ANIMAL CARE ADVISORY MEETING

Minutes from December 13, 2018
Members Present: Linda Gibeaut, Margaret Obregon, Connie Baird Bowen, and Sharon Ray
Members Absent: Karla Loften
City Staff: Mike Gillis, Tom Brown, and Jackie Torres (absent, Captain McMenamy)
Public Present: None
I. Call to Order
The meeting was called to order by Ms. Gibeaut at 12:33 p.m.
II. Roll Call of Members
Roll was called, and a quorum was confirmed.
III. Discussion and Approval of Minutes from November 15 2018
Ms. Bowen moved to approve the minutes, Ms. Obregon seconded the motion which passed unanimously.
IV. Discussion and Approval of Absences from November 15 2018
Ms. Ray was absent. Ms. Bowen moved to approve absence, seconded by Ms. Obregon the motion
passed unanimously.
V. Department Presentation and Discussion
Region 11 Zoonosis Report — Mr. Gillis highlighted the last known case of rabies being February —
being a bat. No questions were raised regarding the report.
Current Shelter Report and Clinic Report — Ms. Gibeaut noted a reduction in the overall live
release rate for dogs, but cats increased. She further inquired how the shelter gets cats. Mr. Gillis
replied stating that confiscation from hoarding cases is a source in addition to sick or injured. Ms.
Gibeaut noted that the average length (13) of stay exceeds the goal of 9 to 10. She asked if this
number included confiscations to which Mr. Gillis said once an investigation is concluded that they
are included. Ms. Gibeaut stated that the live release team is doing a great job on Facebook to which
the pictures are being shared on other Facebook pages. Mr. Gillis added that we will be holding an
adoption event at the La Palmera Mall very soon and educational information will be provided too.
Ms. Bowen raised questions regarding the total dog numbers on the report to which Mr. Gillis stated
he would need to get back with explanations. Ms. Obregon inquired about the number of euthanasia
if they were included in the outgoing numbers, to which Mr. Gillis replied no. Mr. Gillis also added
that the number of citations for violations has increased.
Program Manager Update - Mr. Gillis noted the construction/remodeling of the old "Kittyville"
building has begun with an expected completion date in the end of January 2019. There will be 19
additional kennels with this construction. Mr. Gillis added that a grant was received from the Coastal
Bend Community Foundation for the purchase of new Karanda beds for the new kennels. He also
added that a night shift officer has been added. They will remain in house except to answer priority
calls. Mr. Gillis noted that employee retention is very high right now and that staffing was nearly a
maximum. There are 19 Control Officers. Staffing on weekends has improved due to the high
retention rate. Ms. Gibeaut added that the kennel staff is hard working, polite and she is very
impressed. They have a better of sense of reading animals and socializing them.
VI. Subcommittee Reports
• Ordinances — Ms. Bowen stated that she has been communicating with Waco and Dallas regarding
their spay/neuter ordinances which are not mandatory programs. She described some of the
characteristics, compared/contrasted the different programs. Ms. Ray added the methodology Gulf
Coast Humane Society has adopted for low-cost spay/neuter. Ms. Bowen and Mr. Gillis will meet to
discuss additional information regarding these programs/processes.
+ Volunteer Recruitment — Ms. Gibeaut needs to obtain a copy of the existing application to make
recommendations. Ms. Bowen wasn't clear on what duties the volunteers can/cannot perform. It was
decided that additional subcommittee meetings are needed to discuss the program.
VII. Old Business for Discussion and Possible Action
+ City Animal Adoption Fee and Applications — Ms. Gibeaut asked that a copy of the application be
provided for review and recommendations.
+ City Ordinance regarding Tethering — Mr. Gillis stated that Commander (now Deputy Chief) Bowers
is supportive of the recommendation and the draft has been submitted to the City Attorney for review.
Once final approval is given it will be submitted by City Attorney for City Council agenda.
VIII. New Business for Discussion and Possible Action
+ Consideration for a Cruelty Task Force — Ms. Gibeaut noted that Ms. Loften is not present to discuss
the idea further. Ms. Ray added that Gulf Coast Humane Society is interested in being part of such
a Task Force. Mr. Gillis added that with only one veterinarian the process is quite difficult. Ms. Ray
offered the veterinarians that work with the Humane Society to assist.
IX. Public Comments
There were no members of the public present.
X. Identify items to be placed on next agenda
Add to New Business, "attendance of committee members" and "discuss excessive absences" of said
members. Add discussion of the number of "open committee vacancies" in addition to the
"ability/process to move committee members to different roles." Include discussion of the "recidivism
rate for animals returned to CCACS" through owner surrender or stray pickup. Under Old Business keep
"City Adoption Fee and Applications", "City Ordinance regarding Tethering" and "formation of Cruelty
Task Force" discussion and possible formation.
XI. Adjournment
There was a motion to adjourn by Ms. Ray with second by Ms. Obregon, all being in favor the meeting
was adjourned at 1:17 p.m..
