HomeMy WebLinkAboutMinutes Animal Care Advisory Committee - 10/16/2019MINUTES OF THE CITY OF CORPUS CHRISTI ANIMAL CARE ADVISORY MEETING Conference Room, 2626 Holly Minutes from October 161 ` 2019 Members Present: Linda Gibeaut, Margaret Obregon, Connie Bowen, Jarvis Amaya, Juliana Carlisle, Sharon Ray Members Absent: Deborah Shores City Staff: Mike Gillis, Jackie Torres, Michelle Jorgensen Public Present: None L Call to order The meeting was called to order by Connie Bowen at 12:42 p.m. II. Roll Call of Members Roll was called, and a quorum was confirmed. III. Discussion and Approval of Minutes from September 18e' , 2019 Linda Gibeaut motioned to approve the minutes. The motion was seconded by Jarvis Amaya and the motion passed unanimously. W. Discussion and Approval of Absences from September 18*, 2019 to approve. The motion was seconded and passed unanimously, V. Department Presentation and Discussion Region 11 Zoonosis Report — There were 2 confirmed rabies cases with coyotes in Travis County last month. Mr. Gillis adds that it is tick season and ticks carry diseases that can be contracted by humans. There were no questions were raised regarding the report. Current Shelter Report and Clinic Report—Mr. Gillis referred to September live release numbers. For dogs the live release rate was over 95%. The live release rate for cats was at 75.8%. Ms. Carlisle questioned the euthanized rate on cats. Mr. Gillis confirmed that was due to medically necessary reasons and not due to space. The overall rate for September is at 87.76 % and calendar year $7.1%. Mr. Gillis anticipates our end of year rate to be at or close to the goal of 90%. He also added the spay/neuter numbers from 2018 to 2019 on the clinic report have doubled. Ms. Sharon Ray and Mr. Gillis discussed getting another vet on board to relieve the spay/neuter work load on clinic. Program Manager Update — Mr. Gillis announced the number of calls for service are up from last year. They were at about 1800 in 2018 and on track to be at 2200 for 2019. Ms. Gibeaut suggested it may be to the City app that allows citizens to make reports and Mr. Gillis agreed that may be a contributing factor. Ms. Bowen inquired on time it takes to complete a call for service. Mr. Gillis explained the various factors, priorities, space and number of calls for service. Ms. Carlisle asked if she could share the reporting/call for service process. Mr. Gillis approved and explained that the timeframe to respond to calls for service is a plan and not a guarantee, therefore is not posted on social media. Ms. Bowen inquired on a citizen bringing in a stray drop off. Mr. Gillis confirmed a citizen may drop off, space permitting and is different than an owner surrender in which an appointment is needed. Mr. Gillis stated that the owner of the parakeets dropped the appeal and can leave to rescue, freeing up space in receiving. Ms. Gibeaut commended that our average length of stay was down yet live release numbers were high, also that our violation numbers went up. Mr. Gillis discussed open positions. There are 4 Animal Care Officer positions available, one Live Release and 3 Kennel Technicians. Empty the shelter event brought in approximately 500 citizens to the shelter resulting in almost 300 animals being microchipped and 35 adoptions. There were few adoptable cats and will plan for more at the next event. Mr. Gillis announced a training for shelter staff, volunteers as well as rescues/fosters that will be held November 6's to November 9'b. In efforts to control the cat population we will continuing community cat spay/neuters.
