Minutes from January 17, 2019
Members Present: Linda Gibeaut, Margaret Obregon, Connie Baird Bowen, and Sharon Ray
Members Absent: Karla Loften - Resigned
City Staff: Mike Gillis, Tom Brown, Jackie Tones, Buck Brice
Public Present: None
I. Call to Order
The meeting was called to order by Ms. Gibeaut at 12:38 p.m.
H. Roll Call of Members
Roll was called, and a quorum was confirmed.
ID. Discussion and Approval of Minutes from December 13, 2018
Ms. Ray moved to approve the minutes, Ms. Obregon seconded the motion which passed unanimously.
IV. Discussion and Approval of Absences from December 13, 201
Ms. Gibeaut noted that Captain McMenamy is no longer in the Chain of Command, and that Ms. Loften
has resigned. There was no additional discussion.
V. Department Presentation and Discussion
Region 11 Zoonosis Report — Mr. Gillis no increases in rabies cases from the report. No questions
were raised regarding the report.
Current Shelter Report and Clinic Report — Ms. Gibeaut noted an upward trend in violations
continues. She added that live release of cats remains low to which Mr. Gillis stated that feral cats
and hoarding cases, i.e. the Waco Street case in addition to ringworm have impacted release numbers.
Mr. Gillis added that the ill cats were treated by interns under the direction and supervision of Dr.
Draper and added that the outcome is difficult due to the health conditions. There were no additional
questions.
Program Manager Update - Mr. Gillis stated that violations for 2018 were 87% higher than 2017.
Live release for dogs was 86.2% and for cats 58.6%, but very close in comparison to 2017
percentages. Total live release for 2018 was 80.16% and 79% for 2017. Mr. Gillis then added that
American Pets Alive Conference will be held February I$t and that he and another member of the
staff would be attending for free due to Maddie's Fund and American Pets Alive providing funding.
He added that City Councilman Ben Molina will attend also, staying an extra day with Mr. Gillis to
discuss some needed resources with Maddie's fund and American Pets Alive. Mr. Gillis noted that
the kennel construction delay appears to be weather related, but construction is expected to be
completed near the end of February. Additionally, he added that ACO staffing is down by 3. One
of the new ACO's reverted to a Kennel Technician to take charge of the Live Release program,
another resigned to become and ACO in Refugio, TX, and another candidate did not pass the
background process. No additional questions were raised.
VI. Subcommittee Reports
Ms. Gibeaut noted that Ms. Loften was the lead on the subcommittee's, but due to her resignation
there is no information. Ms. Gibeaut asked for a motion to table the subcommittees until a full board
could be put into place. The motion was made by Ms. Bowen and second by Ms. Obregon and passed
unanimously.

VII. Old Business for Discussion and Possible Action
City Animal Adoption Fee and Applications — Ms. Gibeaut asked for a copy of the application
document of which was provided for the board to review. Ms. Tones provided some clarification to
questions regarding "is this pet for you or someone else," "who is your current veterinarian," "do you
have a fenced yard," and "current vaccinations." Ms. Gibeaut asked how the Shelter handles an
animal which is returned after an adoption. Mr. Gillis and Ms. Torres provided clarification in that
each scenario is generally handled on a case-by-case basis and clarification of owner surrender versus
return. A refund is not provided by the City. Mr. Bowen asked what the process would be to increase
the adoption fee. Mr. Brice stated that City Council would have to adopt a resolution to the Fee
Schedule.
City Ordinance regarding Tethering — Mr. Gillis stated that the ordinance is still in the process for
review/approval with City Council, but he has no concern that it won't pass as submitted.
Cruelty Task Force — Ms. Gibeaut noted that this too was Ms. Loften's initiative. Ms. Ray noted that
Gulf Coast Humane Society is interested in providing any assistance possible to support such an
initiative. Ms. Gibeaut indicated that such an idea may go beyond the prevue of this committee and
that perhaps the District Attorney's office may be more suited. Ms. Ray reiterated that any assistance
that could be provided is available through Gulf Coast Humane Society, i.e. x-rays, etc. Mr. Gillis
added that Dr. Draper will accept all assistance with animal cruelty cases. Ms. Gibeaut asked for a
motion to remove this item from the Commission agenda and refer the discussion to Mr. Gillis and
Gulf Coast Humane Society. Ms. Bowen motioned to remove the item from the agenda, second by
Ms. Obregon and it passed unanimously.
VIII. New Business for Discussion and Possible Action
Committee meeting attendance, excessive absences, vacancies and position assignments — Ms.
Bowen inquired if there is already something in place that addresses this. Ms. Gibeaut added that it
is addressed within the Committee bylaws and recited the sections in question. Since Ms. Loften has
already resigned there was no additional action to be taken. No additional discussion was raised.
Recidivism rate for animals returned to CCACS via owner surrender and stray pickup — Ms. Gibeaut
noted that she has been working with Dr. Draper to obtain the information, but it is not a report
contained within Chameleon. Dr. Draper believes that she may be able to data mine but will continue
to work on this to see if it can be done. No additional questions were raised.
Breeding Ordinance, San Antonio — Ms. Gibeaut states that she spoke with Dr. Draper who wrote
the original breeding ordinance for San Antonio. Ms. Gibeaut mentioned that the real problem is
with the community, not with CCACS policies or procedures. The issue should be addressed at a
community level for consideration. Ms. Gibeaut thinks that there is much more information needed
to help determine the benefit. Mr. Gillis added that discussion with other cities regarding their
success or failure rate with similar programs is in order. Ms. Gibeaut suggested to table the idea until
after the February conference to hear what Mr. Gillis finds through discussions in Austin to which
Ms. Bowen agreed.
IX. Public Comments
There were no members of the public present.
X. Identify items to be placed on next agenda
Remove "City Animal Adoption Fee and Applications," "Committee meeting attendance, excessive
absences, vacancies and position assignments," and "Cruelty Task Force. For Old Business keep "City
Ordinance regarding Tethering," "Recidivism rate for animals returned to CCACS via owner surrender
and stray pickup," and `Breeding Ordinance."
XI. Adjournment
There was a motion to adjourn by Ms. Ray with second by Ms. Obregon, all being in favor the meeting
was unanimously adjourned at 1:23 p.m.
