ANIMAL CARE ADVISORY MEETING

Minutes from November 17,2016 Meeting
Members Present: Cheryl Martinez, Samantha Person,Megan Winn,

1. Call to Order:
The meeting was called to order by Cheryl Martinez at 12:31 P.M.
2. Discussion and Approval of Minutes from October 20,2016.
Samantha Person moved to approve meeting minutes, Michelle Sanders seconded and motion passed
unanimously.
3. Discussion and Approval of Absences from October 20,2016
Megan Winn was absent due to being out of town. Michelle Sanders moved to approve absence, Samantha
Person seconded and motion passed unanimously.
4. Discussion of Current Texas Department of State Health Services Region 11 Zoonosis Report
There was general discussion of quarterly report.
5. Discussion of Parks and Wildlife Report
There was general discussion on report.
6. Discussion of Current Shelter Report and Clinic Report
Captain Broyles explains the numbers for October's report. He states there is a drop in the amount of incoming
animals that is possibly due to the preliminary owner surrender program. Euthanasia numbers were down, and
rescue numbers were up for the month of October.
7. Discussion and update on responsible pet ownership class
Captain Broyles states there is a date set up for a train the trainer. PAAC will be training the four or five Animal
Care staff members that have been selected to teach the class. He states the goal is to have the class up and
running by December.
8. Discussion and update on TNR ordinance
Commander Isaacks states she spoke to Chief Markle about the TNR ordinance, but due to the City's budget
constraint it is not something that can be done at this time.
Assistant Chief Schauer recommends a City Council member to perhaps sponsor this action since it is up to the
council to decide.
9. Discussion and recommendation on ordinance allowing ACS Officers to impound puppies being sold
illegally
Captain Broyles states that due to the lengthy process of having to impound puppies,that would be evidence, it
is not something that can be done at this moment.
10. Discussion and possible recommendation of a mandatory spaying and neutering ordinance
Cheryl Martinez states that a mandatory spaying and neutering ordinance is not recommended. National
organizations are all against this as a city ordinance. Case studies show more animals are killed when it is a city
ordinance. The advisory showed no interest in moving forward with this item.
11. Discussion and informing advisory process of a ride along with ACS Officers
Captain Broyles states that Advisory Board Members will need to go through a brief training of do's and don'ts
before a ride along happens. He states it will be around the beginning of December when a ride along can be
scheduled.

Discussion and update on responsible pet ownership class ordinance.

Adjourn 1:07 p.m. Megan Winn moved to adjourn, Michelle Sanders seconded, adjournment passed
unanimously.
