Discussion of items voted previously,i.e.Feral Cat Ordinance,Tethering Ordinance,Leg Traps,
change in registration fee for unneutered pets and Pet Data Information
Steven Bly states that we are exploring more vets to selling city license to get Pet Data. Commander John
Houston states the reason why we are not moving forward was because it was held up by city managers and he
had not proposed tethering ordinance to City Council because he felt it was going to be targeting the people
who do not have fences. Tethering Ordinance due to some parts of the city cannot have the tethering due to
some residents not having fences.
11. Discussion of Target TNR
Cheryl Martinez states the biggest issue is we do not need a permit. All over the country they are
doing Targeted TNR and it saves the amount of cats that are euthanized in the city. This is the
solution to a big cat problem,if we figured out the numbers out with the cost to euthanize a cat we can fix the
cats and let it go. TNR is being done and it not even legal in the city. This would be a great way to fix the cats
and not have a problem with a bunch of stray cats and focus more on dogs. Further discussion was discussed
between the board and Commander John Houston regarding information for next time.No further questions or
discussion.
12. Discussion of Impounding Ordinance(puppies being sold)
Edward Cruz states he would like the ability to impound the puppies and make the owners pay the
impoundment fees.No further question or discussions
13. Discussion and recommendation regarding ordinance for licensing to change to Sterilized instead
of Spayed/Neuter
Joseph Brice states Animal Control can interpret that ordinance as chemical sterilization as well.Further
discussion between the boards was discussed.No further questions or discussions
14. Discussion on Colorado 5010
Danni Alcantara states animals that were being transferred to Colorado were being pulled by the love of strays.
So that met our MOU in our agreement. It's not a rescue from Colorado that pulling it's the local rescue
pulling for Colorado.Further discussion that merges with 4 15.
15. Discussion and possible recommendation on 5010 pulling animals and being in compliance with
City Ordinance
Cheryl Martinez states on having rescues placing animals in homes that are not in compliances,Animal
Control should be a lot more diligent in checking this out. Danni Alcantara states we are in the process of
doing that,we also, along with checking on rescue we are doing spot checks on 5016 with the IRS to see if its
been pulled for any reason and if so you are no longer allowed until we get a resignation letter.Further
discussion between the board and Commander John Houston was discussed of the 5016 compliances.

Discussion and recommendation on City Screening Policy for Adopting Animals.

abstain.
