Call to Order: The meeting was called to order by Dr. Barbara Whitlock at 12:30 P.M. 2. Discussion and Approval of Minutes from January 21,2016 ACAS Meeting held January 21,2016-Discussion on corrections needing to be made. Cheryl Martinez approves meeting minutes with amendments. Mark Phillips seconds, all approve,none oppose. 3. Discussion and Approval of Absences from January 21,2016 Samantha Person was absent for January 21,2016 meeting for reasons unknown. 4. Discussion of Current Texas Department of State Health Services Region 11 Zoonosis Report Dr.Whitlock states Zoonosis Report is exact same report received last month. 5. Discussion of Parks and Wildlife Report General discussion on opossums caught for December. 6. Discussion of Current Shelter Report There was discussion on Shelter Report for December, and its inconsistency,revised is requested for December report. 7. Discussion of Current and Previous Clinic Report General discussion on Clinic Report for the month of December. 8. Discussion and possible recommendation of ordinance for dogs left in hot cars Captain White discusses how making an ordinance for dogs left in hot cars will not achieve what we truly want to achieve. He states that Chief Gutierrez suggested that if a dog is left in a hot car and is under distress it would be animal cruelty, dog could then be removed from car by PD for probable cause. Creating a fact sheet is discussed. 9. Discussion and update on new tethering ordinance and its impact Captain White discusses that tethering ordinance is law now but that not a single citation has been issued since its passing. 10. Discussion on gentlemen that emailed board rcgarding dog Mark Phillips helped. Discussion on letter sent to Mark Phillips regarding dog. 11. Public Comments Lisa Buckhold spoke regarding rescue groups. Vicky Piper spoke regarding fostering. Karen Turner spoke regarding number of dogs being euthanized. 12. Identify items to be placed on next agenda Cheryl Martinez moves to approve,Mark Phillips seconds.All in favor,none oppose. Items 1-7 Discussion of fact sheet regarding animals left in hot cars Further tethering ordinance update Discussion of animals being sent to foster care concerning neutering and heart worm testing Discussion of how rescue agencies have been researched before animals are released to them Discussion of Clinic Budget Discussion on euthanization rates and Asilomar Accords 12. Adjournment Adjourn 1:23 p.m. Cheryl Martinez moved to adjourn, Megan Tisdale seconds and adjournment passed unanimously.
