HomeMy WebLinkAboutMinutes Animal Care Advisory Committee - 07/19/2018MINUTES OF THE CITY OF CORPUS CHRISTI ANEULAL CARE ADVISORY MEETING Conference Room, 2626 Holly Minutes from July 19, 2018 Members Present: Margaret Obregon, Sharon Ray, Linda Gibeaut, Karla Lofton, and Connie Bowen Members Absent: None City Staff: Captain Patrick McMenamy, Mike Gillis, Tom Brown, and Jackie Torres Public Present: Cheryl Martinez, Barbara Brinkman and Lisa Buckholtz 1. Call to Order: The meeting was called to order by Ms. Gibeaut at 12:30 P.M. 2. Discussion of AdvisoKy Committee Processes Procedures and Roberts Rules of Order for Meetin s Ms. Obregon motioned to enable the Board to create subcommittees for various processes and procedures, second was made by Ms. Loften, the motion passed unanimously. 3. Discussion and ApRroval of Minutes from .lune 21 2018 Ms. Ray moved to approve the minutes, Ms. Bowen seconded, and the motion passed unanimously. 4. Discussion and Approval of Absences from dune 21, 2018 There being no absences Motion to approve was made by Ms. Obregon and seconded by Ms. Lofton, the motion passed unanimously. 5. Discussion of Current Texas Department of State Health Services Region 11 Zoonosis Report There was no Discussion. 6. Discussion of Current Shelter Report and Clinic Re ort Ms. Gibeaut made note of the live -release numbers down in June. Mr. Gillis expects that the numbers will be higher in July due to an increase in the Rescues involvement. The number of Rescues pulling from the shelter was down in June. Mr. Loften inquired about parvo affected puppies and how they were accounted for after the parvo outbreak. Mr. Gillis stated that Rescues assisted with transferring them out of the facility. Ms. Gibeaut then noted the stay times were down due to the movement also. Ms. Bowen noted that the number of citations issued was up. Mr. Gillis stated as of the meeting the number of citations issued was 207. Mr. Gillis also stated that there would be a Responsible Pet Owner class was conducted last Saturday with a total of 14 participants (7 court ordered, and 7 voluntary). 7. Status of recommended tethering ordinance Ms. Gibeaut inquired on the number of dangerous dog complaints are followed up on each month. Captain McMenamy stated the owners must provide proof of the requirements being met, but that ACO's don't routinely go to the residences to inspect. Ms. Gibeaut asked who designated the "dangerous dog" assignment to which Captain McMenamy stated that "we do" based upon affidavits from victims. Ms. Bowen mentioned that State Laws are not mentioned in City ordinances and asked if they should be to help citizens better understand like other Cities do. Ms. Lofton clarified her question by adding that it also helps the ACO's when enforcing ordinances, to which Captain agreed. Ms. Gibeaut suggested that a subcommittee be formed to consider the options. 8. Review of Tethering Ordinance Captain McMenamy informed the board that per Commander Houston the ordinance will not be moving forward at this time. Ms. Gibeaut requested a copy of the submitted suggestion for review. 9. Review and Discuss formation of a subcommittee regarding Volunteers Ms. Gibeaut noted a need for "1 -time" volunteers to participate in various small events that would not have to undergo the long volunteer application process and background checks. Ms. Bowen volunteered to be a part of the subcommittee as did Ms. Loften and Ms. Obregon. Ms. Loften motioned to form the subcommittee, second was :made by Ms. Bowen which passed unanimously. 10. Public Comments Comments and praise were provided through public comment for the notable hard work displayed by CCACS employees. Additional comments included a request for consideration to allow adoptions to trump rescues for animals held at CCACS. The final public comment was advice to the Board on how to submit ordinance proposals directly to the City Council for consideration. 11. Identify items to be placed on next agenda Items 1- 7, add discussion and possible action for subcommittee formation for ordinances and actions, City Ordinance Chapter 6, Article 5; Pursuit of Animals, City Animal Adoption Fee and Applications, and keep all other items. 12. Adiournment There was a motion to adjourn made by Ms. Bowen and seconded by Ms. Loflen, meeting was adjourned at 12:52 p.m. City Of Corpus ."
