1. Call to Order:
The meeting was called to order by Dr. Barbara Whitlock at 12:31 P.M.
2. Discussion and Approval of Minutes from February 18,2016
Approval of revisions for Advisory Board Meeting held November 19,2015.
Approval of minutes for January 19,2016 Advisory Board Meeting.
Discussed revisions needing to be made for January 19,2016 Board Meeting.
Cheryl Martinez approves meeting minutes with amendments.
Megan Tisdale seconds, all approve,none oppose.
3. Discussion and Approval of Absences from February 18,2016
Samantha Person was absent for January 21,2016 meeting due to a work schedule conflict.
Megan Tisdale was absent for January 21,2016 meeting due to being ill.
Cheryl Martinez moves to approve absences,Mark Phillips seconds,none oppose.
4. Discussion of Current Texas Department of State Health Services Region 11 Zoonosis Report
Dr.Whitlock states there is a big jump in rabies according to Zoonosis Report compared to last year.
5. Discussion of Parks and Wildlife Report
General discussion on opossums caught for January.
6. Discussion of Current Shelter Report and Clinic Report
Discussion on Shelter Report for January, and its new format. PAAC/Dr. King assisted in January due to
Veterinarian being out. Discussion on citations being given.
7. Discussion and possible recommendation of ordinance for dogs left in hot cars
Cheryl Martinez discusses fact sheet created regarding dogs left in hot cars for the Police Department. It is
discussed that Dr.Whitlock and Cheryl Martinez will gather all information and put a chart together to be given
to Capt. White for review.
8. Discussion and update on new tethering ordinance and its impact
Captain White states that no citation has come across for tethering ordinance, citizens are not aware of this
ordinance, and Animal Care Officers do not have much time to be proactive in enforcing ordinance. Public
awareness would be helpful. Capt. White states he will make PIO aware.
9. Discussion of animals being sent to foster care concerning neutering and heartworm testing
Due to funding heartworm tests were not able to be given to animals prior to releasing them to rescue groups,
but Capt.White discusses how PARC,The Cattery,and Gulf Coast Humane Society donated heartworm test for
animals going to rescue groups. Discussion on follow-ups given to rescue groups and whether animals are being
vetted.
10. Discussion of how rescue agencies have been researched before animals are released to them
Capt. White discusses how ACS is making sure agencies are using their 5016, and that the person pulling
animals is the one responsible for making decisions for that agency. Internal audit is being conducted to ensure
this is being followed.
11. Discussion of Clinic Budget
Cheryl Martinez discusses how 80% of budget has been used already. Capt. White explains budget and what
line items are used. Cheryl Martinez offers help regarding where costs could be cut; Cheryl Martinez, Dr.
Whitlock, and Samantha Pearson will assist in this project.
12. Discussion on euthanization rates and Asilomar Accords
Cheryl Martinez discusses how in 2014-2015 fiscal year, ACS, euthanized 2399 animals, this year 368 have
been euthanized in 4 months, an average of 1,104 for this fiscal year, a more than 50% lower rate. Numbers
show ACS is progressing. Capt. White discusses how Asilomar Accords method is now being used to calculate
numbers.

The following citizens had comments:
Mark Crider spoke about a dog being tied on Savage Lane since 2014.
Stacy Palacios spoke about animals being reevaluated after intake.
Cindy Matlock spoke about spay/neuter

Adjourn 1:32 p.m. Cheryl Martinez moved to adjourn, Megan Winn seconds and adjournment passed
unanimously.
