Patrick McMenamy Public Present: Jarvis Amaya and Terry Palmer I. Call to Order The meeting was called to order by Ms. Gibeaut at 12:32 p.m. H. Roll Call of Members Roil was called, and a quorum was confirmed. Ill. Discussion and Approval of Minutes from June 19t6.2019 Ms. Gibeaut moved to approve the minutes. IV. Discussion and Approval of Absences from June 1". 2019 Sharon Ray V. Department Presentation and Discussion Region 11 Zoonosis Report — 3 confirmed bat rabies noted. No questions were raised regarding the report. Current Shelter Report and Clinic Report — Mr. Gillis stated dog live release up from 2018 89.46% and 2019 is 90.68%. May total live release was 78.70%. Cats are down 2018 at 67.36% to 50.98%. Mr. Gillis stated for cats there was a lack of rescues and fosters, plus being kitten season. Program Manager Update — Mr. Gillis stated new kennel construction is underway for 19 new kennels. Funding has been approved for a new backup generator. The generator is slated to be up and running by September 301s and will provide power to the entire campus including vector. 17 of 19 ACO positions are filled. Mr. Gillis added CCACS will participate at City Hall in the Mall on June 291 from 11-5. Welcome Michelle Jorgensen who has taken over Tom Browns position. A new volunteer application has been implemented. The new application is shorter and volunteer friendly to fill -out. Mr. Gillis is working on a volunteer kiosk for volunteers to sign in and out. The kiosk will provide accurate volunteer hours. Now staffed with 3 cruelty offices. Subcommittee Reports • Ordinances - Bypass • Volunteer Recruitment - Bypass • Tethering Ordinances - New VI. Old Business for Discussion and Possible Action • Spay and Neuter Ordinance • Motion to create Subcommittee consisting of Deborah Shores, Juliana Carlisle, and Connie Bowen for tethering subcommittee passed VII. New Business for Discussion and Possible Action • Tethering Ordinance VIII. Public Comments Jarvis Amaya- Asked the board to consider mirroring the state tethering ordinance in place of current city ordinances. Mr. Amaya also suggested looking into El Paso and San Antonio's Spay/Neuter ordinances because he believes they are written well. Tent' Palmer- Inquired on registration of microchips. Jackie Torres answered questions after meeting. IX. Identify items to be placed on neat agenda For Old Business keep "Spay and Neuter Ordinance". X. Adiournment There was a motion to adjourn by Ms. Gibeaut with second by Ms. Obregon, all being in favor the meeting was unanimously adjourned at 1:27 p.m. Ronald D. Rabies Cases by species A decomposed cat, a decomposed raccoon and a ! n„_a decomposed bat were also investigated.
