ANIMAL CARE ADVISORY MEETING

Minutes for March 17,2016
Members Present: Dr. Barbara Whitlock,Mark Phillips, Cheryl Martinez, Samantha Person
Members Absent: Harold Bennett,Megan Tisdale,Megan Winn, Captain Christopher White
City Staff: Ana Lisa Puente,Jo Ann Martinez, Commander John Houston, Chief Mike Markle,

1. Call to Order:
The meeting was called to order by Dr. Barbara Whitlock at 12:30 P.M.
2. Discussion and Approval of Minutes from March 17,2016.
Discussed revisions needing to be made for February 18, 2016 Board Meeting.
Cheryl Martinez approves meeting minutes with amendments.
Mark Phillips seconds, all approve,none oppose.
3. Discussion and Approval of Absences from March 17,2016
Discussion of Harold Bennett's absences,Dr.Whitlock stated she will contact Harold Bennett about resignation.
4. Discussion of Current Texas Department of State Health Services Region 11 Zoonosis Report
Dr.Whitlock states same Zoonosis Report from February 18,2016 meeting. Commander Houston confirmed
it's a quarterly report.
5. Discussion of Parks and Wildlife Report
General discussion on opossums caught for February.
6. Discussion of Current Shelter Report and Clinic Report
Discussion on Shelter Report for February, and its new format. Difference in clinic report for 2015 and 2016
was the use of outside vets to finish out Rachel Ray Grant.
7. Discussion and possible recommendation of ordinance for dogs left in hot cars
Cheryl Martinez discusses fact sheets provided by her and Dr. Whitlock regarding dogs left in hot cars for the
Police Department.Joseph Brice questioned charts' sources and Commander Houston explained only a reference
point for Capt. White to review so he can create a chart for the police.
8. Discussion and update on new tethering ordinance and its impact
Cheryl Martinez discusses Captain White sending out information through PIO for tethering ordinance,citizens
are not aware of this ordinance. Commander Houston confirms that information will go out in conjunction with
other educational components through PD PIO and City PIO,generating media attention this month. Follow up
can be requested next month and press release will be available by next meeting.
9. Discussion of animals being sent to foster care concerning neutering and heartworm testing
No discussion was made on this.
10. Discussion of how rescue agencies have been researched before animals are released to them
No discussion was made on this.
11. Discussion of Clinic Budgct
Cheryl Martinez states that Samantha Person, Dr. Whitlock and herself met and reviewed clinic budget and
expenses. They made recommendations to Capt. White on ways to save and what to change. Comm. Houston
stated a contract is being worked on by city for supplies bid,the process takes a few months. Will be discussed
at later date when contract has been awarded.
12. Discussion on cuthanization rates and Asilomar Accords
No discussion was made on this.
13. Public Comments
The following citizens had comments:
Linda Gibeaut,410 Southern St, spoke about Asilomar Report.
Mark Crider,4402 Hart Rd, spoke about living conditions for a dog on Savage Lane since 2014.
14. Identify items to be placed on next agenda
Items 1-6
Discussion of status of release through PIO regarding tethering ordinance.
Discussion of responsible pet ownership class, "Doggie Defensive Driving", as an option for the courts to offer.
15. Adjournment
Adjourn 12:51 p.m. Cheryl Martinez moved to adjourn, Samantha Person seconds and adjournment passed
unanimously.
