I. CALL TO ORDER - The regular meeting of the Arts and Cultural Commission was called to order at 4:02 p.m. by Heidi Hovda. II. ROLL CALL-The recording secretary called roll, announced quorum. Joe Schenk made a motion to excuse Paul Duke's absence from the April 9, 2013 meeting. Brad Kisner seconded. Motion passed. Joe Schenk made a motion to excuse Brad Kisner's absence from the May 14, 2013 meeting. Karina Carlisle seconded. Motion passed. III. APPROVAL OF MINUTES a) Regular Meeting May 14, 2013 Joe Schenk made a motion to approve the minutes. Brad Kisner seconded. Minutes were approved. IV. PUBLIC COMMENT— None V. OLD BUSINESS (DISCUSSION/ POSSIBLE ACTION) Jack Gron Reception Reba George gave an update on the Gron sculpture reception at the Police Department. The Artist's reception will be held at 11:30 am on Wednesday, June 12". Heidi Hovda, the Police Chief, the Mayor, and the Artist will be briefly speaking and the plaque from Aloe Tile will be unveiled. Art Maintenance Reba George announced that City Council has proposed $20,000 from the General Fund be designated for Art Maintenance. With the $10,000 from Parks and Recreation budget the ACC will potentially have $30,000 for Art Maintenance for next year. Art Maintenance booklets were distributed and reviewed. Discussion centered on how to prioritize the art maintenance needs and work to be done. Arts Grants Program —Scoring Tool After review and discussion of the revised Scoring Tool draft it was determined that City Staff will make changes discussed and forward the draft to Paul Duke. Paul will review and revise then forward to another ACC member for their review and to pass on. After everyone has had a chance to review, it will be returned to City Staff to distribute for further discussion at the next meeting. Reba George announced that City Council has proposed a $30,000 increase to the Arts Grants for next year. VI. NEW BUSINESS (DISCUSSION /POSSIBLE ACTION) Utility Bill —Agreement with Arts & Cultural Alliance Heidi Hovda provided a brief history of the Arts and Cultural Alliance and the Memo of Understanding with the City for the Utility Bill funds raised. Karina Carlisle made a motion for the ACC to sign the proposed Memo of Understanding which calls for equal distribution of the Utility Bill Funds among all 9 1 Arts organizations. Brad Kisner seconded. Motion Passed with one abstention from Dianna Bluntzer. ACC Recruiting Discussion ensued regarding the two pending vacancies in September and potential candidates for those positions. Commissioners agreed to encourage potential candidates to apply with the City to join the Commission. Artist's Proposal for Oso Bay Reba George gave a brief description of the various ways art proposals may come before the Commissioners. A proposal packet from artist, Dixie Friend Gay, was distributed and reviewed. VII. IDENTIFY ITEMS TO BE PLACED ON THE NEXT AGENDA Arts Grants Program —Scoring Tool VIII.
