HomeMy WebLinkAboutMinutes Animal Care Advisory Committee - 05/16/2019MINUTES OF THE CITY OF CORPUS CHRISTI ANIMAL CARE ADVISORY MEETING Conference Room, 2626 Holly Minutes from May 16, 2019 Members Present: Linda Gibeaut, Margaret Obregon, Connie Baird Bowen, and Sharon Ray Members Absent: None City Staff: Mike Gillis, Jackie Torres, Elizabeth Atwood Public Present: Jarvis Amaya, Deborah Shores L Call to Order The meeting was called to order by Ms. Gibeaut at 12:35 p.m. II. Roll Call of Members Roll was called, and a quorum was confirmed. III. Discussion and Approval of Minutes from January 17, 2019 Ms. Gibeaut moved to approve the minutes. It was stated no minutes due to Tom Brown being reassigned. IV. Discussion and Approval of Absences from January 17, 2019 None V. Department Presentation and Discussion • Region 11 Zoonosis Report — 3 confirmed bat rabies noted. No questions were raised regarding the report. • Current Shelter Report and Clinic Report — Mr. Gillis stated total live release up from 2018 80.67% and 2019 is 87.99%. April total live release was 88.3%. Cats are also up from 2018 at 45.57% to 71.84%. Credit was given to the kitten nursery with bottle fed babies. 72 kittens have graduated from the bottle-feeding class. The new nursery has been well received by the public. Ms. Gibeaut added how impressed she was with the live release rate being up and thanked Mr. Gillis and his staff. Mr. Gillis stated how pleased he was with consistent staffing levels. Adding almost all 19 slots for ACO's are filled with two in background check stage. • Program Manager Update — Mr. Gillis stated the Wolf Pack Program is exceeding expectations bringing in new foot traffic to the facility. Incarnate Word Academy planned a field trip to read to the dogs with third and fourth graders. Girl Scouts are planning a Silver Badge project around the animals. Mr. Gillis also stated he was pleased to announce a $5000 innovation grant last week to assist in kicking off a fostering program. Subcommittee Reports Bypass • Ordinances—Bypass • Volunteer Recruitment — Bypass VI. Old Business for Discussion and Possible Action • Recidivism rate for animals returned to CCACS via owner surrender and stray pickup —Dr. Draper is continuing to try to obtain the information, but it is not a report contained within Chameleon. Dr. Draper believes that she may be able to data mine but will continue to work on this to see if it can be done. • City Ordinance regarding Tethering — Motion passes to table. New state law covers Tethering. • Breeding Ordinance — Motion passes to table. May be added at another time. VII. New Business for Discussion and Possible Action • Spay and Neuter Ordinance, Mr. Gillis stated this is our number one issue, however, the problem that we may have is enforcement. The concern is, do we want to punish and already deprived community. Comment was made that grants are no longer being given. Continue to discuss next month. Ms. Gibeaut will contact San Antoni and stated more research needs to be done. • Meeting date and time change, 31 Wednesday of every month at 12:30 p.m. Motion passes to change date and time. VIII.
