CALL TO ORDER - The regular meeting of the Arts and Cultural Commission was called to order at
4:10 pm by Chair, Heidi Hovda.
II. ROLL CALL - The recording secretary called roll, announced quorum.
III. APPROVAL OF MINUTES
• Special called meeting April 24, 2012
i. Sentence correction on New Business Item 3. Dianna made a motion to approve the
minutes as amended. Joye seconded. Minutes were approved.
IV. PUBLIC COMMENT — None.
V. OLD BUSINESS (DISCUSSION / POSSIBLE ACTION)
i. HOT Funds for arts
1. Stacie took feedback from ACC and presented to Assistant City Manager Margie
Rose. Tomorrow, Ms. Rose will give the presentation on the Application Process
for Arts Funding. Presentation gives details of how process was developed and
why. Calendar was shifted so applications don't come in till an amount has been
determined. Anything over $35,000 would require an economic study, and City will
work with ACC in determining what qualifies as bringing heads in beds. The steps
of the process begin with Finance determining what kind of funding will be
available in around March. Letters will be sent to past applicants in July letting
them know they will be able to apply. Applications will be available in August on
the 16th. August 17th through 31 the eligibility team will determine if applicant
meets qualifications to receive HOT funding. The ACC will then be notified and will
award funds based on sub -grant criteria such as artistic merit. The ACC will then
notify applicants and issue contracts to recipients. If applicants make it to the ACC
for review, they are eligible to receive HOT funds as they have been qualified by
the eligibility team.
2. The ACC used to receive General Fund money, but receiving it again is unlikely.
Organizations need to focus on bigger programs that are more likely to promote
tourism. The ACC will help develop a strategy to help them focus on their larger
programs. Concerns were expressed regarding larger arts organizations receiving
funding. ACC requested the revised application be emailed to commission
members. Estimated amount of HOT funding awarded to ACC is $140,000.
Commission asked how amount was determined. HOT funds are divided among
CVB, Beach Maintenance, American Bank Center, etc. Remaining funds were
awarded to ACC for sub - granting.
VI. NEW BUSINESS (DISCUSSION / POSSIBLE ACTION)
i. Travel request for June 8 -10 Americans in the Arts Annual Conference, San Antonio (Joye)
1. Annual conference will be held in San Antonio. Joye suggested using money from
P.A.L.S. to pay for commission member's registration to encourage attendance.
Heidi suggested using funds from P.A.L.S. only if there was a previous balance.
ACC agreed they would rather not use P.A.L.S. funds for the conference.
