ANIMAL CARE ADVISORY MEETING

Minutes from July 17th, 2019
Members Present: Margaret Obregon, Juliana Carlisle, Sharon Ray and Deborah Shores
Members Absent: Linda Gibeaut, Connie Baird Bowen
City Staff: Mike Gillis, Jackie Tones, Michelle Jorgensen
Public Present: Barbara Brinkman and Juan Ramirez
I. Call to Order
The meeting was called to order by Mrs. Margaret Obregon at 12:29 p.m.
II. RoR Call of Members
Roll was called, and a quorum was confirmed.
III. Discussion and Approval of Minutes from July 171, 201
Mrs. Margaret Obregon motioned to approve the minutes. Juliana Carlisle seconded the motion which
passed unanimously.
IV. Discussion and Approval of Absences from July 171. 2019
Linda Gibeaut and Connie Baird Bowen were absent. Mrs. Margaret Obregon motioned to approve
absences. Seconded by Juliana Carlisle and motion passed unanimously.
V. Department Presentation and Discussion
• Region 11 Zoonosis Report — 3 confirmed bat rabies noted. No questions were raised regarding the
report.
• Current Shelter Report and Clinic Report — Mr. Gillis asked attendees to review the handout for
June and would answer any questions if needed. Mrs. Margaret Obregon stated the live release rate
looks great and hopes to maintain. Mr. Gillis stated live release rate YTD is holding steady at 86.6
for both cats and dogs.
• Program Manager Update — Mr. Gillis stated the citations will start to appear lower for failure to
provide food/water and shelter due to state law. ACO's would need to pursuit animal cruelty cases
instead of citations. It will be more work for CCACS however, makes sense. New Kennels are
continuing to be worked on and assuming project will be complete at the end of August. Increase in
kennels by 20% with no increase in kennel staff. Budgeting for 3 additional kennel staff however,
not approved yet.

VIII. Public Comments
Barbara Brinkman has concerns about 7 dogs being EU'd in the last two weeks. She feels the dogs are
adoptable and seeks help from Gulf Coast to start tagging healthy dogs for rescue prior to EU.
IX. Identify items to be ulaeed on next agenda
For Old Business keep "Spay and Neuter Ordinance".
X. Adjournment
There was a motion to adjourn by Ms. Juliana Carlisle, seconded by Ms. Deborah Shores all being in
favor the meeting was unanimously adjourned at 12:42 p.m.
