Call to Order: The meeting was called to order by Cheryl Martinez at 12:30 P.M. 2. Discussion and Approval of Minutes from September 15,2016. Samantha Pearson moved to approve meeting minutes, Michelle Sanders seconded and motion passed unanimously. 3. Discussion and Approval of Absences from September 15,2016 There were no absences. 4. Discussion of Current Texas Department of State Health Services Region 11 Zoonosis Report There was general discussion of quarterly report. 5. Discussion of Parks and Wildlife Report There was general discussion on report. 6. Discussion of Current Shelter Report and Clinic Report There was general discussion on Shelter Report for September. Cheryl Martinez asked why there was only one citation handed out for tethering the month of September,and Captain Broyles stated he would ask his staff why. 7. Advisory Board Vacancy Cheryl Martinez discusses email sent out to board regarding vacancies and how voting will not take place until after elections. 8. Discussion and update on responsible pet ownership class ordinance Captain Broyles states that a discussion with Judge Gayle Loeb was held. Judge Loeb had many questions especially regarding funding. Captain Broyles states he would like to try having a class one day a month, aimed at the general public, and depending on the turn out t it can move from there. 9. Discussion on TNR Cheryl Martinez spoke about an idea of having the Program Manager create a policy regarding TNR. Captain Broyles said he would look into this idea. 10. Discussion and recommendation on ordinance allowing ACS Officers to impound puppies being sold illegally. Cheryl Martinez spoke about how back in June of 2015 Captain White took this off of the agenda because staff did not follow up. Staff has now asked that this be put back on the agenda. More information was requested to go further. 11. Discussion and informing advisory process of a ride along with ACS Officers Captain Broyles states that after speaking to Buck Brice regarding a ride along he suggested it not happen.After a brief discussion with Commander Isaacs it is clarified that it is only the Advisory Board Committee requesting a ride along. Captain Broyles and Commander Isaacs state they will get more information. 12. Identify items to be placed on next agenda Items 1-6 Animal Care Advisory Board Vacancy Discussion and update on responsible pet ownership class ordinance Discussion and recommendation for TNR ordinance Public Comments 13. Public Comments Linda Gibeaut spoke regarding volunteering and how more volunteers are needed. 14.
